1.               PURPOSE

 

This order summarizes revisions to existing directives. The full text to all current directives can be found on the Horizon intranet site at “http://horizon.” 

 

2.               POLICY

 

The Atlanta Police Department will keep its written directives up to date and promptly notify affected employees.

 

3.               RESPONSIBILITIES

 

Bureau, division, and section commanders will implement these changes in their commands, making sure that affected employees are notified.

4.1              Updated Directives

 

4.1.1           APD.SOP.2050 Timekeeping

 

1.    Section 3.3 was revised to add, “The Personnel Services Unit commander is the Department liaison to DIT for Kronos issues and will monitor the use of  Kronos passwords by users.

 

2.    Section 4.1.2 was revised to state, “All non-exempt employees will use the timekeeping method assigned to them.  The Kronos system is the only recognized timekeeping system for the City.”

 

3.    Section 4.14 was revised to add, “Exempt employees may sign in and out for record keeping purposes or the appropriate timekeeper may input their time.”

 

4.    Section 4.2.3 was revised to state, “Supervisors will verify the time worked by each employee and sign each sign-in/sign-out log.”

 

5.    Section 4.2.4 was revised to add, “Supervisors will enter into Kronos the number of hours worked based on the Sign-In/Sign-Out sheet relative to Off-Duty Court Appearance Time Forms, Borrowed Personnel Reports, and on the supervisor's knowledge of the employee's work hours.”

 

6.    Section 4.6.8 was revised to state, “Non-essential personnel will not work holidays (e.g. office staff, temporary employees) unless   specifically approved by the Chief or a designee.”

 

7.    Section 4.14.1 (2) was replaced with, “In order to accrue compensatory time, an employee must complete the Compensatory Time Accrual Agreement (Form APD 278) and forward it, prior to the occasion for earning the comp time, through his or her chain of command for required signatures.  A copy of the Compensatory Time Accrual Agreement form will be maintained at the division level and the original at the unit level.”

 

8.    Section 4.14.2 (4) was added to state, “A non-exempt employee who is off duty and required to report to a particular location to work or to perform a particular job task will be considered on the clock at the point when the employee is no longer free to continue his or her normal off-work routine.  The employee must submit the off duty time claim form; he or she must sign it and obtain the signature of the supervisor requiring the work to be performed.”

 

9.    Section 4.14.4 added, “APD lieutenants are exempt from overtime but eligible to accrue straight compensatory time according to HR.3.10 section 2 (i.e., at the discretion of the department head/chief).  This includes compensation for off duty time where a lieutenant is performing activities that are job related which benefits the employer.”

 

4.1.2           APD.SOP.2090 Performance Evaluations

 

1.    The body of the directive revised o require measurable performance indicators, documentation of observations, XXXX for record retention, and consistency from the beginning to end o a performance evaluation period.  Supervisors will be trained on the SOP, and other employees are encouraged to XXX.

 

2.    Section 3.8, added to state, “The Field Inspections commander will monitor the evaluation of members of the Atlanta Retired Police Reserve in accordance with APD.SOP.2190.”

 

3.    Section 4.1.5 added, added to state, “The Performance Indicator will be specific, attainable and measurable.  For example, the employee will receive no more than two (2) customer service complaints per quarter.”       

 

4.1.3           APD.SOP.6090 Disabled Parking Enforcement Monitors

 

1.    Section 4.6.4 revised to prohibit the volunteer from carrying firearms while enforcing the handicapped parking laws for the City of Atlanta.
