This order revises and reissues written directives in preparation for accreditation.
The Atlanta Police Department will keep its written directives up to date and promptly notify affected employees.
Bureau, division, and section commanders will implement these changes in their commands, making sure that affected employees are notified.
4.1.1 APD.SO.04.10 Requirements for Motorcycle Unit take home vehicles
1. In order to ensure rapid recall to duty during off duty times, officers who reside within 40 miles of the City of Atlanta, may drive the assigned motorcycle home. A motorcycle that is taken home will be garaged or covered when parked at the officer’s residence overnight.
4.1.2 APD.SOP.5192 Auto Theft Task Force
1. The Auto Theft Task Force (ATTF) will be primarily responsible for locating and recovering stolen vehicles and associated criminal activities, as well as apprehending and arresting the person(s) in control of those vehicles or participating in associated criminal activities.
4.2.1 APD.SOP.1030 Written Directive System
1. Section 4.8.4 was edited to include provisions for CALEA standards and change the distribution requirements for directives.
4.2.2 APD.SOP.2050 Timekeeping Procedures
1. Provisions were added to account for the new State Traffic Court appearance fee payments that are now being paid thorough our payroll.
2. The third table in section 4.13.6 has been updated to indicate how to the timekeeping symbols are to be used to account for the first hour of subpoenaed State Traffic Court appearances (blue traffic subpoenas).
3. Section 4.14.2 paragraph 7 was edited as follows “Count one hour for each day, in the 28-day pay period, in which actual hours worked is circled in black ink from line 1 and write the total in the blank column on the far right of the master time sheet. This will be added to the overtime pay for the employee for the 28-day pay period.” Each black circle counted is reprehensive of a single “blue traffic court subpoena” appearance in State Traffic Court.
4. Section 4.15.3 paragraph 6 was edited as follows “Overtime is permitted for exempt and nonexempt employees as compensation for the first hour of a subpoena appearance in State Traffic Court.”
5. All signed State Traffic Court “blue” subpoenas must be turned in to the employees timekeeper to be filed at the worksite for future verification. Only one blue subpoena will be credited for each court appearance.
4.2.2 APD.SOP.2070 Recruitment and Hiring Process
1. Section 4.6.1 Cognitive Skills and Psychological Examination was edited to set a score of 80 as the minimum passing score.
4.2.3 APD.SOP.3181 Emergency Operations Plan
1. Section 3.6 was amended to give responsibility to the Special Operations commander for analyzing incidents at least every three years.
4.2.4 APD.SOP.3190 Juvenile Procedures
1. Section 4.4.2, paragraph 5 was edited to include” bring the juvenile to the appropriate juvenile detention facility” when an officer develops probable cause against a juvenile and the act committed is a chargeable offense for an adult (not a status offense).
4.2.5 APD.SOP.4040 Special Operations Section
1. Section 4.2.7 was amended to allow officers who reside within 40 miles of the City of Atlanta to drive the assigned motorcycle home.
