Reserve Officer Mentoring Program

1.               PURPOSE

 

This Command Memorandum establishes the procedure to be used in Zone 2 for the implementation of the Reserve Officer Mentoring Program

 

2.               POLICY

 

It is the policy in Zone 2 to utilize the retired, reserve police officers to assist on duty police officers in the reduction of crime through high visibility patrol techniques including but not limited to, stationary observation of high crime areas, foot beat assignments and ride along mentoring programs. It is imperative that supervisors ensure that a retired, reserve officer be partnered with on duty officers who can most benefit from this program.

 

3.               RESPONSIBILITIES

 

3.1              Watch Commanders will ensure compliance with this directive.

 

3.2              Supervisors on each watch will ensure this directive is adhered to and all action items in this directive are followed during each watch.

 

4.               ACTION

 

4.1              Retired, Reserve Police Officer Crime Reduction Utilization

 

4.1.1           Retired, reserve officers will be utilized for details that will relieve on duty officers from more tedious assignments such as manning barricades, walking foot beats, observing high crime areas, traffic and security support at special events that occur within Zone 2, security support the precinct as well as the substation and support administrative activities such as answering the phones, preparing reports, etc …

 

4.2              Retired, Reserve Police Officer Mentoring Program

 

4.2.1           Retired, reserve police officers will be utilized for ride a longs with newer inexperienced officers on all watches in order to share their knowledge, skills, and abilities. This will be a valuable tool in teaching and training our newer officers on patrol techniques and criminal investigations. It will also increase patrol strength by having two man cars on the street.

 

4.2.2           Retired, reserve police officers will be utilized to assist on duty Zone 2 CID personnel with the investigation of crimes. This is defined, but not limited to, as the support of follow-up investigations.  Canvassing an area on a crime scene, processing large quantities of property or evidence, searching a large area, or answering calls on a tip line. The retired, reserve police officers bring a large amount of knowledge, skills and abilities that can be used by on duty investigators that should greatly assist them in the performance of their duties.

 

4.2.3           Zone 2 CID Commanders will determine which retired, reserve officer is most qualified for these investigative details and direct the assignment of the reserve officer to an applicable investigator in order to provide assistance.

 

4.3              The retired, reserve police officers “Time and Utilization Report”, APD Form 229 will be used to document the reserve officers time. The supervisor providing the detail at the end of the retired, reserve officer’s shift will sign and approve all applicable documents and provide the reserve officer with the original and file a copy for records purposes
