1. PURPOSE
The purpose of this section command memorandum is to establish procedures for conducting/recording challenges and recording door alarms within the S.I.D.A. and A.O.A. sections of the airport.
2. POLICY
It is the policy of the Atlanta Police Department Airport Section to patrol the A.O.A. and S.I.D.A. seeking individuals without proper identification and vehicles without proper markings
3. RESPONSIBILITIES
3.1 It is the responsibility of Unit Commanders and Field Supervisors to ensure employees comply with the procedures outlined in this Section Command Memorandum.
3.2 It is the responsibility of each officer, when within the S.I.D.A. or A.O.A; to challenge individuals found without identification properly displayed and to investigate vehicles without proper markings.
4. ACTION
4.1 Airport personnel will respond to door alarms in an expedient and safe manner.
4.2 Airport personnel will challenge individuals, without proper identification, found on the A.O.A. or S.I.D.A
4.3 When an officer observes a person or persons within the S.I.D.A. or A.O.A. in violation of city code, state law or federal regulation. The officer will immediately stop the individual and determine if probable cause exists to arrest.
4.3.1 If probable cause exists to arrest, the officer will make the arrest and complete all necessary reports to include the Airport Breach of Rule Notice.
4.3.2 Should probable cause not exist, the officer will complete an Airport Breach of Rule Notice detailing the incident and escort the individual off the A.O.A. or S.I.D.A.
4.4 In all cases when individuals or vehicles are stopped within the S.I.D.A. or A.O.A. The officer will complete the Airport Breach of Rule Notice, detailing all actions taken. If there is not enough space on the form then additional paper may be used and attached to the form.
4.5 Access control alarms, (Door Alarms)
4.5.1 Dispatchers will immediately dispatch door alarms to the closest available officer.
4.5.2 Officer(s) will respond to door alarms in a safe and expedient manner.
1. Upon arrival at the door, if an officer observes a person or persons within the S.I.D.A. or the A.O.A. in violation of city code, state law or federal regulation. The officer will immediately stop the individuals and determine if probable cause exists to arrest.
2. If probable cause exists to arrest, the officer will make the arrest and complete all necessary reports to include the Airport Breach of Rule Notice.
3. Should probable cause not exist, the officer will complete an Airport Breach of Rule Notice detailing the incident, to include the time the officer received the call and his her time of arrival.The officer will escort the individual off the A.O.A. or S.I.D.A. Examples of false alarms are : FAA Test, Malfunctioning Equipment, etc.
4.6 Unit Commanders will, daily, submit the completed white and yellow copies of Airport Breach of Rule Notices to SPO Carr. Should SPO Carr be unavailable, notices will be placed under his door.
4.7 The pink copy of the Airport Breach of Rule Notice will be given to the violator.
5. DEFINITIONS
5.1 AIRPORT BREACH OF RULE NOTICE: airport form # SD FORM 4, produced by the Department of Aviation. This form replaces the airport police section Challenge Form.
5.2 A.O.A: aircraft operations area. That portion of the airport designed and used for landing, taking off, or surface maneuvering of airplanes.
5.3 CHALLENGE : Demand proper identification.
5.4 SECURITY IDENTIFICATION DISPLAY AREA (S.I.D.A.) : any area identified in the airport Security Program as requiring each person to continuously display airport-approved identification, unless the person is under airport -approved escort.
5.5 S.I.D.A OR A.O.A. AREA VIOLATOR(S) : Any person or persons found on the S.I.D.A. or A.O.A. without proper authorization or identification or inviolation of city code, state law or federal regulation
