Updated Directives

 

APD.SOP.2130 Dress Code

 

1.    Section 4.3.5 (6) was revised to include black knit “watch cap.”

 

APD.SOP.3031 Repeat Offenders

 

1.This directive was revised to include the CALEA 5th Edition Standards.

 

2.    Section 4.2.4 was revised to include that if the probation/parole officer is not available, the officer will leave a message and contact the Georgia Department of Corrections Communications Center at: (404) 651-6511. Additionally, if the arresting officer or investigator cannot reach the Georgia Department of Corrections Communications Center after two documented attempts, he or she will forward the file to the sections repeat offender officer.

 

3.    Section 4.2.8 was revised to include that after the arrest is made and the arresting officer completes the initial file, the file will be forwarded to the repeat offender officer or investigator, who will then review the file for completeness and accuracy.  Furthermore, the arresting officer or investigator will document in the incident report or supplemental incident report, indicating the file was released to the repeat offender officer.

 

4.    Section 4.3.7 (3) was revised to include that the fourth through seventh characters are a four-digit sequential number “nnnn.” For example: 4-10-0027 indicates the 27th file initiated in 2010 that was created on a repeat offender in zone 4.

 

5.    Section 5.1 was revised to include that a “Career Criminal” is any person who has been previously convicted three times under the laws of the State of Georgia, of felonies or under the laws of any other state of the United States, of crimes which would be felonies, if committed within the State of Georgia.

 

6.    Section 5.2 was revised to include that “Criminal History Record Information” is information that is collected by criminal justice agencies on individuals consisting of identifiable descriptions and notations of arrests, detentions, indictments, accusations, information, or other formal charges, and any disposition arising there from; sentencing, correctional supervision, and release. Moreover, the term does not include identification information, such as fingerprint records, to the extent that such information does not indicate involvement of the individual in the criminal justice system.

 

7.    Section 5.3 was revised to include that an “Offense” is an act, which is a felony, a misdemeanor, or a violation of a county or municipal ordinance.

 

8.    Section 5.4 was revised to include that a “Repeat Offender” is a person that exhibits persistent criminal behavior that accounts for a disproportionate amount of crime.

 

9.    Section 5.5 was revised to include that “Restricted Data” is any data which contains information relating to data-gathering techniques, distribution methods, manuals, and forms.

 

10.  Section 5.6 was revised to include that “Secret Data” is any data which includes information dealing with those operational and programming elements which prevent unlawful intrusion into the Georgia Crime Information Center/Criminal Justice Information System computer system, the communications network, and satellite computer systems handling criminal justice information.

 

11.  Section 5.7 was revised to include that “Sensitive Data” is any data which contains statistical information in the form of reports, lists, and documentation, which information may identify a group characteristic. In addition, it may apply to groups of persons, articles, vehicles, etc., such as white males or stolen guns.

 

12.  Section 6 was revised to include the cancellation of APD.SOP.3031 “Repeat Offenders”, issued July 1, 2004.

 

APD.SOP.3040 Weapons

 

1.    This directive was recently amended to incorporate the newly created Patrol Rifle Program (see sections 4.6 – 4.12). 

 

2.    Sections 4.13.1 and 4.14.1 were also amended and now reads “Sworn employees are required to re-qualify on an annual basis”. 

 

APD.SOP.3062 In-Vehicle Computers

 

1.    This directive was revised to include the CALEA 5th Edition Standards.

 

2.    This directive was revised to delete the former “UCS” information and include the new “Public Safety Systems Incorporated (PSSI)” information.

 

3.    This directive was revised to delete the former “Police Works” software information and include the new “Incident Crime Information System (ICIS)” information.

 

4.    Section 3.2 was revised to include that the ICIS Administrative Group in the Central Records Unit will manage both, the drop down and pick list.

 

5.    Section 3.4 was revised to include that the Electronic Maintenance Unit (EMU) will maintain and control the laptop computer hardware, in patrol vehicles.

 

6.    Section 3.5 was revised to include that the Northrop Grumman Corporation will maintain the laptop computer software in patrol vehicles.

 

7.    Section 4.3.2(1) was revised to include that if the laptop is damaged or inoperable, at the first opportunity, the officer must transport the laptop to the EMU at 818 Pollard Boulevard, Atlanta, Georgia, 30315; Monday through Friday, between 0800-1600 hours.

 

8.    Section 4.4.1(1) was revised to include that when a laptop is not available, the officer will use the designated precinct desktop computer. Furthermore, if both the laptop and desktop computers are inoperable, with a supervisor’s approval, the officer will use the paper forms as outlined in APD.SOP.3060 “Report Writing”.

 

10.  Section 4.4.1(2) was revised to include that if the officer is unable to complete a report immediately, he or she can save it by selecting the TRANSMIT DRAFT function on the ICIS and complete it later.

 

11.  Section 4.4.1(6) was revised to include that supervisors and officers will check his or her ICIS In-Box regularly, during the watch.

 

12.  Section 4.5.1 was revised to include the Priority Incident Report approval process.

 

13.  Section 4.6.1 was revised to include that only zone supervisors, SOS supervisors, designated EMU personnel, and their designee(s) will have a master key to the laptop mounts.

 

14.  Section 4.6.5 was revised to include that when/if the laptop is stationed within the vehicle, it will be locked and secured.

 

15.  Section 4.8.6 was revised to include that officers will not transmit any improper messages over the laptop computer.

 

16.  Section 4.8.7 was revised to include that officers are prohibited from removing the air card from the laptop computers. Moreover, only designated EMU personnel will remove the air card from the laptop computers.

 

17.  Section 4.8.8 was revised to include that officers will not physically alter or attempt to repair the in-vehicle laptop computers, including, but not limited to the mounts/ docking stations.  Additionally, all inoperable laptop computers and/or associated equipment will be taken to the EMU at 818 Pollard Boulevard, Atlanta, Georgia, 30315; Monday through Friday, between 0800-1600 hours for repairs.

 

18.  Section 6 was revised to include the cancellation of APD.SOP.3062 “In-Vehicle Computers”, Issued July 1, 2004.

 

APD.SOP.3065 Field Interviews

 

1.    Throughout this directive it was revised to include the CALEA 5th Edition Standards.

 

2.    Throughout the directive it was revised to change the Field Interview Form (FIF) to the Field Contact Information (FCI).

 

3.    Section 4.4 was revised to include the procedure for the utilization of the Field Interview/ Contact component of the Incident Crime Information System (ICIS).

 

4.    Section 4.4.2 was revised to include the procedure for completing the FCI Section on the ICIS, via the desktop computer.

 

5.    Section 4.4.3 was revised to include the procedure for acquiring and printing FCI from the ICIS Server.

 

6.    Section 4.4.4 was revised to include the procedure for completing the FCI Section on the ICIS, via the laptop computer.

 

7.    Section 5.1 was revised to include the definition for “Desktop”, which is a personal computer (PC) in a form intended for regular use at a single location, as opposed to a mobile laptop or portable computer.

 

8.    Section 5.2 was revised to include the definition for “Laptop”, which is a full featured portable computer.

 

9.    Section 5.3 was revised to include the definition for “Public Safety Systems Incorporated (PSSI)”, which is the vendor that produced the ICIS software used on the desktop and laptop computers, for dispatch, incident reports, and accident reports.

 

10.  Section 5.4 was revised to include the definition for “Server”, which is a computer server application, operating system, computer, or appliance.

 

APD.SOP.3084 Mentally Ill and Disabled Persons

 

1.    Section 4.6 addressed significant changes to the directive as a result of Project Civic Access, a federal initiative to assist local government’s efforts to comply with the Americans with Disabilities Act.  

 

APD.SOP.5070 Gang Task Force

 

1.    This directive was revised to delete the former “Gang Net Computer System”.

 

2.    Section 3.2 was revised to include that the Special Enforcement Section (SES) commander will oversee the actions of the Gang Task Force (GTF).

 

3.    Section 3.3 was revised to include that the Targeted Enforcement Unit (TEU) commander will monitor the GTF's operations to ensure that enforcement activities occur in problem areas.

 

4.    Section 4.2 was revised to include the new “Duties of the GTF” Section.

 

5.    Section 4.3 was revised to include the new “GTF Organization” Section.

 

6.    Section 4.3.2 was revised to include the revised GTF’s “Documentation and Dissemination” Section.

 

7.    Section 4.3.3 was revised to include the revised GTF’s “Security” Section.

 

8.    Section 5 was revised to include the revised “Definition” Section.

 

APD.SOP.5140 Red Dog Unit

 

1.    The following sections were incorporated into the revamped directive:

APD.SOP.5220 Fraud Investigations

 

1.    Section 4.5.1 was revised to include that major fraud and zone investigators will thoroughly document the results of their investigations on case management in accordance with APD.SOP.5010 “Criminal Investigations Division” furthermore, if case management is inoperative the investigator will complete the Summary of Investigation Form APD 308.

 

APD.SOP.6030 Property and Evidence Control

 

1.    Section 4.2.1(4) was revised to include that officer’s will list property and evidence taken into custody on the Property and Evidence Receipt form (Form APD-006), when requested by a supervisor.

 

2.    Section 4.2.1(5) was revised to include that officer’s will provide the owner's copy of the itemized Property and Evidence Receipt form to the owner of the property or evidence, when it is taken into police custody, when requested by a supervisor.

 

3.    Section 4.2.4 was revised to include the new “Remote Property / Evidence Pickup System” Section.

 

4.    Section 4.3.5(2) (3) was revised to include that if an item of evidence is entered into the File on Q system where the owner         and victim fields are listed as “Unknown”, the Property Control Unit will hold this evidence for a period of one year. Furthermore, at the conclusion of one year, if the owner and victim fields remain “Unknown”, the Property Control Unit Commander has the authority to change the status of the items from Evidence to Property and pull the items for disposition

 

5.    Section 4.3.5(2) (4) was revised to include that if evidence is found to be from a non-violent felony and is more than four years old, the evidence will be pulled for disposition.

 

6.    Section 4.3.12 was revised to include the relocated “Holding Currency and Personal Property” Section.

 

7.    Section 6 was revised to cancel both, APD.SOP.6030 “Property and Evidence Control”

       (Issued: March 30, 2009) and APD.SOP.6031 “Holding Currency and Personal Property”

       (Issued: July 1, 2004).

 

APD.SOP.6050 Employee Duties with Regard to Information Technology

 

1.    This directive was revised throughout to include the CALEA 5th Edition Standards.

 

2.    This directive it was revised throughout to change the PSITD (Public Safety IT Division) to the DIT (Department of Information Technology).

 

3.    This directive was revised throughout to update the current DIT Help- Line phone number.

 

4.    Section 4.6.6 “Social Networking Site(s) Regulation(s)” was added to the directive.

 

5.    Section 4.6.6(1) was revised to include that Department employees will conduct themselves in a manner which does not bring discredit upon Department employees, the Department, the City of Atlanta, or the community, when utilizing social networking sites on and off duty.

 

6.    Section 4.6.6(2) was revised to include the required off-duty conduct requirement(s) of Department employees when utilizing social networking sites.

 

7.    Section 4.6.6(3) was revised to include the restrictions of Department employees when utilizing social networking sites.

APD.SOP.6130 Audit and Compliance Unit

 

1.    This directive was revised throughout to include the CALEA 5th Edition Standards.

 

2.    Section 3.2 was revised to add that the Information Services Section (ISS) commander will monitor the implementation of this directive.

 

3.    Section 4.4.3 was revised to change the former COPSMORE System to the new Incident Crime Information System (ICIS).

 

4.    Section 4.7.1 was revised to include that Audit reports and their contents will only be released to the commander of the unit or section audited, and its release will be under the authority of the Chief of Police or the Support Services Division commander, or their designee(s).

 

5.    Section 6 was revised to include the cancellation of APD. SOP. 6130 “Audit and Compliance Unit”, Issued July 1, 2004.

APD.SOP.1020 Oath of Office for Police Officers and Code Enforcement Agents

 

1.    This directive has been revised in order to incorporate the Oath of Office for Code Enforcement Agents, as well as to comply with the Commission on Accreditation for Law Enforcement Agencies 5th Edition Standards 1.1.1, 1.1.2, and 1.2.1.

 

2.    Form APD 387 ”Information Dissemination Form” was created to assist in the dissemination of database and/or file information.

 

APD.SOP.1090 Inspections
 

1.    Section 4.1.2 was revised to include line inspections on sworn employees must be conducted by a sworn supervisor to ensure that any conditions that do not conform to Departmental standards or expectations are corrected.

 

2.    Section 4.1.4 (2) was revised to include Civilian employees who are not required to wear a uniform will be formally inspected on a quarterly basis on Form APD 839 to include at a minimum driver’s license, work identification, uniform and all assigned equipment.  Civilian employees will also be informally inspected on a daily basis by their supervisors.  The employee’s appearance, hygiene, uniform, assigned equipment and property will be subject to inspection.

 

3.    Section 4.1.5 (2) was revised to include division, section, and unit commanders will conduct formal evaluations of all marked and unmarked vehicles on at least a quarterly basis.

 

APD.SOP.2022 Early Warning System

                 

1.    Section 4.1.3 (7) was revised to include an employee experiencing physical or mental abuse (i.e; bruises, sleepiness, abnormal and counterproductive behavioral changes, etc.)

 

2.    Section 4.1.3 (10) was revised to include any situation where an employees’ fitness for duty is objectively questionable (e.g., an outward display of emotional and mental distress.)

 

APD.SOP.2050 Timekeeping

 

1.    Section 4.3.6 was revised to include the “Civilian Employees Training Requirements” Section.

 

2.    Section 4.6.8 (4) was revised to include that if a holiday falls on an employee’s off day, Kronos will automatically move the extra time to the UXT box. Additionally, after the move occurs, the timekeeper will convert the extra time to compensatory time (Comp. Time Straight). Furthermore, if an employee works a particular holiday and wants to receive compensatory time, it is coded “Comp. Time Overtime”.

 

3.    Section 4.7 was revised to include the revised “Kronos Procedures for Holidays for Sworn Employees” Section.

 

4.    Section 4.8 was revised to include the revised “Kronos Procedures for Holidays for Civilian Employees” Section.

 

5.    Section 4.9 was revised to include the revised “Sick Leave” Section.

 

6.    Section 4.14.3 (2) was revised to include that Supervisors, or designees, should monitor employee accrual of compensatory time to ensure that employees have the opportunity to take compensatory time as schedules allow and that accrual does not exceed 240 hours during any given time.  Also, this special authorization expires at the end of the last pay period of each fiscal year, at which time the maximum accrual rate will revert to 160 hours in accordance with section 114-423 of the Atlanta City Code.

 

7.    Section 4.15 was revised to include the revised “Kronos Pay Codes”.

 

8.    Section 4.16.1(1) was revised to include that all timecards will be approved by 0900 hours on the Thursday that time is due (i.e., at the end of the 14-day pay period). 

 

9.    Section 4.17.6(3) was revised to include that overtime submitted to the Personnel Services Unit (PSU) after 9:00 AM on the Thursday when payrolls are due will be paid in the subsequent pay period.

 

10.  Section 4.18.1 was revised to include that timekeepers will contact the Departmental Payroll Liaison (DPL) at: 404-546- 7705 to verify or report Kronos issues.

 

11.  Section 4.20.1 was revised to include that the payroll for all watches must be submitted to the Personnel Services Unit every 14 days on alternate Thursday’s, by 9:00 AM.  

 

12.  Section 4.20.3 was revised to include that after Kronos payroll has been submitted to the

       Personnel Services Unit, any requests to change must be submitted in memo format with appropriate justification, via email transmission or Inter- Departmental mail.

 

13.  Section 4.20.4 was revised to include that in any work hours combined with any leave hours should total 80 hours for pay.

 

14.  Section 4.21.4 was revised to include that the PSU will keep borrowed personnel forms and overtime records on file for three years, then follow record retention guidelines.

 

15.  Section 5.1.3 was revised to include that the pay period is 14 days long and begins on Thursday. Moreover, for an employee working the morning watch, the pay period begins at watch change, late Wednesday night.

 

16.  Section 5.3 was revised to include that, for civilian employees, there are two work periods in each pay period beginning with the Tuesday morning watch (that is, late Wednesday).

 

17.  Section 6 was revised to include the cancellation of APD.SOP.2031 “Performance Payment Program”, issued July 24, 2006.

 

18.  Section 6 was revised to include the cancellation of APD.SOP.2050 “Timekeeping”, issued May 1, 2007.

 

19.  Form APD 211 (The Overtime Use Report) was revised to include current Departmental practices. 

 

APD.SOP.2140 Employee Benefits

 

1.    Throughout the directive the CALEA standard were  updated to reflect 5th edition. 

 

2.    Section 4.1 was revised to include the City Code Section 114-139.

 

3.    Section 6 was revised to cancel; APD. SOP. 2140 “Employee Benefits” (Issued: November 6, 2006).

       

APD.SOP.2150 Injury on Duty

 

1.    This directive was revised throughout to include the CALEA 5th Edition Standards.

 

2.    This directive was revised throughout to change “The Authorization for Treatment” form (Form 6-A-52) to the amended “Workers' Compensation Treatment Authorization” form (Form 6-A-52).

 

3.    Section 2 was revised to include that the Department will seek immediate and appropriate medical treatment for injured employees and that the Department will comply with  City Code 114-424 "Disability Leave", in order to preserve employees Workers' Compensation Benefits.

 

4.    Section 4.1.2 was revised to include that when an employee is injured in the line of duty, he or she will receive immediate and necessary treatment at a City authorized medical treatment facility and have the physician sign the “Workers' Compensation Treatment Authorization” form (Form 6-A-52).

 

5.    Section 4.2.1 (5) was revised to include that supervisors who become aware of an employee's injury on duty will (within 24 hours of the injury) immediately send a copy of the complete injury packet, via facsimile, to the Workers' Compensation Office and submit all of the original forms along with a copy of the facsimile confirmation, through the chain of command of the injured employee up to the division commander, and to the Personnel Services Unit representative, and maintain photocopies in the employee's unit medical file.

 

6.    Section 4.3.1 was revised to include the current City of Atlanta, Code of Ordinances, Section 114-424 (e) "Disability Leave".

 

7.    Section 4.8 was revised to include that the “Workers' Compensation Treatment Authorization” form (Form 6-A-52), the “Employer's First Report of Injury or Occupational Disease” form (Form WC-1), the “Supervisor's Checklist for Injured Employees” form (Form APD 718), and the “Employer’s Supplemental Report of Injury” form (Form 29-S-24) will be maintained on the Department’s Horizon network and the Personnel Services Unit will ensure that the Forms are updated and accessible to all applicable Department employees.

 

8.    Section 6 was revised to cancel APD.SOP.2150 “Injury on Duty”, issued October 1, 2005.

 

9.    Form APD 718 “The Supervisor’s Checklist for Injured Employee” was revised to include current City and Department practices. 

 

APD.SOP.3050 Pursuit Policy

 

1.    This directive and APD Form 602 were amended to add that supervisors, as opposed to officers, will complete the Pursuit Report before the end of the watch, any time a motor vehicle pursuit is engaged.

 

2.    Section 4.19.1 was revised to include that the immediate supervisor of the police officer that initiated the vehicle pursuit will obtain an incident number and complete a Pursuit Report.

 

3.    Section 4.20.1 was revised to include that the Pursuit Report (Form APD 602) will be completed by the pursuit officer’s immediate supervisor before the end of the watch any time a motor vehicle pursuit is engaged.  Additionally, a copy of the incident report form and supplemental reports must be attached to the pursuit report (Form APD 602).

 

4.    Section 4.20.2 was revised to include that the supervisor will deliver the approved, original Pursuit Reports, incident report (s), and supplemental incident report(s) to the Central Records Unit. 

 

5.    Section 4.20.3 was revised to include that the supervisor will verify with Communications that the “17P” pull-in was used by the initiating officer.

 

6.    Section 4.20.4 was revised to include that supervisors will be responsible for initiating an investigation of suspected employee work rule violations arising from a pursuit. Also, the Office of Professional Standards will investigate suspected employee work rule violations arising from a pursuit in accordance with APD.SOP.2020 “Disciplinary Process.”

 

7.    Section 6 was revised to include the cancellation of APD.SOP.3050 “Pursuit Policy”, issued September 1, 2008.

 

8.    Form APD 602 “The Pursuit Report” was revised to include the supervisor’s responsibilities. 

 

APD.SOP.3089 Supervisor Notification

 

1.    Section 4.1.1 (20) was revised to include an officer must notify his or her supervisor when a Department employee or law enforcement officer from any jurisdiction is involved in any matter requiring police intervention.

 

2.    Section 4.1.1 (22) was revised to include that an officer must notify his or her supervisor when an officer plans to impound a government vehicle.

 

3.    Section 4.1.1 (23) was revised to include that an officer must notify his or her supervisor when an officer receives “Lo-Jack activation.”

 

4.    Section 4.1.1 (25) was revised to include that an officer must notify his or her supervisor when a call involves an Active Shooter.

 

5.    Section 4.1.1 (26) was revised to include that an officer must notify his or her supervisor when an officer has a priority report involving a stolen vehicle or missing person.

 

6.    Section 4.1.2 (16) was revised to include the supervisor must give his or her estimated time of arrival and that he/or she will respond directly when an officer responds to a call involving an active shooter.

 

APD.SOP.3120 Polygraph and computer Voice Stress Analyzer

 

1.    This directive had no content changes made to the policy during this triennial review cycle.

 

APD.SOP.4011 Use of Tire Deflation Devices

 

1.    Section 4.10.1 was revised to include that tire deflation devices are prohibited during a pursuit involving more than one agency.

 

2.    Section 6 was revised to cancel APD.SOP .4011 “Use of Tire Deflation Devices”, issued December 1, 2007.

 

3.    Section 7 was revised to include APD.SOP.5192 “Auto Theft Task Force”.

 

4.    Section 7 was revised to include the Commission on Accreditation for Law Enforcement Agencies (CALEA) 5th Edition Standards 1.3.2, 1.3.4, 41.2.2, 41.2.3. 61.1.1, 61.1.2, 61.1.3, 61.1.4, 61.1.5, 61.1.6, 61.1.7, 61.1.8, 61.1.9, 61.1.10, 61.1.11, 61.1.12, 61.1.13, 61.2.1, 61.2.2, 61.2.3, 61.2.4, 61.3.1, 61.3.2, 61.3.3, 61.3.6, 61.4.1, 61.4.3, and 61.4.4.

 

5.    Section 7 was revised to include the 2003 Metropolitan Atlanta Inter-Jurisdictional Pursuit Policy Memorandum of Understanding.

 

APD.SOP.4080 Mounted Patrol

 

1.    This policy was written with input from the Mounted Patrol Unit and has no noteworthy changes to its content.

 

APD.SOP.5040 Homicide Unit

 

1.    Throughout this directive was revised to include the CALEA 5th Edition Standards.

 

2.    Section 4.3.2 was revised to include that if the crime is a possible homicide, or if any law enforcement officer is involved in the shooting, the Homicide investigator will take over the crime scene.

 

3.    Section 4.3.9 was revised to include that a complete warrant package will be submitted to the Fugitive Unit and the warrant will be flagged in the Central Records Unit as soon as the warrant is obtained.

 

4.    Section 4.3.10 was revised to include that the Homicide investigator will go to the Central Records Unit and have the original warrant pulled and cleared from the NCIC system as mandated by GCIC/NCIC policies and procedures.

 

 5.   Section 6 was revised to include the cancellation of APD.SOP.5040 “Homicide Unit”, issued July 2, 2007.

 

APD.SOP.5141 Narcotic Detection Canines

 

1.    This directive went through the Expert Review/Triennial review and resulted in no changes.

 

APD.SOP.6080 Personnel Files and Orders

 

1.    Section 4.1.7 was revised to include when an employee is terminated or is placed on inactive status, the employee’s unit file will be forwarded to the Personnel Services Unit within 10 business days where it will be incorporated into his or her personnel file.

 

2.    Section 4.1.12 (2) was revised to include documents in the unit personnel file will be kept for five years, or longer at the unit commander’s option.  Documents removed from the unit personnel file will be delivered to the Personnel Services Unit for incorporation into the Department file or destroyed.

 

APD.SOP.6100 Planning and Accreditation Unit

 

1.    Throughout the revised directive changes were made to Acronyms and all reference to SOP sections were deleted from this written directive.

 

 2.    Section 6 was revised to include the cancellation of APD.SOP.6100 “Planning and Research/ Accreditation Unit”, issued December 1, 2007.
