1.               PURPOSE

 

This Command Memorandum establishes the procedure to be used in Zone 2 during Roll Call in addition to those requirements detailed in APD.SOP.3070

 

2.               POLICY [ Return to Top ]

 

It is the policy in Zone 2 to use roll call to brief officers on crime, crime trends and directed patrol requests in Zone 2.  It is imperative that supervisors ensure roll call is conducted properly and information is disseminated promptly to officers working in Zone 2.

 

3.               RESPONSIBILITIES [ Return to Top ]

 

3.1              Watch Commanders will ensure compliance with this directive.

 

3.2              Supervisors on each watch will ensure this directive is adhered to and all action items in this directive are followed during each watch.

 

4.               ACTION

 

4.1              Beat Books [ Return to Top ]

 

4.1.1           Beat Books will be maintained in the roll call room for each beat in Zone 2 and will remain on the briefing table at the location designated for each beat.  

 

4.1.2           Reports placed in the beat books will be placed in date order with the newest reports being placed in front of the older reports.

 

4.1.3           Supervisors will ensure that all part one crime reports generated and approved during their watch are printed or copied, three hole punched, and placed in the appropriate beat in-box at the briefing table.

 

4.1.4           During roll call, supervisors will ensure that officers assigned to each beat review the in-box for their assigned beat, review the beat book for crime trends, read the reports from the previous watch and place all reports in the beat book after reading them.

 

4.1.5           The day-watch administrative staff will maintain and purge the beat books weekly and remove all reports over sixty days old.

 

4.1.6           All reports in the beat book will be placed in the three ring binder. No loose reports will be placed in the beat book.

 

4.2              Beat In-Box [ Return to Top ]

 

4.2.1           Each beat and sector will have a properly labeled in-box on the briefing table at the location designated for each beat and sector.

 

4.2.2           Supervisors will place all directed patrol requests in the appropriate beat and sector in-boxes and ensure they are reviewed by each officer at roll call.   

 

4.2.3           Officers assigned to each beat and sector having responsibility for an active directed patrol request will note the request(s) on the top lines of the daily activity report (Form APD 607).

 

4.2.4           Officers will ensure the in-box is purged each roll call of any outdated directed patrol request(s).

 

4.3              Dissemination of Information [ Return to Top ]

 

4.3.1           During roll call, officers will take note of any information disseminated on either the Daily Activity Report or their personal note pad.  This would include lookouts, crime trends and any other information relevant for their assigned duties for that shift.

 

4.3.2           Supervisors conducting roll call will ensure officers are taking appropriate notes during roll call of all relevant information.

 

4.4              COBRA Summary Book [ Return to Top ]

 

4.4.1           The current week’s COBRA Summary Book will be available for review at roll call.

 

4.4.2           Supervisors will review the current week’s COBRA Summary Book prior to roll call to detect crime patterns and trends.

 

4.4.3           Supervisors will disseminate information gleaned from the current weeks COBRA Summary Book during roll call and ensure beat and sector officers are aware of recent crime trends in their respective areas of responsibility.

 

4.5              Pass On Log/BOLO Log (Be on the lookout) [ Return to Top ]

 

4.5.1                      A Pass On Log will be maintained on the roll call podium for reference by supervisors during roll call.

 

4.5.2                      Significant Incidents Reports occurring during the watch will be placed in the Pass On Log by the supervisor responsible for completing the Significant Incident Report.  

 

4.5.3                      A separate BOLO Log will be maintained on the roll call podium for reference by supervisors during roll call.

 

4.5.4           Lookouts obtained by supervisors when reviewing reports will be placed in the BOLO Log for review and dissemination to the next watch. 

 

4.5.5           Lookouts received by other Zone 2 personnel will also be included in the BOLO Log when appropriate.

 

4.5.6           Supervisors will discuss the information in the Pass on Log and BOLO Log during roll call and ensure personnel take notes of pertinent information as directed in section 4.3.2.

 

4.5.7                      The Pass On Log and BOLO Log will be reviewed and purged of outdated or irrelevant information weekly by the Zone 2 Administrative Staff as directed by the Assistant Zone Commander.

 

4.6                           Issuing Subpoenas [ Return to Top ]

 

4.6.1                      The Watch Commander or his/her designee will check the subpoena log book prior to each roll call and ensure subpoenas are issued to any employee reporting for Roll Call that day.

 

4.6.2           The Watch Commander or his/her designee will ensure the appropriate court is notified if a subpoena cannot be issued in time for court or if a subpoena is received late.  A memorandum should be attached to the subpoena and forwarded to the Assistant Zone Commander to include the name of the court official(s) notified.
