The intent of this directive is to establish a guideline for field officers to follow when listing illegal drugs and paraphernalia on offense reports.
It is the policy of the Field Operations Division (FOD) to ensure that all drugs and paraphernalia coming into the possession of an employee is properly weighed and reported.
3.1 Arresting officers will weigh all confiscated illegal narcotics and record the weight in the offense report.
3.2 Supervisors will carefully check narcotics reports to ensure completeness and accuracy in the recording of weight, size of containers, type of paraphernalia, etc.
3.3 Officers will clearly define, as close as possible, the size of the envelopes or container and always state “more or less than an ounce”. Example: It is impossible for the solicitor’s office to know the amount of drugs seized when the officer merely state, one (1) manila envelope.
4.1 The correct weight of all narcotics seized by sworn personnel will be included in the narrative section of the offense report.
4.2 Sworn personnel may use the scales that are available at the property control unit.
