Security Breach Containment (Code Orange)

1.               PURPOSE

 

The purpose of this section command memorandum is to establish procedures that the Atlanta Police Airport Section will follow when a security breach occurs at the Domestic, T - Concourse or Mezzanine Checkpoints.

 

2.               POLICY

 

It is the policy of the Atlanta Police Airport Section to cooperate with all agencies for the safe and expeditious movement of the traveler and non-traveler, through the airport.

 

3.               RESPONSIBILITIES

 

3.1              It is the responsibility of all supervisors to insure the procedures established in this section command memorandum are followed. 

 

3.2              It is the responsibility of the L.E.O. assigned to the checkpoint to articulate his/her actions in activation or non-activation of the Code Orange Alarm.

 

4.               ACTION

 

4.1              Dispatcher Procedures (Airport PSAP) when a code Orange is received on the CAD.

 

4.1.1           Immediately dispatch a Signal 67 and have LEO assigned to the breach area give a lookout on the individual(s) who breached security.

 

4.1.2           Dispatch an officer to the precinct conference room to activate the CCTVware review station.  Should the dispatcher be unaware of a person trained on the CCTVware review station, the dispatcher will contact a police supervisor who will send an individual to review the video.

 

4.1.3           Obtain a lookout, as soon as possible, on the individual(s) who breached security and broadcast the description on the police and operations talk groups every five minutes. This lookout will be broadcast until the individual(s) are apprehended or until a police supervisor advises to cancel the broadcast. Inform AATC of this lookout.

 

4.1.4           Dispatch a law enforcement officer to the south end of the T-Concourse.  Monday through Friday from the hours of 8am until 6 pm this shall be a K-9 officer.  At all other times it will be an officer assigned to the terminal or on traffic detail. If none are available then the closest available officer shall be dispatched.

 

4.1.5           Dispatch a law enforcement officer to the north end of the T-Concourse. Monday through Friday from the hours of 8am until 6 pm this shall be a K-9 officer.  At all other times it will be an officer assigned to the terminal or on traffic detail. If none are available then the closest available officer shall be dispatched.

 

4.1.6           Dispatch a law enforcement officer to the checkpoint to replace the officer who is pursuing the individual(s) who breached security.

 

4.1.7           Dispatch an on duty police supervisor to the checkpoint area that activated the Code Orange.

 

4.1.8           Notify Airport Operations of the Code Orange.

 

4.1.9           Utilize the CCTV system to attempt to locate the individuals who breached security.

 

4.1.10         Complete the code orange checklist.

 

4.2              Checkpoint Law Enforcement Officer will:

 

4.2.1           Activate the code orange alarm when a security breach occurs and the LEO and security personnel lose visual contact with the individual who breached security.  Advise security the checkpoint is closed and pursue the individual(s) who breached security.

 

4.2.2           Place a lookout and direction of travel on the individual on the police talk group.

 

4.3              The Law Enforcement Officer responding to the North end of T-Concourse will conduct a systematic search of the concourse from the northern most end to the center point doors for the individual(s) who breached security.  During this search the officer will be on the lookout for suspicious bags or items and will insure that all areas are searched such as rooms, hallways, elevators, any area where the individual(s) could be concealed.

 

4.4              The Law Enforcement Officer responding to the South end of T-Concourse will conduct a systematic search of the concourse from the southern most end to the center point doors for the individual(s) who breached security.  During this search the officer will be on the lookout for suspicious bags or items and will insure that all areas are searched such as rooms, hallways, elevators, any area where the individual(s) could be concealed.

 

4.5              The police supervisor dispatched to respond to the code orange will immediately respond to the checkpoint that activated the code orange and will:

 

4.5.1           Ensure a lookout is placed on the individual(s) who breached security and the lookout is repeated.

 

4.5.2           Ensure that law enforcements officers are dispatched to the north and south ends of T-Concourse.

 

4.5.3           Ensure a through systematic search is conducted of the T-concourse and the AGT.

 

4.5.4           Notify the Watch Commander and keep him/her informed of activity.

 

4.5.5           Ensure that airport operations, airline representative and AATC is notified and kept informed of any updated activity.

 

4.6              The Watch Commander will immediately notify the Section Commander of the code orange and keep him informed of any updated activity.

 

4.7              In the event that the subject who breached security is not apprehended within fifteen (15) minutes, it will be the responsibility of the senior on scene police supervisor to meet with the airline representative, AATC and the Department of Aviation Official to conduct a threat assessment.

 

4.8              The officer or individual dispatched to the precinct conference room to activate           the CCTVware review station will pull up cameras and attempt to locate the individual(s) who breached security utilizing archived video.

 

4.9              The Code Orange may be canceled when:

 

4.9.1           The individual(s) who breached security is apprehended.  The police supervisor will notify all agencies of the apprehension and the alarm will be reset and reactivated. 

 

4.9.2           An exhaustive search is complete and there is a consensus of the airlines representative, DOA, AATC, TSA and police to cancel the code orange and reactivate the alarm.

 

5.               DEFINITIONS

 

5.1              AATC: Atlanta Airlines Terminal Corporation

 

5.2              CCTVware: software used to review the recorded video recorded by the airport CCTV system.

 

5.3              CODE ORANGE: the code given to identify a breach in security at the Domestic or T-Concourse Checkpoints.

 

5.4              CODE ORANGE ALARM SYSTEM: The alarm system implemented to prevent individuals who have compromised the integrity of the screening process   to proceed any further into the sterile area than the A-West Fire Doors and to assist the airport police section in locating and apprehending the individual(s).  This alarm system consists of an activation button or switch located at the Law Enforcement Officers workstation at the Domestic, T-Concourse and Mezzanine Checkpoints. When this button or switch is activated it causes an alarm to activate in the Airport PSAP and AATC Communications Center.  Simultaneously, the alarm    causes the doors at: T-Concourse south exit, T-Concourse North Center Point, T-Concourse South Center Point, A-West AGT Fire doors and the Mezzanine Level Baggage Station Door to close and lock.  Additionally, the trains in the AGT are immediately stopped and all elevators go to the boarding level and stop. Individuals may not proceed into the sterile area any further than the A-West AGT Fire Doors.  Therefore, the sterile integrity of A, B, C, D, and E concourses is maintained.

 

5.5              LEO: Law enforcement officer.

 

5.6              SECURITY BREACH AT THE DOMESTIC AND T-CHECKPOINTS:  when person or persons, without proper authorization, enter the sterile area of the airport without submitting to the screening process.  To qualify as a Code Orange       the LEO and security personnel must lose visual contact with the person(s) who breach security.   Examples: persons running through the Checkpoint to avoid screening, person or persons entering the sterile area of the airport with a weapon without proper credentials and authorization.

 

5.7              STERILE AREA: for the purpose of this section command memorandum the    sterile area is defined as that area beyond the checkpoint, screening area.  The       checkpoint, screening area, is not considered in the sterile area.
