1.               PURPOSE

 

This order summarizes revisions to existing directives. The full text to all current directives can be found on the Horizon intranet site at “http://horizon”. 

 

2.               POLICY

 

The Atlanta Police Department will keep its written directives up to date and promptly notify affected employees.

 

3.               RESPONSIBILITIES

 

Bureau, division, and section commanders will implement these changes in their commands, making sure that affected employees are notified.

4.1              Updated Directives

 

4.1.1           APD.SOP.2120 Employee Transfers

 

1.     Section 4.1.5 was revised to state all transfer requests will be archived and retained at the division level for 12 months.  At the end of each calendar year, transfer requests will be forwarded to Records Management for storage and destruction in 3 years from the date of storage, in accordance with APD.SOP.1050 “Records Management and Retention”.

 

2.    Section 4.3.3 was revised to state all transfers will be approved by Personnel Order and distributed to the affected commanders by the approving commander.

4.1.2           APD.SOP.3032 Felons in Possession of Firearms

 

1.    All sections where stated “Gang and Gun Unit” has been changed to “Gun Squad”.

 

4.1.3           APD.SOP.3140 Night Commander

 

1.    Section 3.3 was revised to state: The Night Commander will insure that all employees under his or her direct supervision at the scene of a significant event are in compliance with established police procedures. If necessary, the Night Commander will make decisions and issue orders pertaining to police operational activities. The Night Commander position will be staffed Sunday through Saturday from 1500 hours until 2300 hours.

 

2.    Section 4.1 was revised to state: The FOD commander will complete and disseminate at least a six-month assignment schedule for the Night Commanders.  This schedule will include allowances for days off, personal leave, training, and any other type of approved leave. 

 

3.    Section 4.1.2 was revised to state: The Field Operation Division Commander will establish a night Commander Log Book to be securely and permanently affixed to each zone. The Log Book will contain Form APD 690.

 

4.    Section 4.1.3 was revised to state: The Night Commander will be responsible for visiting each zone during his or her tour of duty and signing in on the Night Commander’s Log Form APD 690 indicating their name and time of visit.

 

5.    Section 4.2 (2) was revised to state: If a conflict should occur between the Night Commander and another police commander of equal rank (not the zone commander), the Night Commander’s decision will prevail.  This does not include incident commanders where as the Incident Command System has been activated or an incident involving the deployment of SWAT personnel as outlined in APD.SOP.4040 “Special Operations Section”.

 

6.    Section 4.4 was revised to state: The Night Commander will be assigned unit radio number 18 for the evening watch.  Generally, the Night Commander will operate using the Detective radio channel or the Zone Five radio channel.  The Night Commander will coordinate with the on-duty Communications Section’s watch commander at the beginning of each tour of duty and provide their name, pager and cellular telephone numbers.

 

7.    Section 4.7 was revised to state: The Night Commander will call the Assistant Chief of Police in all incidents involving death or serious bodily injury or any other significant occurrences involving Atlanta Police personnel, both sworn and civilian.

 

8.    Section 4.8 was revised to state: The Night Commander shall call the Assistant Chief of Police whenever an officer is killed or seriously injured in the line of duty: uses of deadly force resulting in a death or serious bodily injury; or any incident that may result in high profile media attention.

 

9.    Section 4.9 was revised to state: The Night Commander will respond to the scene of each major incident and indicate it on the Night Commander’s report.

 

10.  Section 4.10 was revised to state: Night Commanders will conduct all media interviews resulting from major incident and high profile.

 

11.  Section 4.14 (9) was revised to state: any high profile incident that generated or will generate media (television, radio, newspaper) coverage.

 

12.  APD Form 690 Night Commander’s Log was created.

 

4.1.4           APD.SOP.5191 Southeast Regional Fugitive Task Force (SERTF)

 

1.    Section 3.4.1 was revised to state the APD task force supervisor will be responsible for maintaining a record of all APD warrants assigned to the task force, completing monthly performance reports on all of the APD employees assigned to the task force and attending appropriate APD meetings as determined by the MCS commander and the Fugitive Unit commander.

 

2.    Section 3.4.2 was revised to state the APD task force supervisor will ensure that whenever an APD warrant is served, ACIC and the APD investigator or supervisor of the unit which obtained the warrant, are notified at the time of arrest.

 

3.    Section 4.2.1 (2) was revised to state the APD task force supervisor will maintain a record of all APD warrants assigned to the SERFTF task force, and the status of each.
