Radio/Equipment Room

1.               PURPOSE

 

To establish a procedure for managing fleet, the issuance of shotguns, radio batteries    and other equipment assigned to Zone One and maintained in the radio room.

 

2.               POLICY

 

It is the policy of Zone One to maintain accountability of all equipment issued to it’s    personnel.

 

3.               RESPONSIBILITIES

 

3.1              Watch Commanders will monitor the issuance of all equipment maintained in the        radio/equipment room. 

 

3.2              Sergeants  or a designee will issue equipment to officers daily and lock the radio/equipment room after the watch is equipped. 

 

3.3              Each officer will maintain the laminated vehicle card while assigned to Zone One and     submit it in exchange for a city vehicle key.   

4.               ACTION 

4.1              Radio/Equipment Room 

4.2              The Watch Commander will ensure that a sergeant  or a designee is assigned to work the radio/equipment room daily.  A supervisor may designate an officer to work the radio/equipment room.  The officer will close the entrance door and provide assistance from the window area.  No other unauthorized officer should enter the radio/equipment room. 

                 

4.3              The radio room will be staffed thirty-mintues prior and thirty-minuets after the watch begins.  Thereafter, only a supervisor is allowed to enter and to issue equipment.  Each supervisor assigned to the Zone will have a key to the radio/equipment room and it shall not be duplicated.

 

4.4              The vehicle assignment sheet  will be completed daily by a supervisor or a designee.  The sheet will be maintained at the Zone for at least one year.  The employee assigned to work the radio/equipment room must file the original Zone One Inventory Log in the file cabinet located in the radio room.                                    

 

4.2              Vehicle Keys

 

4.2.1           Officers will not duplicate keys to vehicles assigned to Zone One, unless approved by the Zone Commander or a designee.  The officer will use the key issued to him/her by a supervisor or a designee, when driving vehicles assigned to the Zone. The key ring will contain the vehicle gas key and the vehicle identification number for the department.

 

4.2.3           Watch Commanders must maintain a record that shows the vehicle assignment of each officer.  The watch record must be consistent with the Zone One Inventory Log located in the radio/equipment room.   

 

4.2.4           At the end of each officer’s tour of duty, they must turn their city vehicle key over to the supervisor or a designee assigned to work the radio room.  Officers assigned to the oncoming watch must receive their city vehicle key from the supervisor or designee assigned to work the radio/equipment room.

 

4.2.5           In situations where it is necessary for an officer to take immediate control of a patrol vehicle, the oncoming officer may pass his/her key to the off-going officer.  The supervisor or designee working the radio room will remove the off-duty officer’s vehicle card from the keyboard and return it to him/her, and replace it with the officer’s vehicle card who is currently on duty.    

4.3              Laminated Vehicle Cards 

4.3.1           A supervisor will assign each new officer a laminated vehicle card within 5-days of being assigned to the watch.

 

4.3.2           Each officer will maintain the vehicle card while they are assigned to Zone One.  An officer cannot be issued a vehicle without the vehicle card.  When a vehicle is issued to the officer, the card will be hanged on the hook below the vehicle number.  The card will contain the officer’s name, position number and telephone number.

 

4.3.3           Additional laminated vehicle cards will be maintained in the radio room.  The cards will read as follows: city shop; body shop, and loaner. Moreover, some cards are blank to facilitate administrative record keeping. These cards will be hanged as necessary to reflect a vehicle’s when there is no pre formatted card to address a particular condition.  

4.4              Daily Vehicle Inspections 

4.4.1           Watch supervisors will visually inspect each vehicle either driven on the previous watch, or parked and not assigned by the previous watch, for damage before accepting the vehicle from the previous watch.   Supervisors will make sure that officers assigned to his/her watch visually inspects the City vehicle for: 

1.    body damage;

 

2.    mechanical defects;

 

3.    flat tires;

 

4.    acceptable fluid levels;

 

5.    contraband;

 

6.    the 5-gallon water canister, and for

 

7.    overall cleanliness.

      

4.4.2           Supervisors will ensure that all Zone One vehicles are accounted for at all times.  If assigned to an officer, the name of the officer must be listed on the vehicle assignment sheet that is completed daily.

 

4.4.3           When a vehicle  is damaged, a report must be completed and forwarded through the chain of command.

 

4.4.4           Day Watch Supervisors will ensure that the vehicles are washed and cleaned at least once weekly. Vehicles may be washed and cleaned more frequently, if they become trashed or dirty.  All watch supervisors are responsible for general cleanliness.  

4.5              Shotguns 

4.5.1           Supervisors will ensure that officers who want to carry shotguns sign them out at the start of the watch and sign it in at the end of the watch .  The officer to whom the shotgun is assigned will be noted on the Zone One Inventory Log.

 

4.5.2           Damaged or missing shotguns will be reported immediately.  An incident report must be written and a copy forwarded through the chain of command.  A copy of the incident report must be forwarded to the Communications Section for broadcast.  The report must include a description of the property, make, model, and serial number, etc. 

4.6.             Radio Batteries 

4.6.1           Radio batteries will be issued to officers at the beginning of each watch or as needed during the watch by a supervisor or a designee.

 

4.6.2           A incident report describing the circumstances will be written whenever a radio battery is missing or lost.   The incident report must be forwarded through the chain of command.

 

4.6.3           An officer shall not be issued a charged battery unless he or she provides a proper replacement.  However, the officer may be issued a replacement battery upon supervisory approval and by submitting a copy of the incident report.  The report will remain on file in the radio room.  

4.7              Mobile Data Terminal (MDT) 

4.7.1           Follow the procedure outlined in the Command Memorandum entitled Mobile Data Terminal Generated Reports--Zone 1.CM.02.01

 

4.8.             Radar and Laser

                 

4.8.1           Radar and laser units will be issued to certified officers assigned to traffic enforcement in Zone One, at the beginning of each watch, by a supervisor or a designee. The radar or laser unit must be signed in at the end of the officer’s tour of duty.

 

4.8.2           If a radar of laser is damaged or stolen, the officer will complete an incident report describing the circumstances.  The incident report must be forwarded through the chain of command.  A copy of the incident report must be forwarded to the Communications Section for broadcast.  The report must include a description of the property, make, model, and  serial number, etc.

 

4.8.3           When a radar or laser unit is sent for repair, a supervisor or a designee will note the status of the device on the Zone One Vehicle Inventory Log.

 

5.               Definitions

 

5.1              City Shop: This card indicates that a vehicle assigned to Zone One is shopped for maintenance.           

 

5.2              Blank: This card is used to note a vehicle’s status when there is no preprinted card does not exist.

 

5.3              Loaner: This card is used to indicate that a substitute vehicle is being operated on an assigned beat instead of the primary vehicle.  It may also indicate that the vehicle is on loan to Zone or Specialized Unit.
