1.               PURPOSE

 

To establish a uniform policy for officers and supervisors working the Zone Six Street Heat details

 

2.               POLICY

 

All Zone Six personnel working the Street Heat details will abide by Command Memorandum, APD SOP, APD Field Manual, and APD Employee Work Rules.  Infractions of the Zone Six Street Heat directive may cause those personnel involved to lose the privilege of working the Street Heat details and or disciplinary action.

 

3.               RESPONSIBILITIES

 

3.1              It is the responsibility of the Street Heat supervisor or the designated supervisor to ensure compliance with this Zone Six Command Memorandum and to uniformly carry out this procedure.  Any infractions will be documented in writing.

 

3.2              It is the responsibility of all APD personnel working the Zone Six Street Heat details to report for the Street Heat shift on time and be on their assignment within 30 minutes from the beginning time of the shift.

 

3.3              It is the responsibility of the officers working the Street Heat shift to have their name on the posted sign up board a minimum of one hour before the Street Heat shift begins.

 

3.4              Each Officer Working Street Heat will:

                 

1.    Advise radio dispatcher of their off-duty radio number and of their assignment location at the beginning of each Street Heat shift.
 

2.    If an officer operates any city vehicle, complete a daily activity report (front & back).
 

3.    No officer will leave his/her Street Heat assignment until he/she is relieved by the Street Heat supervisor or on-duty supervisor.
 

4.    Maintain his/her Street Heat sheet, Street Heat productivity report and arrest documentation daily for each 28-day time period.
 

5.    Have the shift supervisor to initial his/her Street Heat time sheet at beginning and end of the shift.
 

6.    Officers will answer calls related to the Street Heat assignment in their assigned area.

 

3.4                             Each Street Heat Coordinator will:

                                        

1.    Post Street Heat sign up sheet.
 

2.    Ensure that Street Heat monthly report is submitted to the Crime Analyst on the regular monthly activity report.
 

3.    Maintain copies of Street Heat sign up sheets, Street Heat daily reports, blue daily activity sheets, Street Heat monthly reports and copies of citations.
 

4.    Maintain a file of documentation on each officer’s infractions of this CMM.

 

3.5                             Each Street Heat Supervisor or On Duty Supervisor will:

 

1.    Require all APD personnel working Zone Six Street Heat details have read this CMM.
 

2.    Ensure all Street Heat forms are properly completed and turned into the Street Heat Coordinator i.e., Street heat daily report, Street Heat sigh up sheet, Blue activity sheet (drivers only) and copies of citations.
 

3.    Fax a copy of the Street Heat shift assignment sheet to communications at the beginning of the shift.
 

4.    Maintain documentation of each officer’s infractions of this CMM for the appropriate Street Heat shift coordinator.
 

5.    The Street Heat supervisor, whether on duty or off duty, will supervise Street Heat personnel in accordance with the rules and regulations of the Atlanta Police Department.

 

4.               ACTION

 

4.1              Street Heat will be worked at the following periods when a Street Heat or on duty supervisor is available.  Each time period will have a coordinator responsible for each shift.  They are as follows:

 

Monday-Friday
 

      1500 HRS-1900 HRS

      1900 HRS-2300 HRS

      2300 HRS-0300 HRS

 

4.1.1           A Street Heat traffic car may operate between 0700 HRS-1100 HRS and 1100 HRS-1500 HRS. under the supervision of the Day Watch supervisor.  Maximum of two officers per day.

 

4.1.2           FIT Team hours will be at the discretion of the FIT sergeant depending upon need.  Other Officers and supervisors may work with FIT Team at the discretion of the FIT sergeant.

 

4.1.3           Weekend Street Heat shifts from 1100 HRS-1500HRS and 1500 HRS to 1900 HRS do not require an off-duty supervisor.  The weekend shifts are 1100-1500 HRS, 1500 HRS-1900 HRS and 1900 HRS-2300 HRS and 2300 HRS-0300 HRS.  Weekend Street Heat shifts will be Foot Beat assignments unless otherwise directed by a Street Heat supervisor.  Officers working the weekend Street Heat detail without Street Heat supervisor will report to the on-duty supervisor at the beginning of the Street Heat shift and be issued his/her assignment by the on-duty watch commander or his/her designee.  Any officer working an eight hour Street Heat shift must notify the appropriate supervisor and radio at the beginning of each shift.

 

4.1.4           Weekend Street Heat assignments will be at Little Five Points, Virginia Highlands, and East Atlanta Village.  A maximum of three officers will be assigned to each location and will be assigned in the above order.

 

4.1.5           If an off-duty supervisor is not scheduled to work a regular Street Heat shift during the regular Week, then an on-duty supervisor may at his discretion choose to supervise the Street Heat units.  Officers may not work Street Heat without a supervisor.

 

4.1.6           If there are more than six officers working a Street Heat shift, then a second supervisor may Work.  The amount of officers working Street Heat is at the discretion of the supervisor in charge, however, this is subject to review by the Zone Commander.

 

4.1.7           Each officer working a Street Heat shift must sign in on the Street Heat time sheet when he/she Begins his/her tour of duty and his/her supervisor will initial the beginning time.  At the end of each shift, each officer must sign out on the Street Heat Time sheet and his/her supervisor will initial the ending time.

 

4.1.8           Officers working Street Heat shifts will work a minimum of a four-hour shift, unless there is a Prior arrangement with the Street Heat supervisor or on-duty supervisor.

 

4.1.9           Only the Street Heat supervisor or on-duty supervisor assigned to the specific Street Heat shift will sign officers’ Street Heat time sheets.

 

4.1.10         No supervisor, nor officer working a four-hour Street Heat shift will take a lunch break while on Street Heat duty.

 

4.1.11         No supervisor, nor officer will work more than twenty hours of Street Heat or a combination of Street Heat and an approved Extra Job per week.  Each week starts on Tuesday.

 

4.1.12         No supervisor, nor officer will work in excess of four hours on a regular work day or eight hours on their off day.

 

4.1.13         No supervisor, nor officer will work a Street Heat shift if they are on approved leave or Legal Holiday, i.e., V-Day, C/T Day, S/O Day, or Family Leave.

 

4.2              Street Heat cannot be worked and be compensated in compensatory time.

 

4.3              Supervisors and officers may attend court during a Street Heat shift if the cases were made on a Street Heat detail.

 

4.3.1           Supervisors and officers assigned to Zone Six will only work Zone Six Street Heat assignments.  At the discretion of the Zone Six Commander, Zone Six Street Heat units may be required to work outside of the Zone Six area.

 

4.3.2           Supervisors and officers working Zone Six Street Heat shifts must be prepared to work various assignments as required by the City of Atlanta and the needs of Zone Six.  Any supervisor or officer that fails to respond to the assignment given by a Street Heat supervisor or the on-duty supervisor on a Street Heat shift is subject to lose his/her privilege to work Street Heat details in Zone Six.

 

4.3.3           Any Zone Six supervisor or officer wanting to work another Zone or Detective Street Heat detail must request in writing through the chain of command and obtain written permission from the Zone Six Commander and present that to his/her watch commander before working at stated location.  Failure to do so will cause the individual loss of compensation and loss of privileges to work Zone Six Street Heat details.

 

4.3.4           Any supervisors or officer who signs up for a Street Heat shift, but fails to work his/her scheduled time, more than three times in a twelve month period or any violation this CMM, APD SOP, or APD Employee Work Rules, may lose his/her privilege to work Street Heat detail in Zone Six.

 

4.4              Any deviation from this must be approved by the Zone Commander.

 

5.               DEFINITIONS

 

5.1              Definition:  Loss of Privilege- An officer may lose his/her privilege to work the Street Heat details in Zone Six if there are documented violations of this CMM, any APD SOP, or Employee Work Rules.  The range could be from one 28-day pay period to a maximum of twelve 28-day pay periods.  This will be determined by the Zone Commander.

 

5.2              On-Duty Supervisor: An on duty Zone Six lieutenant or sergeant who at his/her discretion elects to supervise officers working a Street Heat shift, while supervising his normal shift.

 

5.3              Street Heat Coordinator: A designated supervisor assigned to each shift.  The coordinator maintains all documentation and reports including statistical information for the monthly report for their respective shift.

 

5.4              Street Heat Supervisor: An off duty sergeant who has signed up to supervise a Street Heat shift.
