JANUARY
New Directives

APD.SOP.4011 Use of Tire Deflation Devices

 

1.    To establish guidelines in the use of Tire Deflation Devices when terminating or preventing the movement of a vehicle.

 

APD.SOP.5060 Fugitive Operations

 

1.    The Fugitive Unit will investigate Department arrest warrant packages and apprehend those fugitives promptly and safely.  The Fugitive Unit will assist other agencies in executing their warrants within the City of Atlanta.  The Fugitive Unit will travel to, pick up, and transport back to Atlanta any person wanted for a felony by the Department located within the State of Georgia.

 

APD.SOP.5220 Fraud Investigations

 

1.    Details the investigation of reported crimes involving credit card fraud, mortgage fraud, computer fraud, forgery, flim flam, embezzlement, identity theft or any other fraud case that occurs within the City of Atlanta.    

 

 

Updated Directives

 

APD.SOP.1010 Mission and Organization of the Dept.

 

1.    Section 4.4.2 creates the Human Resources Section which consists of the Training Unit, Personnel Services and the Recruitment Unit.
 

2.    Section 4.5.3, paragraph 3 (e) creates the Human Trafficking Unit which is responsible for identifying and monitoring the transportation of persons for forced labor, sexual exploitation or other illicit activities.

 

3.    Organizational charts were updated to reflect the current organization; new zone maps were also included.
 

APD.SOP.1070 Coordination with Outside Agencies

 

1.    Section 3.2.3 requires the FOD and CID commanders to meet with the Juvenile Court.

 

APD.SOP.2022 Early Warning System

 

1.    Section 4.1.2, paragraph 1 was revised to reflect (three) citizen complaints rather than (four).  Paragraph 3, “Unauthorized use of force allegations,” was revised.  Paragraph 5 was revised to reflect (two) or more firearm discharges within a twelve month period.  Paragraph 7 is new.

 

2.    Section 4.1.3, paragraph 1 was revised to reflect two or more chargeable accidents while operating a vehicle owned, leased or used by the City within a six-month period.

 

APD.SOP.2080 Training

 

1.    Section 4.10.10 Training Reimbursement Agreement was added to allow for the reimbursement of expenses paid by the Department for training, in excess of $1,000, if an employee voluntarily or involuntarily is separated from the Department within a three year period of receiving the training.

 

2.    If the employee signs and accepts the acknowledgement of reimbursement on the Outside Training Form APD-801, he/she agrees to work for the Atlanta Police Department for a three-year period following completion of any training that costs in excess of $1,000.00. 

 

3.    Conditions of repayment after receiving training:

 

a.    The employee agrees that, if he/she resigns, retires or is involuntarily separated from the employment of the Atlanta Police Department before the completion of the three year period set out in form APD-801, then he or she will repay the City as follows:

b.    The training reimbursement will be applicable to the total expenditures that were disbursed based on the Schedule F2. 

 

4.    Form APD-801 (acknowledgement of reimbursement on the Outside Training)
 

a.    APPLICANT ACKNOWLEDGEMENT:  I do hereby acknowledge and agree to maintain employment with the City of Atlanta for a period of not less that three (3) years following completion of any training costing in excess of $1,000.00.  If I resign, retire or involuntarily separate from the employment of the Atlanta Police Department, I must reimburse the City for the entire cost of the training if such separations occurs within one year, reimburse 50% of the cost if such separation occurs between the 1st and 2nd years, or reimburse 25% of the cost if separation occurs between the 2nd and 3rd year after course completion.  I do hereby authorize the City of Atlanta to deduct from my salary, any training costs if the length of service requirement is not met.

 

APD.SOP.5010 Criminal Investigation Division

 

1.    Section 4.8.6 Search and Arrest Warrants was edited to delete duplicate information that is contained in the new Fugitive Unit Operations directive (APD.SOP.5060 Fugitive Unit Operations).

 

APD.SOP.5080 Financial Investigations Unit

 

1.    The Atlanta Police Department will seize criminal assets by maximizing the use of the forfeiture provisions in accordance with federal, state and municipal laws (e.g., bank accounts, real estate, investment holdings etc.).

 

APD.SOP.6010 Communications

 

1.    Section 4.24.3 was edited as follows: The new off-duty radio number will be permanently attached to the officer, despite their assignments, transfers, or any other issue that may have previously caused an off-duty radio number to change.

 

2.    Section 4.24.3 was edited as follows: The Police Communications Dispatcher, when an off-duty unit pulls out of service, will use the new off-duty radio number as the assignment number when entering into the CADS system. The purpose of this is to immediately have available to them, the unit’s 4-digit identification number so that they may be able to positively identify the unit, by measures already in place, if necessary. If the off-duty unit is pulling out by radio to work an extra job, the unit is no longer required to specifically provide the 4-digit identification number. 

 

APD.SOP.6055 Computer Access Codes
 

1.    Section 4.8 was edited to change the responsible party for the
UNISearch report viewing software access codes from Computer Services to Central Records Unit.

New Directives

APD.SOP.2071 Filling Full-time Civilian Vacancies

 

1.    The Atlanta Police Department is committed to placing the best qualified applicant in each position. The Department will fill full-time civilian vacancies in accordance with Title VII of the Civil Rights Act of 1964, the City of Atlanta Civil Service Code, and Department written directives.

 


 

APD.SOP.6160 Drug Testing and Destruction

 

1.       APD.SOP.6160 Drug Testing and Destruction, moves the responsibility for the testing and later destruction of drug evidence from the Narcotics Unit to the Information Services Section.

 

2.       APD.SOP.5120 Narcotics Unit sections 4.9 and 4.10 are cancelled as a result.

 

APD.SO.06.02 Crisis Intervention Team

 

1.    The Crisis Intervention Team (CIT) is a multi-agency collaboration of police and other professionals within the community committed to assisting people who have mental illness and other brain disorders.  The Atlanta Police Department’s CIT participants are officers who have received specialized training to respond to crisis events involving mentally ill persons.

2.    Section 4.4.4 paragraph 3 establishes the Crime Laboratory as a new unit of the Information Services Section within the Support Services Division.

 

APD.SOP.2020 Disciplinary Process

 

1.    Section 4.7.2 (Notice of Proposed Adverse Action) subsection (2)(d) sets forth that the date and time of the Employee Response Session should be at least 5 working days after the date the Notice of Proposed Adverse Action was issued to the employee.  This is in conflict with the City of Atlanta Code of Ordinances section 114-530(c)(2)(a), which sets forth that The employee shall respond to the adverse action verbally or in writing within five working days from the date of receipt of the notice of the proposed adverse action. 

 

APD.SOP.2140 Employee Benefits

 

1.    Employees are eligible to receive up to $500 for each person they refer for employment as a police officer with the Department, subject to funds being available through the Atlanta Police Foundation

 

APD.SOP.3030 Arrest Procedures

 

1.    Section 4.15.2 of this policy has been revised to allow employees to use ankle restraints in addition to wrist restraints.

 

APD.SOP.3110 GCIC and NCIC Information

 

1.    This directive was changed by the Communication Section as a result of an audit performed by GCIC.

 

APD.SOP.5120 Narcotics Enforcement (CONFIDENTIAL)

 

1.    Section 4.9 and 4.10 were replaced by APD.SOP.6160 Drug Testing and Destruction
