Late for Duty Procedures

1.               PURPOSE

 

The intent of this directive is to establish a uniform policy for the handling of tardiness within the Zone Six Precinct.  To distinguish the difference between prior arrangement tardiness, a late for duty without prior arrangement and an excused lateness.

 

2.               POLICY

 

It is the policy of the Atlanta Police Department Zone Six Precinct that all employees be punctual when reporting for duty or when conducting any official function of the department.

 

3.               RESPONSIBILITIES

 

3.1              It is the responsibility of the watch commander or his/her designee to ensure compliance with this zone command memorandum and to uniformly carry out this procedure.

 

3.2              It is the responsibility of the watch commander or his/her designee to grant emergency request (Prior Arrangement) for an employee to report late for duty.

 

3.3              It is the responsibility of each watch commander or his/her designee to maintain a file of Late for Duty Forms to be completed by the employee prior to their reporting to their duty assignment.

 

3.4              It is the responsibility of the employee to complete the Late for Duty Form prior to reporting to his/her post or assignment.

 

4.               ACTION

 

4.1              When an employee determines that through some unforeseen event that reporting for duty cannot be made at his/her scheduled reporting time, he/she will notify his/her watch commander or his/her designee at least 15 minutes prior to the scheduled reporting time.

 

4.2              Late for Duty without proper notification

 

4.2.1           Without prior arrangement, when an employee reports Late for Duty without proper notification of the watch commander or his/her designee, the following procedure will be utilized.
 

1.    First Incident- Late for Duty form completed, employee may be marked zero (0) and formal counseling.

 

2.    Second Incident- Within a sixty (60) day period of the first incident, Late for Duty form completed, employee may be marked zero (0) and disciplinary action.

 

3.    Third Incident-Within a one hundred twenty (120) day period of the first incident, Late for Duty form completed, employee may be marked zero (0) and progressive disciplinary action.

 

4.2.4           Any occurrence after incident number 3, within a one-year period, from the first incident will result in a more sever form of disciplinary action and may be marked zero (0).

 

4.2.5           Any employee reporting for duty one (1) hour or more after scheduled reporting time, without prior arrangement, will be marked zero (0) and disciplinary action initiated.

 

4.3              Prior Arrangement will only be granted in cases of an emergency nature.  When an employee reports Late for Duty with prior arrangement and follows the guidelines for proper notification of his watch commander or his/her designee, the following procedure will be utilized.

 

4.4              When an employee realizes that he/she will be late for any unforeseen emergency, he/she will be required to call in and speak to his/her watch commander or his/her designee at least 15 minutes prior to his/her scheduled reporting time.  If his/her watch commander or his/her designee is not available, the employee will leave notification with the one duty supervisor and proceed to work site.  The employee will continue to try to notify his/her watch commander or his/her designee prior to his/her scheduled reporting time.

 

4.4.1           Employees Duties upon arrival

 

1.    The employee will complete a Late for Duty report form upon arrival to work, before going to his/her post or assignment.

 

2.    First Incident- Late for Duty form completed and informal counseling (verbal) from watch supervisor.

 

3.    Second Incident- Within a sixty (60) day period, Late for Duty form completed and a written Counseling form placed in employees file.

 

4.    Third Incident- Within a sixty (60) day period, Late for Duty form completed, may be marked zero (0) and disciplinary action initiated.

 

4.5              Radio transmission is an acceptable notification of the watch commander or his/her designee.

 

4.6              Excused Lateness- The watch commander or his/her designee may at his/her discretion excuse an employee’s lateness due to incidents such a extreme weather conditions, documented extreme traffic congestion, and or documented medical emergency.  An excused lateness will circumvent the above listed procedures, but a Late for Duty form will be completed and filed.  The watch commander or his/her designee will indicate on the Late for Duty form if the lateness is excused.

 

5.               DEFINITIONS

 

5.1              Definition:  Emergency-Any event for which the employee could not have foreseen or made plans for.  Generally, the supervisor will allow those requests where the employee’s tardiness was due to unforeseen circumstances beyond the control of the employee.  It will be at the watch commander or his/her designee discretion to determine if the emergency rises to the level of being an excused lateness.

 

5.2              Late for Duty Form: Exhibit #1 of this command memorandum is a document designed to record the reporting deviation and provide written comments.  Late for Duty forms will be kept in employees file for a period of twelve (12) months.

 

5.3              Prior Arrangement: The contacting of the watch commander or his/her designee at least 15 Minutes before scheduled reporting time or Roll Call.  The employee will advise the circumstances for the tardiness and the employees estimated time of arrival for duty.

 

5.4              Marked Zero: Any employee Late for Duty without prior arrangement, or attempts making prior arrangement for the third time within sixty (60) day period, may be sent home with a zero (0) at the discretion of the watch commander or his/her designee.  Disciplinary action should follow.
