1.               PURPOSE

 

This order summarizes revisions to existing directives. The full text to all current directives can be found on the Horizon intranet site at “http://horizon.” 

 

2.               POLICY

 

The Atlanta Police Department will keep its written directives up to date and promptly notify affected employees.

 

3.               RESPONSIBILITIES

 

Bureau, division, and section commanders will implement these changes in their commands, making sure that affected employees are notified.

4.1.1           APD.SOP.2024 Random Drug Screening

 

4.1.2           APD.SOP.2170 Honor Guard

 

4.2              Updated Directives

 

4.2.1           APD.SOP.2070 Recruitment and Hiring Process

 

1.    Section 4.3.3 (7) was revised to state, “Lateral candidates who separate from another law enforcement agency while under internal investigation, or currently employed as a law enforcement officer pending the disposition of an internal investigation.”

 

2.    Section 4.5.5 was revised to include the new physical fitness requirements that state, “The minimum requirements for passing the physical fitness test are: Vertical Jump: 12 inches or higher, One minute sit up test: 27 minimum, 300 meter run 1:18 minute or less, Push ups: 18 minimum, 1.5 mile run 17:18 minutes or less.”

 

3.    Section 4.6.1 was revised to state, “An applicant for a sworn or other Category I position is required to take the Cognitive Skills and Psychological Examination and obtain a minimum passing score of 75. If an applicant does not obtain the minimum passing score, he or she may retest after one year.”

 

4.2.2           APD.SOP.2190 Atlanta Retired Police Reserve

 

1.    This directive was revised to incorporate APD.SO.05.07 ARPR Amended Selection Criteria.  This requires that an APD retiree must have a police service pension with 15 or more years of sworn service and must have been on active duty status without duty restrictions for the six months immediately preceding retirement.

 

2.    Section 4.1.9 was revised to identify the Assistant Chief as the authority to approve membership in the reserve program.

 

3.    Section 4.2.7 was revised to give the FIS commander discretion to carry over up to 24 volunteer hours to the next year.

 

4.    Section 4.5.8 added, “A retired police reserve officer may not work for another law enforcement agency.”

 

4.2.3           APD.SOP.2210 Code Enforcement Agent

 

1.    This directive was revised to clarify the process and to put CID and the License and Permits Unit in charge of the process.

 

4.2.4           APD.SOP.5040 Homicide Unit

 

1.    Section 4.1.1 requires the unit commander to be responsible for continuous review of every open case file and approving those that have been closed.

 

2.    Section 4.3.1 was revised to include specific instances when the Homicide unit handles kidnapping calls.

 

3.    Section 4.3.11 was revised to reflect the fact that not every Homicide case is reported to the Violent Criminal Apprehension Program (VICAP).

 

4.    Section 4.5 was revised to recognize Atlanta Police Homicide investigators, who are assigned to the Fulton County Multi-Agency Cold Case Unit, under the MOU effective 1/5/04.  All other references to the Cold Case Squad have been excluded.

 

5.    Sections 4.8 and 4.9 establish policies for officer involved shooting scenes, and Homicide’s Officer Involved Shooting Team.

 

4.2.5           APD.SOP.5150 Confidential Fund

 

1.    Section 4.1.1 (4) was added to state, “Producing a monthly status report to the SES commander, showing beginning balance, disbursements, documented expenditures, and ending balances.”

 

2.    Section 4.1.2 was revised to reflect that independent audits of the fund will occur when it is deemed necessary.

 

3.    Section 4.2.1 was revised to include the current practice of, “The Confidential Fund Custodian maintains an active list of all who are eligible to use the fund, based on training records.”

 

4.    Section 4.3.9 was revised to state, “The Confidential Fund Custodian will document using a ledger instead of Form APD 348.  The ledger will be maintained daily instead of monthly.”

 

4.2.6           APD.SOP.5160 Confidential Sources

 

1.    Section 4.4.1 was revised to require the coordination with SES commander and the Narcotics Unit commander when activating or deactivating a Confidential Source.

 

2.    Section 4.7.4 requires witnesses to certain transactions.

 

3.    Section 4.8.6 requires the Confidential Source coordinator to monitor semi-annual briefings.

 

4.    Section 4.11 was revised to discourage the sharing of confidential sources.

6.               CANCELLATIONS

 

                  APD.SOP.5120 “Narcotics Enforcement”  is cancelled.  The content of this SOP have been updated and moved to APD.SOP.3020 “Search and Seizure” and APD.SOP.5110 “Undercover Operations.”
