This order summarizes revisions to existing directives. The full text to all current directives can be found on the Horizon intranet site at “http://horizon.”
The Atlanta Police Department will keep its written directives up to date and promptly notify affected employees.
Bureau, division, and section commanders will implement these changes in their commands, making sure that affected employees are notified.
4.1.1 APD.SOP.5110 Undercover Operations
1. This is a newly developed (CONFIDENTIAL) directive.
4.2.1 APD.SOP.2011 General Conduct
1. Section 4.1.4 (2) was revised to state, the section commander or designee will return telephone calls within twenty-four (24) hours.
2. Section 4.1.4 (4) was revised to state, all sections will maintain a log in which all incoming telephone calls and written correspondences are entered, which will be kept at the work site for at least 12 months.
Section 4.8.2 was revised to state that if an officer makes an arrest while working an extra job, he or she must complete an incident report and complete the following steps:
1. The officer will take the incident report and other documentation to a supervisor in the zone of the extra job to be approved and signed.
2. Once the reports and other documentation are signed, copies will be made and submitted to the officer’s regular assignment to be placed in the B.A.R.T. basket.
3. Zone supervisors will notify the FOD Administrative Office when an officer constantly fails to complete reports from an extra job. Once notified, the FOD commander will review the officer’s extra job request.
4.2.3 APD.SOP.3089 Supervisor Notification
This written directive was revised to state that an officer will notify a supervisor in the following situations:
1. Section 4.1.1 (20) was added and states, when a Department employee or law enforcement officer from any jurisdiction is involved in a domestic dispute requiring police intervention.
2. Section 4.1.1 (21) was added and states, when an officer plans to impound or place a hold on a vehicle.
3. Section 4.1.1 (22) was added and states, traffic accidents involving off-duty employees of the Department.
4.2.4 APD.SOP.3020 Search and Seizure
1. Section 4.2.5 (1) was revised and makes the investigating officer responsible for corroborating all facts stated in the warrant affidavit.
2. Section 4.2.6 (1) was revised and now requires the immediate supervisor and unit commander or above to review and approve each search warrant prior to obtaining a judge’s signature. It also adds that if a CI is used, the file must also be presented to the supervisors for review. (2) Requires major or above approval for “no knock” warrants.
3. Section 4.2.7 was revised and now requires a completed, immediate supervisor and unit commander approved Tactical Plan, prior to search warrant execution.
4. Section 4.2.8 (5) was revised and now requires a supervisor to be present whenever a forcible entry is made, and the supervisor must verify HIDTA Deconfliction notification for narcotics cases.
5. Section 4.2.8 (7) was revised and specifies the additional requirements for High Risk warrant execution, and details criteria for Entry Teams.
6. Section 4.3.1 (3) was revised and recommends that officers “freeze” the scene and obtain a search warrant before thoroughly searching locations where no warrant currently exists, but contraband can be viewed in plain sight. 7. Section 5.3 defines Entry Team as; a well organized and disciplined team made up of 7 to 9 trained members for the purpose of executing forcible entries.
8. Section 5.7 defines Other Party Clause as; a special clause, which may be included in the search warrant, granting the affiant authority to detain and search all persons inside the place to be searched.
4.2.5 APD.SOP.3160 Court Responsibilities
1. This written directive was revised to update the phone number of City Municipal Court of Atlanta (404-954-6714). Other revisions include grammatical changes.
1. Sections 4.2.8 (1), Section 4.3.1 (2), (4), and (5) were revised to include the approval authority of the Special Operations Section commander.
4.2.7 APD.SOP.3190 Juvenile Procedures
1. Section 4.6.4 was deleted and replaced with a cross-reference to APD.SOP.4010 “Traffic”, section 4.4.2, which now includes language specifying what steps are taken when issuing copies of traffic citations to juveniles
4.2.8 APD.SOP.4030 Citizen Advisory Council
1. This directive only found a need for minor grammatical changes.
4.2.9 APD.SOP.5050 Cyber Crimes
1. Section 4.6.1 was added to advise officers to consult a Cybercrimes office investigator in cases of wireless telephones recovered in the “ON” position.
2. Section 4.6.6 was added to advise officers of what information to gather when attempting to trace Internet E-mail.
3. Section 5.1 added the definition of a network computer as a computer system that operates exclusively via a network connection. It boots off the network, but runs its applications locally, using its own CPU and memory.
4.2.10 APD.SOP.6032 Donated Horses and Dogs
1. Section 4.1.3 and section 4.1.3 was revised to give the Logistical Support Unit responsibilities for inventorying animals.
2. Section 4.1.9 was added and states, “The Mounted Patrol Squad commander will keep a file of each horse, documenting the selection. Training, veterinary care and disposition of the animal for at least one year after disposal.”
1. Section 4.2.2 was revised to state; “Chaplains will offer assistance on a 24-hour on-call basis or as needed for employees and their family member in the event of death, stressful life situation, or critical incident. Chaplains will complete Form APD 276 ‘Chaplains Incident Response’ and submit via fax to the Personnel Service Unit (404) 8537731 within 24-hours of the incident.”
2. Section 4.3.4 (9) was added and states “Complete Form APD 276, Chaplains Incident Response, after responding to or handling any incident of injury, death, or critical incident involving a departmental employee. The completed form will be faxed to the Personnel Services Unit (404-853-7731) within 24-hours of incident.”
