1.      PURPOSE

 

This order summarizes new directives and revisions to existing ones. The full text to all current directives can be found on the Horizon intranet site at “http://horizon”. 

 

2.      POLICY

 

The Atlanta Police Department will keep its written directives up to date and promptly notify affected employees.

 

3.      RESPONSIBILITIES

 

                  Bureau, division, and section commanders will implement these changes in their commands, making sure that affected employees are notified.

 

4.      ACTION

 

4.1      New Directives

 

4.1.1      APD.SOP.2200 APD Junior Police Cadet Program
 

 1.   This directive outlines the Department’s Junior Police Cadet program which has a mission to educate youth between the ages of 16 and 21 with basic knowledge in law enforcement and to expose them to police operations, and to provide support to departmental organizational components.

 

4.1.2      APD.SOP.3086 Project Lifesaver Atlanta
 

 1.   This directive outlines the Atlanta Police Department participation in the tracking and rescue capabilities of Project Lifesaver Atlanta for all missing persons who are active and registered participants in the program.

 

4.1.3      APD.SOP.5210 Special Victims Unit

 

1.    This written directive outlines the Departmental employee’s duties, responsibilities and procedures for handling missing, abused and/or neglected juveniles; victims of sexual assaults; child pornography, prostitution and other child exploitation crimes via the Internet.

 

4.2      Updated Directives

 

4.2.1      APD.SOP.1010 Mission and Organization of the Department
 

 1.   Modifications to reflect the organizational change that put the Planning and Research/Accreditation Unit under the Chief of Staff and the Community Services Unit under the Field Operations Division.

 

 2.   APD.SOP.1011 Work Sites was cancelled and incorporated into this directive as a reference, to include site number and component abbreviations.

 

4.2.2      APD.SOP.1030 Written Directive System
 

 1.   Section 4.8.4 was amended as follows: Each Unit commander will keep Printed Matter Control Sheets on file until three years after a directive has been cancelled. 

 

4.2.3      APD.SOP.1050 Records Management and Retention
 

1.    Throughout this directive, language referring to Property Control was changed to reflect the Procurement Unit. 

 

2.    Section 3.5 was revised to give the Records Retention Officer the responsibility of shredding their units records when the perspective records retention has expired.

 

3.    Section 4.3.2 was revised to ensure that records are transferred from the Local Records Holding Center to the Records Management Division within two-years per file retention Schedule Application.

 

4.    Section 4.3.6 was revised, requiring the Records Retention Officer to apply the Atlanta Police Department’s Components/Acronym codes to each Records Transfer, Receipt, and Records Retention schedule forms sent to the Records Holding Center.

 

4.2.4      APD.SOP.2010 Work Rules

 

1.    Section 4.4.02 through 4.4.06 revised “Department vehicle“ to include: employees will not operate a city vehicle or vehicles used for law enforcement purposes (vehicle) unless they are qualified; employees will not utilize a vehicle for any reason other than official business, nor will the vehicle be used to transport any person except in the course of official business; personnel will operate all vehicles in such a manner as to avoid injury to persons or damage to property, also these vehicles will be parked in such a manner as to cause the least interference with traffic flow without compromising safety; vehicles will be used for law enforcement purposes only; Department personnel will exercise due caution when operating all vehicles.

 

2.    Section 4.4.07 requires a checklist be completed on all city vehicles prior to the beginning of a tour of duty.

 

4.2.5      APD.SOP.2011 General Conduct
 

1.    Section 4.1.3 was edited to clarify telephone etiquette. 

 

2.    Section 4.3 was added to clarify the use of cellular phones while on duty.

 

4.2.6      APD.SOP.2110 Duties of Senior Police Officers
 

 1.   Section 4.2.1 was amended to include training police recruits or specific training responsibilities and the investigation of Class D Larceny reports.

 

2.    Section 4.2.2 was added as follows: The assignment of Senior Police Officer is a rank-in-position; therefore, its benefits are not transferable unless the employee is transferred to a qualifying assignment for the specific purpose of filling a Senior Police Officer vacancy.

 

3.    Section 4.2.3 was added as follows: Starting in 2005, newly appointed SPO’s will be assigned proportionately across all zones and watches in FOD at the discretion of the FOD commander, based on personnel allocation needs.

 

4.    Section 4.2.4 was added as follows: Generally, as SPO positions become vacant in other Divisions, they will be reassigned to FOD to be filled in the zones. This does not preclude the assignment of SPO’s to other Divisions at the discretion of the Chief of Police.

 

4.2.7      APD.SOP.2060 Extra Jobs
 

 1.   Section 4.8.1 was amended to require off-duty officers to submit required reports by the end of their tour of duty, in the zone where the incident occurred.

 

4.2.8      APD.SOP.3040 Weapons

 

1.    Section 4.1.1 specifies that the Smith and Wesson .40 caliber semiautomatic pistol Model 4003TSW is the Department’s primary service weapon.

 

2.    Section 4.1.2 specifies that the Department approved ammunition for the .40 caliber firearm is the 165 grain sxt copper jacketed hollow point.

 

3.    Section 4.1.3 was revised to include the words “while on duty” uniformed employees will carry their Department issued firearm in a Department approved holster and non-uniformed employees will carry their issued or approved firearm in a manner that allows the weapon to be secure and easily accessible.

 

4.    Section 4.2.1 was revised to specify “while on duty” uniformed employees may carry their Department approved personally owned or other issued firearms concealed as a secondary weapon.

 

5.    Section 4.2.3 was revised to include any Department approved Smith & Wesson .40 caliber pistol.

 

6.    Section 4.2.4 was revised to include the Department approved 165 grain sxt copper jacketed hollow point for .40 caliber firearms to be carried in any personally owned or other issued firearms.

 

7.    Section 4.2.5 was added to encourage those officers who carry their weapon while off-duty and in plain clothes to keep their weapon in a manner that does not bring attention to themselves.  Appropriate action should be taken to safeguard their firearm when attending a public gathering.

 

8.    Section 4.2.6 was added to addresses the “Law Enforcement Officers Safety Act of 2004” allowing law enforcement officers to take their firearms across state lines. Officers will be governed by federal law while traveling out of state with their firearm.

 

9.    Section 4.2.7 was added to addresses “Law Enforcement Officers Flying Armed”.  Officers may fly armed only when in conjunction with a specific duty assignment, after the completion of a FAA approved “Law Enforcement Officers Flying Armed” training course and the approval of the pilot whose plane the officer is to board.  Officers will be governed by federal law and FAA regulations while performing this duty.

 

4.2.9      APD.SOP.3060 Reports and Report Writing

 

1.    Section 3 was amended to reflect that the duties of the Communications Section and the Central Records Unit have been expanded in relation to the reporting of stolen motor vehicles.

 

2.    Section 4.1.1, paragraph #7 was update to requires officers to confirm the beat through dispatch.

 

3.    Section 4.1.1, paragraph #9 was update to denote the approved manner for numbering the pages of the incident report (i.e., 1 of 2, 2 of 2, etc.).

 

4.    Section 4.1.2 is a new section explaining special considerations for stolen vehicle reports.

 

5.    Section 4.1.3, paragraph #1 requires officers to submit all incident reports to their supervisors by the end of their tour of duty.

 

6.    Section 4.1.5, paragraph #1 requires supervisors to review, approve and forward all missing persons reports to the Central Records GCIC desk within one hour of the incident.

 

7.    Section 4.4.1, paragraph #7 requires the officer to indicate whether the crime scene was photographed or video taped

 

4.2.10      APD.SOP.3063 Accounting for Field Reports

 

1.    Section 3.5 requires Zone supervisors or their designee to hand deliver all hand written reports to Central Records during each watch seven days a week.

 

4.2.11      APD.SOP.3066 Bias Crime Data Reporting

 

1.    Section 4.1.1 paragraph 3, the phrase “or use of” was added for clarification.

 

4.2.12      APD.SOP.3150 Vehicle Management

 

1.    Section 4.1.3 “Cellular phone use while operating motor vehicles” was cancelled and information about cell phone use on duty was added to APD.SOP.2011 General Conduct.

 

4.2.13      APD.SOP.4040 Special Operations Section

 

1.    Section 4.10 deals with the operation and deployment of the Mobile Command Post.

 

4.2.14      APD.SOP.6030 Property and Evidence Control

 

1.    Section 3.11 was amended to require the ID unit to store and release fingerprints and photographic evidence, to collect and package the same for submission to the state crime lab. It also prohibits property control unit employees from opening sealed evidence packages.

 

2.    Section 4.4 was added to document the Department’s new field drug testing procedures based on a request from the Superior Court to have all suspected narcotics field tested when an individual is arrested for soliciting or selling illegal narcotics.

 

3.    Section 4.6.5 is new and reflects the City of Atlanta’s Ethics Board decision prohibiting APD employees, their family members or their representatives from participating in police auctions.
