Airport Police Section Vehicle Video Camera Procedures

1.               PURPOSE

 

The purpose of this Section Command Memorandum is to establish procedures for the operation of the vehicular video cameras and the storage of the videocassettes as evidence.

 

2.               POLICY

 

It is the policy of the Atlanta Police Department Airport Section to record all vehicle stops and responses to emergency incidents with the use of the City issued video cameras, which are installed in the Airport Police Section Marked Vehicles. 

 

3.               RESPONSIBILITIES

 

3.1              It is the responsibility of the airport section commander to ensure that sufficient videotapes are available, expended tapes properly stored and video equipment is repaired when needed.

 

3.2              It is the responsibility of the watch commander to ensure that officers, assigned to vehicles equipped with the video cameras, are trained on use of the video cameras, inspect them daily and operate them in accordance with this directive.

 

3.3              It is the responsibility of the electronic tape storage officer to issue and maintain a log of videotapes issued to vehicles and ensures that the videotapes are serialized for storage.

 

3.4              It is the responsibility of officers assigned to vehicles equipped with a video recording system to turn the power on to the recording unit at the beginning of his/her shift and to turn the power off at the end of his/her shift.

 

3.5              It is the responsibility of officers assigned to vehicles equipped with a video recording system to record all stops and responses to emergency incidents utilizing both audio and video functions when operating vehicles that are equipped with a video camera.

 

3.6              It is the responsibility of officers assigned to vehicles equipped with a video recording system to ensure he/she receives the wireless transmitter from the previous watch.  Once the officer receives the wireless transmitter he/she will inspect it for damage and power it on to ensure the power light activates.

 

3.7              It is the responsibility of officers assigned to vehicles equipped with a video recording system to read and understand section VI of the Mobile Vision System 7 Operating Guide.  This section gives the operational characteristics of the Control Box, Monitor, Camera and Wireless Microphone. A copy will be issued to each officer who is trained in the use of the video recording system

 

4.               ACTION

 

4.1              Watch Supervisors will:

 

4.1.1           only assign officers who are trained on the operation of the vehicle video recording system to vehicles that are equipped with the video recording system.

 

4.1.2           ensure that each officer, assigned to a vehicle equipped with a video system, receives the wireless transmitter from the previous watch.

 

4.1.3           at the beginning of his/her watch ensure that each video system is inspected for damage and proper operational ability.  If damage is reported, the supervisor shall have a damage to city property report completed.  All inoperable equipment will be reported to the electronic tape storage officer for immediate repair.

 

4.1.4           at the end of the officer's tour of duty obtain the wireless transmitter from the off going officer and ensure it is passed on to the oncoming watch.

 

4.2              Officers assigned to a vehicle equipped with a video recording system will:

 

4.2.1           at the beginning of his/her tour of duty inspect the system for damage and ensure the system is programmed with the correct date and time.

 

4.2.2           record all stops and responses to emergency incidents utilizing the audio and visual functions.

 

4.2.3           at no time rewind, review or record over any portion of the current videotape.

 

4.2.4           immediately notify a supervisor when the tape is expended and the supervisor will notify the electronic storage officer.

 

4.2.4.1        The record light on the Control Box will flash to indicate the last 30 minutes of recording time.  It is the responsibility of the officer assigned to the vehicle to immediately notify his/her supervisor when this occurs.

 

4.2.4.2        The flashing of the Record, Play, FF & Rew Buttons indicate the end of the tape has been reached

 

4.3              The electronic tape storage officer will:

 

4.3.1           issue videotapes. Videotapes will be labeled and a sterilized control number will be assigned to each tape issued.  This control number will be assigned from the videotape control log.

 

4.3.2           properly label the tape with the correct date, time, and vehicle number, beginning date and will load and lock the tape into the VCR Vault of each vehicle.

 

4.3.3           develop storage space for expended tapes.  Expended tapes will be stored in a locked tape storage cabinet for a period of three years.  After three years the tapes will be removed from storage and reused.  Only the electronic tape storage officer and the assistant section commander will have keys to this cabinet.

 

4.3.4           maintain a log to indicate the number of blank tapes issued and the number of expended tapes received.

 

4.4              Only the electronic tape storage officer and the assistant section commander will have keys to each vehicle’s recorder and recorder mount.

 

5.               DEFINITIONS

 

5.1              EXPENDED VIDEO TAPE:  videotape that has been used for recording and has no available space left for recording.  Expended videotapes will be stored for a period of thirty-six months at which time they will be erased and returned to service, provided they are not in use as evidence.

 

5.2              ELECTRONIC TAPE STORAGE OFFICER: an officer assigned the duties of maintaining the videotape library, reporting inoperative equipment and changing the tape in each vehicle.  This individual will maintain a log to indicate the number of blank tapes issued and the number of expended tapes received.

 

5.3              CURRENT VIDEO TAPE:  a video tape which is in use and labeled with the airport serial number, vehicle's number, and date of use. Usually, this tape will remain in the vehicle’s recorder until it is expended.
