This order revises and reissues written directives in preparation for accreditation.
The Atlanta Police Department will keep its written directives up to date and promptly notify affected employees.
3.1 Bureau, division, and section commanders will implement these changes in their commands, making sure that affected employees are notified.
4.1 New Directives [ Return to Top ]
4.1.1 APD.SOP.3181 Emergency Operations Plan
This directive provides policy and procedure for responding to states of emergency or disasters of natural or man-made origin and complies with CALEA Standards 46.1.1; 46.1.2; 46.1.8; 46.1.11.
This directive establishes policy and procedure for the handling of Improvised Explosive Devices and other explosive related events and complies with CALEA 46.1.5.
4.1.3 APD.SOP.5040 Homicide Unit
This directive establishes policy and procedure of the Homicide Unit, including the Adult Missing Person Squad and the Homicide Cold Case Squad.
4.2 Re-issued Directives [ Return to Top ]
These are existing directives that have had significant changes made to them and that affect a large number of employees. While the numbers for these directives have stayed the same the information contained in them is largely new policy.
4.2.1 APD.SOP.3180 Unusual Occurrences
This directive was re-written to mesh with APD.SOP.3181 “Unusual Occurrences” and to comply with CALEA standards 46.1.3 and 46.1.4.
4.2.2 APD.SOP.6100 Planning and Research Unit
1. Section 3.1 was edited to include “…Division and section commanders will develop annual objectives in support of the Departmental goals and objectives.”
2. Section 4.4.3 was edited to include: “Division and section commanders will report quarterly to the Chief, with a copy to the Planning and Research/Accreditation Unit, on their progress toward attaining goals and objectives…”
3. Section 4.7 was added to include reporting that is not required by CALEA but that is required by the Department on a reoccurring basis.
4.2.3 APD.SOP.6120 Crime Analysis
This directive was updated to include reporting the responsibilities and procedures of the Zone Crime Analysis officers as well as the Tactical Crime Analysis Unit. 4.3 Updated Directives [ Return to Top ]
These are existing directives that have had minor content changes made to them and that affect specific divisions and units. While the numbers for these directives have stayed the same the information contained in them has been edited or clarified for use in the field.

2. Section 4.13.1 maintenance of a permanent written record of all complaints and disciplinary actions made against all Departmental employees.
1. This directive was edited to more clearly define the Departmental awards and reduce the number of awards.
4.3.7 APD.SOP.2050 Timekeeping Procedures
1. Section 4.13.8 amended to include “…However, if an employee is incapacitated for 28 consecutive days following the injury, disability leave will be paid for the first three working days of incapacity (in accordance with the City Code Section 114- 24b1),”
1. Section 2, “POLICY” was edited as follows “…privilege of working extra jobs revoked by the Chief of Police for 30 days…” was changed to “…privilege of working extra jobs revoked by the Chief of Police…”
4.3.9 APD.SOP.2070 Recruitment and Hiring Process
1. Section 4.1.4 amended to clarify the requirements for recruiter to “…maintain periodic contact with the applicant by telephone or in person…”
1. Section 4.4.6 Edited requirements and duties of FTO’s for clarification.
4.3.11 APD.SOP.2090 Performance Evaluation
1. Section 4.1.4 added the basis for Critical Job Elements and Performance Indicators
2. Section 4.3.1 was edited to include the following: “Employees assigned to Office of the Chief (Chief’s Administrative office, Chief of Staff, Public Affairs and Chaplaincy) ,OPS, POB (POB Admin, Field Inspections), and Division of Taxicab & Vehicle for Hire will receive an annual evaluation between January and March of each year. All other eligible Police Department employees …”
3. The Performance Evaluation Review Dates for the offices referenced in paragraph 2 above have been changed to June, September and December.
4.3.12 APD.SOP.2101 Specialized and Temp. Assignments
1. Section 4.3.2 added the minimum requirements for selection process.
4.3.13 APD.SOP.2102 Patrol Assignments
1. Section 4.3.2 requires a command memorandum from the division commander and outlined the minimum requirements for selection process.
4.3.14 APD.SOP.2130 Dress Code
1. Section 4.4.11 paragraph 6c was edited to included redefined restrictions for leather attire.
4.3.15 APD.SOP.2140 Employee Benefits
1. Section 4.3 added Physical Fitness Examinations requirements
4.3.16 APD.SOP.2160 Employee Assistance
1. This directive was renamed for clarity
4.3.17 APD.SOP.2190 Atlanta Retired Police Reserve
1. Directive was revised for clarity to meet CALEA requirements.
4.3.18 APD.SOP.3010 Use of Force
1. Section 4.1.3 was amended to include” Employees will only use City-issued and/or authorized lethal and non-lethal weapons and ammunition…”
2. Section 4.1.7 was added “Employees will not use neck restraints, carotid artery holds, or other weaponless control techniques that are not taught or approved by the Department due to the potential for serious injury or death.”
3. Section 4.6 the title “Supervisor Responsibilities was changed to “Immediate Supervisor Responsibilities” for clarity.
4.3.19 APD.SOP.3020 Search and Seizure
1. Section 4.2.7 Paragraph #4 was amended to include. ”… If the search warrant is executed at any location outside the City of Atlanta, the officer(s) will have uniformed officers from the agency responsible for law enforcement within that location present during warrant execution.”
2. Section 4.3.5 “Crime Scenes” was added.
4.3.20 APD.SOP.3030 Arrest Procedures
1. Section 4.15.1 was amended to include primary purpose and use of the Prisoner Transport.
2. Section 4.15.6 paragraph 1 was amended to include: “Deliver the court and floor copies of the arrest citation and any other necessary paperwork to the receiving officer; verify the identity of prisoners to the receiving officer; and advise the receiving officer of any potential medical or security hazards.”
1. Section 4.1.5, 4.2.5 and 4.6.1 were edited to meet CALEA requirements.
4.3.22 APD.SOP.3060 Reports and Report Writing
1. Section 4.2.11 paragraph 66b was amended to add information concerning arrested persons.
1. Section 4.1.5 paragraph 2 was amended to allow for assignment of personnel as needed for operations.
4.3.24 APD.SOP.3080 General Procedures
1. Section 4.11.2 “Strip/Body Cavity Search” was edited to meet CALEA requirements.
2. Section 4.14 “Mini Motors” and 4.15 “Reporting hazardous Conditions” were added to meet CALEA requirements.
4.3.25 APD.SOP.3081 Crime Scene Investigation
1. Section 4.5.5 and 4.6.1 were edited to meet CALEA requirements for crime scene photography and videotaping. 4.3.26 APD.SOP.3085 Missing Persons
1. Section 2 “Policy” was edited to meet CALEA requirements.
2. Section 4.1.4 was edited to meet CALEA requirements for types of missing-child cases.
4.3.27 APD.SOP.3088 Signals and Codes
1. Section 4.3.48 “Signal 48” was edited to meet CALEA requirements.
2. Section 4.3.81 “Signal 81” was edited to make references to APD.SOP.3080 ”General Procedures”.
4.3.28 APD.SOP.3120 Polygraph and CVSA
1. Section 4.2.2 was edited to require submission to a CVSA or polygraph during administrative investigations.
4.3.29 APD.SOP.3150 Vehicle Management
1. Section 4.4.3 “Mini Motors” was added to meet CALEA requirements.
4.3.30 APD.SOP.3160 Court Responsibilities
1. Section 4.8 “Non-Attendance Procedure” was changed to clarify when an “..officer is unable to attend due to training, scheduled off day, circumstances beyond his or her control…” 4.3.31 APD.SOP.3190 Juvenile Procedures
1. Section 4.2 “Officer’s Discretion / Alternatives To Arrest”, 4.3 “Copy of Charges “, 4.4 “Taking a Juvenile Into Custody/Arrests (11-16 yoa)” section 4.4.2 and 4.5 “Notifying Department of Family and Children Services “ were added to meet CALEA requirements.
1. Section 4.11.2 “DUI Task Force” was edited to conform to current best practices and to meet CALEA requirements.
4.3.33 APD.SOP.4040 Special Operations Section
1. Section 4.2 “Motorcycle Unit” and 4.11 “Mobile Command Post” were added to meet CALEA requirements. Section 4.10 “SWAT Van” was deleted and reserved for future use.
2. DUI Countermeasures Team was renamed DUI Task Force. Instructions for issuing and storing of videotapes used in vehicles was revised. 4.3.34 APD.SOP.5010 Criminal Investigations Division
1. Section 4.11.3 was edited to include”… including when accused is arrested and when court date is set…” to meet CALEA requirements for victim notification
4.3.35 APD.SOP.5141 Narcotic Detection Canines
1. Section 4.10.2 paragraph 1e was edited to include information about canine handler and canine vehicle requirements.
4.3.36 APD.SOP.5180 School Detectives Unit
1. Section 2 paragraph 3 was edited to include the following:

1. Section 4.1 “Security” and 4.4.11 “Routing of Misdirected Emergency calls “ were edited to meet CALEA requirements.
4.3.38 APD.SOP.6030 Property and Evidence Control
1. Section 3.1, 3.3 and 3.6.3 were amended to include”… stored property in a state of operational readiness…“ to meet CALEA requirements.
2. Section 3.6.4 was added to include responsibilities for unit employees.
