Employee Punctuality

1.               PURPOSE

 

To establish guidelines of progressive discipline for monitoring employee punctuality.

 

2.               POLICY

 

An employee will be considered late if they arrive after roll call has started.  Employees who do not have a formal roll call will be late if they have not reported to a supervisor at / or before their scheduled starting time.

 

Employees, who call in prior to roll call, at the discretion of a supervisor and based upon unforeseen circumstances, may be allowed to take compensatory time and will not be considered late.

 

Employees who arrive late will begin working at the beginning of the next quarter hour after they report for duty.

 

3.               RESPONSIBILITIES

 

Employee is responsible for being punctual when reporting for duty or reporting or performing any official act.  Employee will notify their supervisor at least 30 minutes before their scheduled arrival time unless circumstances prevent it.

 

4.               ACTION

 

4.1              Supervisors will monitor all employees for punctuality problems and/or patterns of tardiness.  Supervisors will initiate corrective actions when warranted.

 

4.2              A supervisor will insure that the “Late to Work” form (Appendix A) is completed, which will be placed in the employee’s personnel file and will be utilized in instances where corrective action is necessary.

 

4.3              Employees reporting late (unexcused) will:

 

4.3.1           1st Violation – complete  “Late to Work” form and employee will be given written counseling (Atlanta Department of Police - Record of Counseling – Appendix B                                                                                   

 

4.3.2           2nd Violation – complete “Late to Work” form, given written counseling (Record of Counseling), sent home for the day and marked zero.  The supervisor will attach memorandum documenting the incident to file.  The memorandum will be copied to the Section Commander and the Department’s Personnel Section.                                              

 

4.3.3           3rd Violation – complete “Late to Work” form and sent home for the day and marked zero.  The supervisor will attach a memorandum documenting incident to file and initiate an OPS (Office of Professional Standard) package. The memorandum will be copied to the Section Commander and the Department’s Personnel Section.                           

 

4.4              The initiation of an OPS package will continue on any subsequent tardiness.

 

4.5              Staffing level may be considered before sending an employee home with a zero.  If staffing level does not permit sending an employee home, the supervisor will document incident by completing a “Late to Work” form, complete a written counseling and attach memorandum documenting incident to file for 2nd Violation.  These steps will be taken for the 3rd Violation and the initiation of an OPS package as well as a memorandum copied to the Section Commander.

 

4.6              Unexcused tardiness and unexcused absences will be used when determining off days and watch assignments.

 

4.7              If an employee is tardy free for a total of six months, any subsequent infractions will begin as a 1st violation procedure (4.3.1).

 

5.               DEFINITIONS

 

5.1              Excused late: a tardiness that has been approved by one of the employees immediate supervisors prior to roll call.

 

5.2              Unexcused late: a tardiness that is not given the approval of a supervisor and is subject to corrective actions.

 

5.3              Supervisor discretion to approve tardiness: decision of a supervisor to approve tardiness and to grant it based upon unforeseen circumstances.  Documentation may be required from the employee to determine approval.
