1.      PURPOSE

 

This directive establishes policy and procedures regarding the administration and operation of the Atlanta Police Academy.

 

                  MISSION STATEMENT

 

The Atlanta Police Academy endeavors to provide the highest quality training to Atlanta Police Department personnel by empowering all members of the Atlanta Police Department to better protect and serve the citizens of Atlanta.

 

2.      POLICY

(CALEA 33.2.1)

 

The Atlanta Police Academy will provide or make available to employees training which is required by Georgia POST, the City of Atlanta, and the Department, as well as any other training necessary, to ensure the effective and efficient operation of the Department.  The Academy will seek to provide training to allow employees to obtain the knowledge, skills, and abilities to provide a safe and secure environment for the City of Atlanta.

 


 

3.      RESPONSIBILITIES

(CALEA 33.2.1)

 

3.1              The Academy Director is responsible for all training conducted within the Department or on behalf of the Department, for the effective delivery of training, and for the operation, organization, and staffing of the Academy training facility.  The Academy Director will designate a subordinate as the Field Training Coordinator.

 

3.2      Academy supervisors will implement the directives of the Academy Director and assist by providing their personnel with training opportunities that will not only enhance their job performance, but also develop leadership skills needed to advance the Atlanta Police Department into the future.

 

3.3      Employees are responsible for complying with this directive and are encouraged to provide feedback to the Academy Director through their respective chain of command.

 

4.      ACTION

 

The Herbert T. Jenkins, Atlanta Police Academy is a State of Georgia certified police academy, and is governed by the provisions of the Georgia Peace Officers Standards and Training Council – Uniform Academy Regulations, dated July 1, 2004. 

 

The Georgia Peace Officers Standards and Training Council (POST) licenses the Academy and certifies its training.  Also, Academy training is licensed by the International Association of Continuing Education and Testing.

 

 4.1      Academy Organization and Staffing

In accordance with the Atlanta Police Department Policy Manual, APD.SOP. 2080, the Academy Director will develop written documents outlining operational and administrative requirements of the training facilities.

4.1.2           The Atlanta Police Academy is organized in the following functional areas: (CALEA 33.2.1)

4.2              The following chapters list the operational procedures of the Academy and will be adhered to at all times unless a specific deviation is authorized by the Academy Director or his/her designated representative.  When confronted with a situation that is not covered by these procedures, coordination with an immediate supervisor is required in order that standardized procedures can be implemented.

 

4.2.1      Conduct of Classroom Instructor

 

1.    Atlanta Police Academy supervisors are responsible for ensuring that instructors adhere to all written directives during the conduct of academy business.

 

2.    Instructors in the classroom, gym, range, or field will conduct themselves in a professional manner at all time.  The following conduct will not be tolerated while on the Academy grounds:

 

a.    Use of profane or abusive language

 

b.    Jokes that are offensive because of race, sex, ethnic origin, religion or sexual orientation.

 

3.    When practicable, instructors will begin class at the scheduled time and give students a ten minute break after each fifty minutes of instruction. 

 

4.    Instructors will maintain control of class and report any student misconduct to the appropriate supervisor.  Continued disruption of class by a student will result in his/her removal form class and appropriate chain of command notification.  Any student that is removed from training will not be given POST credit for those hours attended.

 

5.    No food of any kind will be carried into or consumed inside a classroom.  Beverages may be consumed inside a classroom only when inside a spill-proof container.

 

6.    Staff instructors will only conduct classroom activities while wearing the approved academy uniform.  An exception to this requirement is allowed when conducting physical fitness, defensive tactics, or health and wellness related instruction; or when the academy director approves other civilian attire during role-play scenarios.

 

7.    All staff instructors will be familiar with the operation of all audiovisual media.  Only staff instructors will operate A/V equipment.  At no time will students be permitted to operate A/V equipment.

 

8.    Staff members should remain in the classroom during the showing of video presentations.

 

 4.2.2      Physical Fitness Training (PT)

 

1.                   The Atlanta Police Academy places the highest priority on graduating police officers with the level of physical fitness required of a police officer.  All sworn staff members may be required to assist in conducting physical fitness training as needed, and should participate in at least one training exercise per month.   In order to maintain a level of fitness required in mandatory recruit fitness training, sworn staff members are authorized a total of three (3) hours of on-duty conditioning each week.  This training should be focused primarily on running and resistance training.

 

2.                   Unless medically restricted, all sworn staff members are required to participate in physical conditioning programs.

 

3.                   Supervisors will monitor physical fitness training to ensure this training does not conflict with any primary duties.

 

4.                   Staff members who participate in physical training with recruits must comply with the Academy uniform requirements.

 

4.2.3      Use/Possession of Intoxicants on Academy Grounds

 

1.    In accordance with APD.SOP. 2010, Section 4.2.14, intoxicants, stimulants, or depressants will not be consumed or possessed on the grounds of the Academy or in City equipment assigned to the Academy. 

 

2.    No individual under the influence or in possession of the same will be allowed to come or remain on the Academy grounds.

 

Note:  Nothing in this policy is intended to prohibit the lawful possession of and use of prescription medications.

 


 

4.2.4      Timekeeping Procedures

 

Unit supervisors will monitor the working hours of their employees to ensure compliance with this procedure, and written directives.

 

1.    All Academy staff members will utilize the academy’s sign in/out sheet to document all hours worked.

 

2.    Staff personnel will sign in on the approved worksheet upon entering the academy at the beginning of the workday.  Staff personnel will sign out on the approved worksheet at the end of the workday.  Under no circumstances will any staff member deviate from the above procedures without the permission of his/her immediate supervisor.  If the immediate supervisor is absent, the supervisor on duty will be notified of any deviation.

 

 3.   The accrual of compensatory time will be governed by the Department’s written directive system.  A supervisor must approve all compensatory time prior to being entered on the master time sheet. 

 

4.    When approved outside training has been granted, staff members will be given eight (8) hours daily for training purposes unless circumstances dictate otherwise.  When work hours vary from this standard, staff members must coordinate with their respective supervisor upon their return to work.

 

5.    Federal regulations govern the use of lunch periods in conjunction with other official duties when considering the eight- (8) hour workday.  Staff members are reminded that time away from the Academy for a lunch break is not provided during the normal workday.  Staff members may take a reasonable amount of time to obtain food and return to the Academy.  Any personal time taken for lunch must be accounted for as compensatory time, or made up at the end of the day duty day. 

 

6.    Academy staff must notify their respective supervisor prior to leaving the Academy as to the destination, nature of the absence, and expected return time.  Sworn employees will have a Department issued radio in their possession, and will monitor the radio unless the situation dictates otherwise.  When no radio is available, employees will contact their immediate supervisor and provide a contact phone number.

 

7.    If absent from the Academy for other than duty related business, personnel must sign out on the daily time sheet as personal time.  If the immediate supervisor is not available, the duty supervisor must be notified.

 

4.2.5      Daily Mail Run

 

The following procedures will be used when making the daily mail run(s).

 

1.    A staff member or recruit will make the daily mail run(s).  All correspondence will be taken from the Academy and delivered to the City Hall East mailroom.

 

2.    The morning mail run will be completed by 1100 hours.  If required, the afternoon mail run will be completed by 1500 hours.

 

3.    All correspondence requiring a signature receipt must be hand delivered to the indicated person, or a representative of that person, and signed for on the appropriate form.

 

4.    The Academy’s mailbox will be checked and all incoming mail returned to the Academy or to the Firing Range. 

 

5.    During the mail run, supplies needed for the Academy will be picked up and returned to the Academy or Firing Range as required.

 

6.    The mail run will normally be made by a recruit assigned to the Academy while on light duty.  During those periods when a recruit is not available, the mail run schedule will be adhered to and will be divided between the In-Service Unit, Recruit Unit, and Specialized/Administrative Units.

 

7.    In the event no police officer or recruit is working and/or available, a police supervisor will be assigned the above listed responsibilities.

 

4.2.6      Police Academy Closure During Legal Holidays

 

1.    It is the policy of the Atlanta Police Academy to close on all legal holidays observed by the City of Atlanta and the Atlanta Police Department unless otherwise approved by the Academy Director.

 

2.    It is the responsibility of the recruit class coordinator, and the in-service unit coordinator, and the specialized unit coordinator to insure that no classes are scheduled on legal holidays unless authorized by the Academy Director.

 

3.    The following is a list of legal holidays observed by the City of Atlanta:

4.2.7      Opening and Securing Academy Building

 

It is the responsibility of the sworn officer on duty at 0700 and 1700 hours to assure the following items are accomplished:

 

1.    The alarm system will be deactivated by the first staff member reporting for duty at 0700 hours.

 

2.    The staff member on duty at 0700 hours will unlock all rooms and buildings needed during the duty day.

 

3.    The range master or his designee will unlock the range facility at 0730 hours and secure the facilities at 1700 hours.

 

4.    The staff member on duty at 1700 hours is responsible for securing all offices and locking all exit doors.  Additionally, a staff member will ensure that all electronic equipment is turned off prior to leaving the Academy.

 

5.    The last staff member to leave the Academy shall ensure that all Academy vehicles are secure in the Special Operations Section parking lot.

 

6.    The Academy alarm system will be activated when the last staff member leaves the building.

 

4.2.8      Classroom Preparation

 

1.    All standard classroom equipment will consist of the following:  LCD projector, movie/projection screen, VCR / DVD player, television, flip chart(s), marker pens, chalk, and any additional equipment deemed necessary.

 

2.    The class coordinator will ensure that all materials (roll call sheets, notebooks, handouts, markers and presentation equipment), and multimedia A/V equipment are configured in the applicable classroom by close of business on the day prior to the training session.

 

3.    Materials to be provided by outside instructors and agencies will be placed in the classroom at their discretion.

 

4.    Audio-Visual equipment that is to be utilized will be examined to assure proper working order prior to the start of the class.

 

5.    The respective unit supervisors are responsible for assuring these instructions are followed.

 

4.2.9         Inventory Deletion and Addition of Non-Disposable Materials or Equipment to the Police Academy

 

1.    All non-disposable materials or equipment will be assigned a department inventory number upon delivery to the Academy.

 

2.    A memorandum listing all non-disposable equipment and/or materials will be forwarded to the officer in charge of the Property Control Unit requesting that said items be added to the inventory list.  The memorandum shall contain the following information:

 

a.    Type (s) of material or equipment

 

b.    The physical description

 

c.    Color

 

d.    Serial number

 

3.    A copy of this memorandum will be placed on file in the inventory folder and maintained at the Academy.

 

4.    Equipment or materials that are defective or damaged beyond repair will be turned in to Property Management.  A memorandum will be written to the Property Management Section commander advising that such material or equipment is defective and is being turned in as such.  The listed defective equipment / materials will be removed from the Academy’s master inventory list.

 

4.2.10      Previewing Training Media/Equipment

                 

The following procedure will be followed in receiving, reviewing and returning training media/equipment:

 

 1.   All training media or equipment desired for purchase consideration will be ordered and preview by the appropriate Academy staff member.  Recommendations to preview video media can be made by Academy staff or other members of the Department as necessary.

 

2.    Prior to authorizing shipment from a vendor, the requesting staff member will confirm the procedures for return of said items, if not purchased, following the preview.  Every attempt will be made to have the vendor provide a return shipment authorization, or a  demonstration preview that does not require return.

 

3.    After receiving training media / equipment for purchase consideration, the return by date will be noted by the reviewing staff member for purchase or return purposes.  Under no circumstances will the return by date be exceeded.

      

4.    All items will be returned by the listed date or submitted for purchase on the approved procurement form(s).

      

5.    The Academy’s video library inventory will be updated to reflect the new materials.

 

4.2.11      Recruit Graduation Ceremonies

                       

1.    All Staff instructors will be required to attend each recruit graduation unless excused by the Academy Director in advance.

 

2.    All Staff members will wear the approved class A uniform when attending graduation.  The Academy Director must approve any exception (such as a business attire in lieu of uniform).

 

3.    The reporting time will be no later than 15 minutes prior to the beginning of graduation ceremonies.

 

4.    The recruit unit supervisor and class coordinator(s) will ensure that each graduating officer is present a minimum of one hour prior to the beginning of graduation ceremonies.  The class coordinator will inspect and rehearse the program with the graduating recruit class.

 

5.    Following the formal graduation ceremonies, all Staff members will remain for class photographs prior to being dismissed by the Academy Director.

 

4.2.12      Recruit Unit Administration

                 

1.    The Atlanta Police Academy conducts POST certified basic mandate training based on the provisions the Georgia Peace Officers Standards and Training Council’s Uniform Academy Regulations dated 2004.

 

2.    The current basic training course consists of 18.6 weeks of classroom instruction totaling 745 hours of classroom instruction, 404 hours of which is State mandate training. 

 

3.    Lateral Police Officer training will be a function of the Recruit Unit.  The Lateral Officer training curriculum will be based on the Georgia basic mandate with those additional City of Atlanta specific areas deemed necessary by the Academy Director.

 

4.    The Basic Law Enforcement Training Manual lists the guidelines by which the recruit training program is managed.  It is important to remember that the Director or designee may change the provisions listed in this manual as deemed necessary without prior notice.

 

5.    Class coordinators will be assigned on a rotational basis.  A primary class coordinator and a secondary coordinator will manage the daily activities and training schedule for their respective classes.

4.2.13         In-Service Unit Administration

                 

The In-Service Training Unit Supervisor is charged with the responsibility of developing, organizing, and implementation of the annual refresher training as required by the Georgia Peace Officers Standards and Training Council rules.

 

1.    The annual In-Service curriculum for sworn personnel will consist of sixteen (16) hours of academic classroom instruction over a two-day period.

      

2.    The In-Service Unit Supervisor will designate a unit staff member to conduct a departmental survey to determine training needs for the upcoming In-Service year.  A minimum of 10% of the personnel within the department will be surveyed to include supervisory and non-supervisory personnel.

 

3.    Additional areas of input for training needs should include the recommendations of the training committee, COBRA interest areas, legal mandates, and command staff inputs.

 

4.    Civilian In-Service will follow the same guidelines as that of sworn officers.  Civilian personnel will be required to complete sixteen-16 hours of annual training.  The civilian In-Service coordinator will determine the content of annual training based on the criteria listed above, and be responsible for overall completion.

 

5.    The following specific procedures will apply to the administration of the In-Service schedule:

 

a.    A designated member of the In-Service Unit will construct the roll call training test utilizing the previous roll call training issues.  The individual constructing the test and the unit supervisor will be the only personnel with access to the test prior to the first scheduled In-Service class.

 

b.    The Pre/Post exam will be constructed from the lesson plans provided by each designated course instructor.  The same restrictions on test access will apply.

 

c.    Both tests will consist of twenty-five (25) questions valued at four (4) points each.

 

d.    When more than fifty percent (50%) of a class miss the same question, credit will be given for that question.

 

e.    The daily roll call will commence promptly at 0800 hours.  The designated staff member will call the roll and ascertain those students present by placing a check mark in the appropriate box.  An (X) will be placed in the appropriate block if the student is not present in the classroom.

 

f.    At the end of roll call, the instructor will ask if there is anyone present whose name was not called.  If students are present, but not scheduled, the student’s name will be entered at the bottom of the roll call sheet.

 

g.    The instructor will annotate the roll call sheet if a student states he/she is present in place of another scheduled student.  Coordination is required when students exchange dates.

 

h.    The instructor will call the name of those students that did not answer on the first roll call.  At this point the class instruction has begun and no students will be allowed to enter the room thereafter.

 

i.    Any student arriving after the roll has been completed will be referred to the supervisor on duty and advised to contact their supervisor concerning their duty status for the day.  At no point will a student be sent home.  The student’s supervisor will instruct as the duty status for that day.

 

j.    If a student is late for roll call on the first day of classroom, he/she must be rescheduled for the entire academic portion.

 

k.    If a student is late for roll call on the second day of classroom, he/she will only need to be rescheduled for the second day of training.

 

l.    POST requires that officers complete a minimum of ninety (90%) of the training curriculum.  If a student misses more than 1.5 hours in the two-day curriculum, he/she must be rescheduled for the entire In-Service.

 

m.    If a student fails the post test with a score below 72, he/she must be rescheduled for the entire two-day academic portion.

      

n.    An In-Service staff member will be present and in uniform at all times when class is in session. 

 

o.    Two In-Service staff members will be scheduled for duty during morning roll call when In-Service is in session.

 

p.    One In-Service staff member will be present until 1700 hours daily unless excused by the unit supervisor.

 

6.    The following procedures will apply to the administration of the re-hire process: Rehire officers are defined as those individuals that have completed the Atlanta Police Academy’s basic mandate program, were sworn in as Atlanta Police Officers, and later resigned from the Department.  Rehired officers will be under the direct supervision of the In-Service Unit supervisor. Each In-Service Unit staff member will coordinate rehire training on a rotation basis as directed by the unit supervisor. The following procedures will be adhered to unless the In-Service Unit supervisor approves a deviation:

 

a.    A training folder will be constructed for each rehire upon assignment on day one of training.  Each training folder will be contain a training summary sheet, (used to document all training given by date and type), copies of all memo’s for equipment, test results summary, and copies of retest information.

 

b.    The rehire will be given a brief study period to review information that has changed since leaving the Department based on recommendations of the coordinator.

 

c.    The rehire will then be scheduled to take the Comprehensive Police Officer Reinstatement Examination (CPORE).  At no time will the contents or subject areas be discussed with the rehire prior to the examination.  This exam will be scheduled within 14 workdays following the start of training.

 

d.    The CPORE will consist of standardized questions covering all 47 major subject areas contained in the Georgia Peace Officers Reference Text.  Additional questions may be taker from Atlanta specific areas such as City Ordinances.

 

e.    Following the completion of the CPORE, the coordinator will score each subject area and record the results as a pass/fail based on the number of questions in each section.  This information will be given directly to the unit supervisor and will not be discussed with the rehire or any other staff member prior to review by the supervisor.

 

f.    The In-Service supervisor will review the test and make recommendations to the Academy Director as to the training required to address substandard performance.

 

g.    As directed by the unit supervisor, subject areas may be retrained directly by a designated instructor, or the rehire may be required to attend a formal class based on the recruit training schedule.

 

h.    Following the designated instruction, the coordinator will retest the rehire in that specific area only.  This procedure will be repeated until all designated substandard areas are retrained.

 

i.    Upon completion of the recommended retraining, the coordinator will complete the rehire training folder, and submit the completed folder to the unit supervisor for review.  The unit supervisor will then forward the completed folder to the Academy Director for final review/approval for formal oath of office.

 

j.    Following the administration of the oath of office, the officer will immediately be assigned to the Field Operations Division.  Coordination with the Field Operations Division Administrative Officer will be completed a minimum of one week prior to training completion.

              

k.    The completed training folder will be filed in the appropriate re-hire section of the training record office.

 

 

4.2.14      Firing Range Administration

 

The annual firearm qualification will consist of an eight-hour training course whereby officers fire the prescribed course of fire for three relays.  Second weapon qualification will follow the primary weapon qualification as necessary.

 

1.    The Firing Range supervisor is responsible for planning, implementing, and conducting all firearm training on the firearm courses approved by the Academy Director, as well as the “modified” Georgia Double Action Course. 

 

2.    Additionally, the Firing Range supervisor is responsible for inspecting personally owned weapons, which sworn employees seek to carry under the authority of the Department.

 

3.    As workload dictates, all sworn Academy staff members are subject to duty as range safety officers. 

 

4.    All sworn Academy staff members will fire the approved firearm course once each month to maintain a level of proficiency required as a range safety officer.  If workload dictates, the Academy Director may waive the monthly requirement on an individual basis.

 

4.2.15      Specialized Unit Administration

                 

Specialized training is designed to develop and/or enhance the skills, knowledge, and abilities (SKA’s) specific to the individual assignment.  The type and nature of the training required will vary based on the specific assignment.

 

Specialized training will be provided to sworn and civilian employees for those positions that require or necessitate any training beyond the basic training initially received at the Academy, through the Department, or the City of Atlanta.

 

1.    The Specialized Unit supervisor is responsible for planning,  implementing, and conducting  all specialized training provided by the Academy.  

 

2.    The Specialized Unit supervisor will monitor all training opportunities available and make recommendations to the Academy Director as to the feasibility of conducting this training.

 

3.    When approved, the Specialized Unit supervisor will delegate individual classes to a unit coordinator for scheduling, and implementation, and records maintenance.

 

4.    A standardized format will be developed for documenting all training attendance.  The following procedures will apply to all specialized training facilitated by the Academy:

 

a.    Following the approval of the Academy Director, the assigned specialized coordinator will confirm the dates and classroom availability with the appropriate administrative officer.

 

b.    The date(s) will be entered on the master training calendar and a classroom assigned.  Due to the limited availability of classroom space, the training class will not be advertised in the daily bulletin until it is listed on the master calendar, and a classroom assigned.

 

c.    The designated specialized coordinator will then construct a master training folder to include the following:

 

(1)          Training checklist cover sheet

 

(2)          Copies of all specialized/outside training requests submitted by employees

 

(3)          Copy of all training documents to include instructor lesson plan(s), training materials, handouts, PowerPoint presentation(s), and other items deemed appropriate by the unit supervisor.

 

NOTE:  Unless proprietary rights apply, an electronic copy of the listed training materials will be requested from the instructor.  This information will be included in the Academy’s master lesson plan library for future reference/update as required.

 

(4)          Student roll call sign-in sheets.

 

(5)          Copies of all C-12’s

 

(6)          Copies of all training certificates (if applicable)

 

d.    Following the completion of the class, the coordinator will review the completed folder for uniformity, initial each item of the training checklist cover sheet and forward the completed folder to the Specialized Unit supervisor for review.

 

e.    The completed C-12(s) will then be hand delivered to the administrative data clerk for input into the POST database.

 

f.    All training folders will be filed in a standardized location for the entire calendar year.  Following the year-end-review, all folders will be stored in the Academy’s                                                   records storage area for future reference.

 

5.    The Specialized Unit supervisor will be responsible for maintaining a database with the following information:

 

a.    Course description

 

b.    Scheduled date(s)

 

c.    Location of training

 

d.    Number of students scheduled

 

e.    Number of students attending/completing training

 

f.    Total scheduled hours

 

g.    Total student costs (if applicable)

 

h.    Contractor/instructor information (if outside agency)

 

6.    At year end, the Specialized Unit supervisor or designated representative will compile all specialized training data and forward same to the Academy Director for incorporation in the year-end-review presentation.

 

5.2.16      Training Committee Procedures

(CALEA 33.1.1)  (APD.SOP. 2080, Section 4.2)

 

1.    The Training Committee will assist in the development and evaluation of training needs for the Department.  The Training Committee will act in advisory capacity for the development of training program and make recommendations to the Academy Director.

 

2.    The Academy Director will serve as the chair of the Training Committee.  The committee will be comprised of at least four (4) other people from within the Department.  A critical function of this committee is to evaluate training methodologies and make recommendations for improving the delivery of training in all areas to include recruit, in-service, specialized (both sworn and civilian), and any areas deemed necessary.

 

3.    The committee will meet a minimum of two times each year.  Additional meetings may be convened as deemed necessary by the Academy Director.

 

4.    The following procedures will be adhered to in selecting of Training Committee members, and the management of all meetings.

 

a.    Committee members will be selected from the three major divisions within the Department.  The commander of each division/bureau will appoint a minimum of one representative from within his/her division.

 

b.    The Academy Director may also appoint members from outside the Department.  The addition of corporate training expertise will play a key role in ensuring the Academy’s training curricula is in step with modern training methodologies.

 

c.    Training Committee Members will be selected and replaced based on the following criteria:

 

(1)          Department members will serve a minimum of two years as committee members.  Department employees must have a minimum of three years of experience to be considered for selection.

 

(2)          A minimum of one member will be selected from Field Operations Division (FOD), Criminal Investigations Division (CID), and Support Services Division (SSD).

 

(3)          A member of the Atlanta Police Foundation will be invited to attend the meeting as an interface with the corporate training community.

                

(4)          Two members from the local business community with corporate training development expertise will be invited to become members based on recommendations from the Police Foundation.

      

d.    Each meeting will be recorded and detailed minutes compiled for later reference as directed by the Academy Director.  A summary of topics discussed, and recommendations will be forwarded to each Division’s Deputy Chief through the Corporate Services Section Commander for review and comment.

 

e.    With each succeeding meeting, the old business minutes will be reviewed at the start of business, and all open areas reviewed.

 

f.    A summary of all Training Committee recommendations and follow-up actions will be included in the year-end-review.

 

4.2.17      Career Development

(CALEA 33.8.1)

 

1.    Sworn and civilian employees of the Department are encouraged to apply for training and educational opportunities as part of their professional development.  As each employee adds to their knowledge, skills, and abilities a benefit to both the employee and the department is achieved.  Training opportunities may exist within the department, City government, other government agencies, and private sector providers.  Approved training is counted as actual hours worked for all department employees.

 

2.    The priority should be training and educational opportunities that pertain to the employee’s current position or expected career path.

 

3.    The following are some examples of career path training:

 

a.    APD’s Training Academy

       Computer soft ware training

       Georgia Military College (2 and 4-year programs)

       Specialized training curricula

 

b.    City of Atlanta Department of Human Resources training initiatives

       Local public and private universities

6.    The Academy Director is responsible for the delivery of all career development training conducted at the Academy.  The Director will delegate to each staff instructor a primary and secondary area of instruction within the career ladder.

 

7.    The Specialized Unit supervisor will ensure that certification courses are provided annually to employees as necessary.

 

8.    Sworn employees are encouraged to attain Intermediate and Advanced certification by the POST Council of Georgia.  The required courses are offered at the Atlanta Police Academy, the Georgia Public Safety Training Center (GPSTC), the Fulton County Training Center, and regional police academies.  Detailed information and application procedures will be make available by the Academy’s outside training coordinator.

 

4.2.18         Use of Academy Vehicles

 

It is the responsibility of the Recruit Unit supervisor to ensure proper accountability of all city vehicles assigned to the Academy by conducting an inventory at the beginning of each day.  Any discrepancy noted in the inventory will be reported to the Academy Director.

 

1.    All personnel using a city vehicle must sign the Daily Vehicle Log Book located in the Recruit Supervisor’s office prior to its use.  The following information shall be denoted on the appropriate line in the Vehicle Log Book:  Employee name, destination, date, time-out, time-in and vehicle number.

 

2.    All personnel using an Academy City vehicle shall inspect the assigned vehicle prior to each use, and note this inspection on the vehicle inspection forms located in the vehicle inspection log book located in each vehicle.

 

3.    In accordance with APD.SOP.3151 “Vehicle Management” the following items will be checked on a daily basis:

 

a.    All sights, including taillights, turn signals and emergency lights.

 

b.    Check horn and siren.

 

c.    Check gasoline, oil, and heat gauges.

 

d.    Check brakes to determine if there is enough pedal.

 

e.    Check tires for proper inflation, cracks, cuts and blisters.

 

f.    Check glass; all glass surfaces, including headlights, side and rear view mirrors.

 

g.    Check condition of spare tire and tire changing equipment.

 

h.    Check vehicle cleanliness; vehicle must be clean inside and out.

 

i.    Check for body damage; if any damage is unaccounted for, make a report of same and have the vehicle checked by the shop for repair.

 

j.    When due, all vehicles will be shopped for scheduled

       maintenance.

      

4.    The designated supervisor will collect the vehicle inspection forms by the end of each month.  The collected information will be utilized to complete the monthly vehicle report and forwarded to the Corporate Services Commander.

 

5.    The designated supervisor will keep all forms on file for sixty days for inspection purposes.  After sixty days, the forms will be boxed and stored in the Academy storage area.

 

4.2.19      Police Academy Uniform

 

It is the policy that all Atlanta Police Academy Staff personnel dress to reflect the professionalism of the Atlanta Police Academy, the Atlanta Police Department, and the City of Atlanta. To this end, the following procedures will be strictly enforced unless amended on a case by case basis by the Academy Director, or a designated supervisor on duty in his/her absence.

 

1.    Atlanta Police Academy Sworn Staff

 

a.    Atlanta Police Academy Uniform – Uniform to be worn by the on-duty Academy staff on and off the Academy grounds. The uniform will consist of the green short sleeve polo shirt with the Academy seal on the left chest and the name/rank on the right chest, khaki “Dickey-type” work pants, black socks, and black leather shoes.

 

b.    Atlanta Police Academy Jacket – Black bomber or coaching jacket with the Academy Seal on the left chest in gold lettering.

 

c.    Atlanta Police Academy Sweater – Green V-neck or button up long sleeve sweater with the Academy seal on the left chest, and the name/rank on the right chest.

 

d.    Shoes – Black uniform shoes of either natural leather or corfam. 

 

e.    Socks – Black calf length.  For physical fitness training (P/T), socks may be either white knee or calf length.

 

f.    Hats – Black ball type with the Academy seal patch on the front.  Formation hats may be the ball type, or black skull knit caps.

 

g.    Sweatsuit –  Dark blue sweat pants with pullover top.  Seal on the left chest and the word “Instructor” on the back of the top in gold.

 

h.    P/T Shirt – Dark blue with gold seal and the word “instructor” on back, or gold with dark blue seal and instructor on rear.

 

i.    P/T Shorts – Dark blue, plain gym shorts.

 

j.    Gloves – Dark blue or black, plain cloth knit for P/T and black leather gloves for uniform of the day.

 

k.    P/T Shoes – Athletic (workout) shoes, or running shoes, any color.

 

l.    Belt – Plain black standard issue under belt.

 

m.    It is the responsibility of each Atlanta Police Academy staff member to ensure compliance with this memorandum.

 

n.    At no time will an on-duty Atlanta Police Academy staff member leave the Academy grounds in a City vehicle wearing anything other than the approved Academy uniform or the Department uniform.  An exception to this rule will be allowed for recruit P/T training.  Staff personnel must proceed directly to the training area, and directly back to the Academy.

 

n.    Dress and appearance situations not covered by this subsection will be governed by APD.SOP. 2130 “Dress Code/Uniforms.”

 

2.    Civilian Academy Staff Members

 

a.    Civilian (non-sworn) staff members will comply with the APD.SOP. 2130 “Dress Code/Uniforms” while on duty and on Academy grounds.

 

b.    Civilian staff personnel, at their option, may comply with the sworn uniform procedures listed above with the exception of name and rank on the right chest.

 

4.2.20      Standard Procedures when off Academy Grounds

 

1.    Academy supervisors are responsible for ensuring the compliance with the procedures contained in this directive and taking the appropriate corrective action when deviations are discovered.

 

2.    Academy staff members are responsible for compliance with this directive, or when compliance is not practical, notifying their immediate supervisor, or the on-duty supervisor of any deviation.

 

a.    Prior to leaving the Academy on-duty staff members will notify their respective supervisor, or the on-duty supervisor of their destination, the anticipated length of absence, and the nature of the absence.

 

b.    Employees will wear the appropriate Academy uniform.

 

c.    All sworn officers will be armed with their Department issued service pistol, or the approved off-duty weapon.  When armed, each employee should have his or her police badge displayed on the uniform belt in a visible location.

 

d.    Employees will have their Department issued radio with an operable battery while away from the Academy.  Employees will have the radio on and monitor the Academy/Training frequency.

 

e.    If at any point the radio becomes inoperable, the employee will make telephone contact with their supervisor and advise a telephone number for contact.

 

f.    If civilian staff members are required to leave the Academy, the mail run radio will be utilized or the procedures in #5 will apply.

 

g.    Under no circumstances will a non-sworn staff member operate a marked Atlanta Police vehicle.

 

4.2.21      Academy Honor Code

                 

The following is the Atlanta Police Academy Honor Code.  Supervisors will issue this code to each staff member upon their initial assignment to the Academy. 

     

Each staff member is required to read and understand all provisions, or ask for an explanation of same.  He/she will then sign and date the document and return the original to their respective supervisor for file in the unit personnel folder.

 

1.    As a member of the Herbert T. Jenkins Atlanta Police Academy, I acknowledge that my individual actions and attitudes affect the well being of others as well as the Academy and the Atlanta Police Department as a whole. I believe that our unit must be built on the trust and mutual respect that will encourage each member to reach his/her own unique potential. To this end, I will strive to foster the ideals of honesty, tolerance, and integrity, both in myself and in others.

 

2.    I understand that my attitude, actions, words, and conduct reflect not only upon me, but the Academy and the Atlanta Police Department. It is, therefore, my responsibility to conduct myself in such a way that you bring honor and pride to the Training Academy and the Police Department.

 

3.    This Code of Honor outlines the standard of behavior expected of a professional in a position that I hold.  It is designed to help me understand my responsibilities and obligations, and also to provide guidance if I am faced with an ethical dilemma or conflict of interest in my work.

 

4.    I understand that a Code of Honor cannot cover every situation. If I am unsure of the appropriate action to take in a particular situation, I will discuss the matter with my peers directly, my immediate supervisor, or with the Academy director.

 

5.    In order to maintain my good standing as a member of a highly respected training cadre I will:

 

a.    Practice professional, academic, and personal integrity;

 

b.    Respect my cohorts and students in word and deed;

 

c.    Value and seek out knowledge and new ideas;

 

d.    Foster a climate of learning and mutual respect;

 

e.    Be open to diverse points of view.

 

6.    I dedicate my daily actions, my talents, and my intellect to these standards of excellence.  I will be ruled not by political or personal considerations, but by principal, integrity and the laws of our land.

 

7.    I will never engage in acts contrary to the Honor Code, nor will I condone or ignore such acts by any other Staff Member.  I know that I am responsible for my professional conduct and the professional conduct of my peers in the training cadre.

 

4.2.22      Academy Rules of Conduct

 

The following is the Atlanta Police Academy’s Rules of Conduct.  Supervisors will issue this code to each staff member upon their initial assignment to the Academy. 

 

Each staff member is required to read and understand all provisions, or ask for an explanation of same.  He/she will then sign and date the document and return the original to their respective supervisor for file in the unit personnel folder.

 

1.    All staff members will coordinate with the respective class coordinator when students are needed to perform any non-academic details or functions.

 

2.    In order to avoid the perception of favoritism, no staff instructor will fraternize with any department employee that is attending training as a student at the academy.  This conduct includes but is not limited to acts of public display of affection, luncheon dates, socializing, etc.

 

3.    No student will be allowed on the academy grounds outside the normal academy operating hours, unless authorized by a supervisor or a class coordinator. 

 

4.    If students are to receive individualized instruction, a minimum of two students must be present during this instruction.

 

5.    No staff instructor will transport students to or from training unless a minimum of two students is present in each vehicle.

 

6.    All staff members have a duty to challenge other academy staff when there is a perception of impropriety with respect to interactions with recruits and/or department employees attending the academy in a student status. 

 

7.    It is never appropriate for a staff instructor to accept any form of gift or gratuity from an individual while in a student status at the academy.  A gift from a group or individual is acceptable on the occasion of a graduation or other formal ceremony.

 

8.    No list of rules of conduct can be all-inclusive to cover every situation one may encounter.  The following is a general rule that academy staff should follow: If it appears to be inappropriate, it probably is, and I will notify a fellow staff member immediately.

 


 

4.2.23         Use of Copy Machines

                       

Academy staff members will comply with the following procedures pertaining to the use of copy machines at the Academy.

 

1.    The use of Academy copy machines is limited to official department business only.  The copying of personal business is strictly prohibited.

 

2.    The copiers are limited to a maximum of 100 copies per sheet.

 

3.    Projects requiring more than 100 copies per sheet will be forwarded to the print shop for reproduction.

 

4.    Large projects such as manuals or booklets will be forwarded to the print shop for processing.
