Fingerprinting an Unidentified Deceased Person

1.               PURPOSE

 

Establish procedures for identifying deceased persons who have not otherwise been identified.

 

2.               POLICY

 

Establish procedure for identifying deceased persons who have not otherwise been identified

 

3.               RESPONSIBILITIES

 

The Identification Unit will make every effort to assist the investigative units in identifying unidentified deceased persons.

 

4.               ACTION

 

4.1              The assigned Crime Scene Technician or Identification Technician will:                          

                 

1.    Roll two (2) full sets of fingerprints when possible.  Make a special effort to obtain

       plain impressions of both hands.

 

2.    Immediate upon return to the office, manually classify and search the fingerprints.

 

3.    Notify the medical examiner investigator and homicide investigator of the findings.  If

       no record is found through a manual search, also notify them that the fingerprints

       will be forwarded to AFIS.

 

4.    Complete an AFIS request from and forward it along with the fingerprints directly to

       an AFIS technician.

 

4.2              AFIS Technician                                        

 

4.2.1           Notify the medical examiner’s office and the homicide investigator of the findings.  If no record is found through AFIS, immediately forward one set of the fingerprints to the GBI Crime Lab

                 

4.2.2           Fingerprints) and mail the other set to the FBI with a request to search an UID and notify the investigators accordingly.
