Use of Airport Police Section Vehicles

1.                PURPOSE                 

                  The purpose of this section command memorandum is to establish procedures that all airport police section employees will comply with when utilizing city owned vehicles assigned to the Airport Police Section.  

2.                POLICY 

                  It is the policy of the Atlanta Police Department Airport Section that city owned vehicles will be utilized in accordance with all City of Atlanta Codes and Police Department Rules. 

3.                RESPONSIBILITIES 

3.1              It is the responsibility of each Watch Commander to ensure that all personnel within his/her command adhere to the procedures established in this Section Command Memorandum. 

3.2              It is the responsibility of each Officer authorized to drive a vehicle to have his/her Vehicle Sign Out Card when reporting for duty. 

4.                ACTION 

4.1              Vehicle Keys 

4.1.1           Keys to vehicles assigned to the Airport Section will not be duplicated.  Only the original Key will be used when driving a vehicle assigned to the Airport Section. Airport section personnel may not have personal copies of keys to city vehicles. 

4.1.2           The original key ring will contain the vehicle key, gas key and vehicle I.D. Tag. 

4.1.3                      Keys to all vehicles assigned to the Airport Section will remain in the Master Vehicle Key Box located in the patrol equipment room. Keys may be removed only when a laminated vehicle sign out card is put in its place in the Master Vehicle Key Box. 

4.1.4                      A supervisor will only issue supervisor vehicle and unmarked vehicle keys. 

4.1.5                      Daily each watch will complete a vehicle assignment sheet indicating who was assigned each set of vehicle keys during the watch.

4.2              Laminated Vehicle Sign Out Cards 

4.2.1                      Laminated vehicle sign out cards will be used to quickly identify the location of all vehicles assigned to the Airport Section.  These cards will be placed on the vehicle identification hook in the Master Vehicle Key Box in place of the vehicle keys. 

4.2.2                      Each Officer authorized to drive a vehicle will be issued a laminated vehicle sign out card. 

4.2.3                      The vehicle sign out card will contain the officer’s name and home or cell telephone number. 

4.2.4                      Additional laminated cards will be available in the Master Vehicle Key Box for vehicle keys signed out to other locations.  Other locations may include the City Shop, Body Shop, and loaned to officers or assignments not assigned to the Airport Section.  A grease pencil will be used on these cards to indicate status of the vehicle keys, date loaned and date to be returned. 

4.2.5                      The sign out card will be required as standard issued equipment to sign out a vehicle.  Officers reporting to work without this equipment will be utilized in a non-driving capacity at the Watch Commanders discretion and counseled or disciplined as appropriate. 

4.2.6                      Master Vehicle Key Box 

4.2.7                      The Master Vehicle Key Box is located in the patrol equipment room and contains hooks that will be identified by a vehicle number and will house the keys assigned to the vehicle.  

4.2.8                      Access to the Master Vehicle Key Box will be restricted to supervisors. 

4.2.9                      Each supervisor assigned to the Airport Section will be issued a key to the Master Vehicle Key Box.  Keys to the Master Vehicle Key Box will not be duplicated. The Master Vehicle Key Box will be locked and unlocked by supervisors only. 

4.2.10                   The Master Vehicle Key Box will be unlocked by a supervisor on each watch and inventoried ˝ hour before early roll call.  The box will be inventoried and locked by a supervisor ˝ hour after late roll call 

4.2.11                   The laminated sign out card will be exchanged for a set of keys when utilizing any vehicle assigned to the Airport Section. 

4.2.12                   The laminated sign out card will be placed on the hook in the Master Vehicle Key Box of the vehicle being signed out. 

5.                DEFINITIONS 

                  City Vehicle- any motorized and Segway Transporter owned by the City of Atlanta.
