To establish a procedure with regards to the duties and responsibilities of sworn personnel assigned to work unit 399.
To assign a sworn police officer to work the front reception desk in the lobby of the Zone Three Precinct to handle administrative tasks, queries via the telephone and from citizens who walk in the Zone Three Precinct.
3.1 The Watch Commander or a designee will assign a sworn officer to work unit 399 daily.
4.1.1 The officer working unit 399 will sit at the work station/reception desk located in the lobby of the Zone Three Precinct.
4.1.2 While representing the department at Zone Three Precinct, sworn officers on regular duty and sworn officers on light duty will dress in required uniforms.
1. Sworn Officer-Regular duty. Will dress in a Class A uniform.

2. Sworn Officer-Light duty (non-uniformed) Will dress in civilian
clothes.
a. Male employees are expected to wear a collared dress shirt, tie, khaki
pants, casual slacks. Shoes may be black, brown or cordovan with a heel and
sole not exceeding 1 ½ inches in height and must be clean and polished.
b. Female employees are expected to wear business casual attire
appropriate for women, which includes a blouse, sweaters, khaki pants or
casual slacks, skirts or skirt outfits. Shoes may be black, brown or
cordovan with heels not to exceed 2 ½ inches in height and must be clean and
polished.
c. Required equipment includes: Department issued or approved firearm,
issued badge and identification card. Issued badge and identification card
must be worn on the outside of clothing. The employee’s radio and handcuffs
should be readily available. 4.1.3 When it is necessary for the officer to use the police radio, he or she will use the four digit radio/call number (_399.) For example, if the officer is assigned to work morning watch, he or she will use the radio/call number 1399.
4.1.4 When answering the telephone, the officer assigned to work Unit 399 must clearly state his or her name and rank, and identify the Zone called. Unit 399 must adhere to written directive APD.SOP.2011 General Conduct.
4.1.5 Unit 399 will route all incoming calls for the Zone Three Major to his/her secretary or civilian office assistant. If the telephone call is for another employee who is not currently at the Zone Three Precinct, Unit 399 will take a message and place it in the employee’s mailbox.
4.1.6 Unit 399 will make copies and post the daily activity sheet for his/her watch before his/her tour of duty ends. A copy of the activity sheet must be forwarded to the Zone Commander and the Assistant Zone Commander. In addition it must be faxed to FOD and the Communications Section.
4.1.7 Unit 399 will distribute in-coming mail to the appropriate offices before the end of his/her tour of duty.
4.1.8 Unit 399 will make two copies of the daily bulletin. One copy will remain on the reception desk and the second copy will be placed in the APD Daily Bulletin book in the reception area.
4.1.9 Unit 399 will complete all tasks assigned by a supervisor professionally, correctly and in a timely manner.
4.1.10 Unit 399 will complete the Uniform Traffic Citation Receipt Report and the Incident Report Receipt Report with appropriate reports and citations.
4.1.11 Unit 399 will monitor the Zone Three Precinct Communication
Monitor and handle calls in the appropriate manner.
1. Types of calls handled by Unit 399. Calls, which do not require the
presence of a police, offer on the scene. The officer will ask the
pertinent information necessary to complete the report (who, what, when and
where the crime occurred.) If the offense is in progress or an officer is
needed on the scene or if a suspect is on the scene the officer will forward
the call to dispatch. Otherwise, the following calls may be handled by Unit
399.
a. Harassing or threatening phone calls. According to Georgia Code
16-11-39.1, one person repeatedly calling another with the intent to harass,
even if no conversation ensues, has committed the offense of harassing phone
calls. If the person can establish intent, the officer will indicate this
in the report. Note: Bomb threat calls do not fall in this category and
must be dispatched.
b. Intentional damage to property (vandalism.) Reports on parked
vehicles that are damaged (example: hailstorm, keyed, etc.) should be taken
by Unit 399. Vehicle break-ins should be forwarded to dispatch, an officer
will be dispatched to process the crime scene. Vehicles that are moving
and receive any type damage are considered accidents and should be
dispatched so that an accident or incident report can be made.
c. Stolen vehicles not taken in conjunction with a higher crime if the
victim is now out of Atlanta's jurisdiction.
d. Lost property.
e. Frauds and theft of service.
1. Unit 399 will make identity Fraud reports for the citizens of the City
of Atlanta that have had some form of their identification used by the exact
location of the crime is unknown. If the exact location of the crime is
known, the victim should be referred to that jurisdiction for a report.
2. Service rendered and not paid for is a theft of service, which is a
type of fraud. For these types of thefts, the location where the service
was rendered is the address of the offense. If the service was rendered in
another jurisdiction, refer the complainant to the proper jurisdiction.
f. Missing Persons age 15 or over, mentally competent, with no
indications of foul play. Fax a copy of the report to the appropriate
units, (example: central records/communications, crimes against children.) g. Thefts; even if the victim knows the perpetrator and will prosecute. The Larceny unit will follow up to have the victim take out a warrant. Note: To differentiate between types of theft, types of larcenies and between lost and stolen property. Unit 399 will ascertain how the item was stolen, within what time frame and from what specific location. If Unit 399 determines that the theft involved force (robbery) or unauthorized entry (burglary), Unit 399 will ask caller (victim) their location and radio the dispatcher to for an officer to respond. If the call is a robbery and the caller is not in the city, Unit 399 will advise the caller to contact the Robbery Unit. On a burglary call, advise the caller to return to the scene for a report to be taken and advise dispatch that an officer is to respond.
h. Unit 399 will take information on miscellaneous events and make
reports for citizens as they request. i. Unit 399 will advise the victim that a copy of his or her report should be available after five business days.
4.1.12 Unit 399 will ensure that outgoing mail has been taken to the appropriate locations by an available patrol unit. Unit 399 will notify a supervisor, by the fourth hour of the shift, if mail has not been transported by an available patrol unit to appropriate locations.
