1.               PURPOSE

 

This order summarizes revisions to existing directives. The full text to all current directives can be found on the Horizon intranet site at “http://horizon”. 

 

2.               POLICY

 

The Atlanta Police Department will keep its written directives up to date and promptly notify affected employees.

 

3.               RESPONSIBILITIES

 

Bureau, division, and section commanders will implement these changes in their commands, making sure that affected employees are notified.

 

4.               ACTION

 

4.1              New Directives

 

4.1.1           APD.SOP.6011 Electronic Communication Devices

 

1.    This directive establishes procedures for the authorization, issuance, use and reimbursement of cellular telephones within the Department. 

 

4.2              Updated Directives

 

4.2.1           APD.SOP.2010 Work Rules

 

1.    Section 4.2.22(A) and 4.2.22(B) were revised to include “Photo identification."

 

4.2.2           APD.SOP.2021 Workplace Safety

 

1.    Section 4.8 was revised to state, “Unlawful Harassment.”

 

2.    Sections 4.8.1-4.8.7 were revised to replace the word “Sexual” with “Unlawful.”

 

3.    Section 5.4 was added and defines, “Other Unlawful Harassment – any employee that unreasonably interferes with another employee’s work performance and/or creates an intimidating, hostile, or offensive work environment.

 

4.2.3           APD.SOP.2060 Extra Jobs

 

1.    Section 4.3.3 was added to state “To work a Type I extra job, in excess of four hours during a pay period, an employee must submit an extra job permit to his or her immediate supervisor.”

 

2.    Section 4.5.1 was revised to include “The temporary extra job permit will only remain valid within the twenty-eight days following its approval.”

 

4.2.4           APD.SOP.2070 Recruitment and Hiring Process

 

1.    Section 4.18.4 was revised to state “Archived at the City’s Records Management Office for eight years, and then shredded”.

 

4.2.5           APD.SOP.2101 Specialized and Temporary Assignments

 

1.   The directive’s change provides more structure for the approval process of borrowing personnel between commands and provides for extensions of the original 90-day loan.

 

4.2.6           APD.SOP.2190 Atlanta Police Reserve

 

1.   Sections 4.3.6 and 4.3.7 contain the pertinent revisions.  The primary intent was to reflect the CALEA standard for annual performance evaluations for Retired Reserve Officers. 

 

4.2.7           APD.SOP.3010 Use of Force

 

1.   Throughout the directive, the term(s) from “non-lethal” and “less than lethal” were revised to “less lethal,” in line with the latest CALEA terminology.

 

2.   Throughout the directive, the CALEA 4th edition standards were revised to CALEA 5th edition standards.

 

3.   Section 4.5.6 was revised to include the employee’s responsibility when property is damaged after the employee uses force.

 

4.   Section 4.6.3 was revised to include the responding Supervisors responsibility when completing a Use of Force Report and to include the responsibility for any assignment that does not have a division commander.

 

4.2.8           APD.SOP.3050 Pursuit Policy

 

1.   Throughout the directive, the CALEA 4th edition standards were revised to CALEA 5th edition standards.

 

2.   Section 4.13.3 was changed to explain the responsibilities of unmarked vehicles that are involved in any vehicle pursuit.

 

4.2.9           APD.SOP.3070 Roll Call

 

1.    The triennial review of APD.SOP.3070 “Roll Call” found only a need to update the CALEA 4th edition standards to CALEA 5th edition standards.

 

4.2.10         APD.SOP.3120 Polygraph and Computer Voice Stress Analyzer

 

1.    The triennial review of APD.SOP.3120 “Polygraph and Computer Voice Stress Analyzer” found only a need to update the CALEA 4th edition standards to CALEA 5th edition standards.

 

4.2.11         APD.SOP.3130 Radio Operation/Usage

 

1.    This directive was amended to include the assigned radio numbers for the Mounted Patrol.

 

4.2.12         APD.SOP.3170 Citation Book Accountability

 

1.    This directive stated the need to keep citation books in secure storage.

 

4.2.13         APD.SOP.3180 Unusual Occurrences

 

1.    Sections 4.2.3.4 and 4.2.6 were revised to change “non-lethal weapons” to “less-lethal weapons”.

 

2.    Section 4.4.1.3 (Table) changed the Atlanta Penitentiary’s location from Zone Three to Zone Six.

 

3.    Throughout the directive, CALEA 4th edition standards were change to CALEA 5th edition standards.

 

4.2.14         APD.SOP.3181 Emergency Operations Plan

 

1.   Throughout the directive, the CALEA 4th edition standards were revised to CALEA 5th edition standards.

 

2.    Section 4.1.2 was revised to add on “planning” functions.

 

3.    Section 4.1.9 was revised to add on “planning and finance” functions.

 

4.    Section 4.2.1.4e was revised to change the Emergency Operations Center (EOC) to Joint Operations Center (JOC).

 

5.    Section 4.2.2.12 was revised to add-on “Recording Personnel Time” functions.

 

6.    Section 4.2.2.13 was revised to add on “Supplies and Expenses”.

 

7.    Section 4.2.2.14 was revised to add on “Medical Support”.

 

8.    Section 4.7.7 paragraph 4, 5, 6, and 8 were revised to add on the SSD commander’s responsibilities.

 

9.    Section 4.2.2 paragraph 3 was revised to add on incidents requiring mass arrest.

             

4.2.15         APD.SOP.6061 Reporting Revenue

 

1.    Throughout the directive, the CALEA 4th edition standards were revised to CALEA 5th edition standards.

 

2.    Throughout the directive, revised the “Fiscal Unit” to “Financial Management Unit.”

 

3.    Throughout the directive, the “BTVH (Bureau of Taxicabs and Vehicles for Hire” was revised to “DTVH (Division of Taxicabs and Vehicles for Hire)”.

 

4.    Section 3.2, 4.5 and 4.5.1 were revised to show the central cashier’s operating hours.

 

5.    Section 4.3 was revised to change “Revenue Receiving Units” to “Documenting Transactions”.

      

4.2.16         APD.SOP.6080 Personnel Files and Orders

 

1.    Section 3.2 was revised to include, “A section commander may direct that “unit files” be kept at the section level, depending on the size of the section and its units.”

 

2.    Section 4.1.1 was revised to state, “Only the Human Resources Section commander or higher authority may authorize information to be placed into or removed from personnel files.”

 

3.    Section 4.1.2 was revised to include, “The unit commander will keep copies of the personnel update, counseling forms, grievance forms, letters of commendation, certificates of training, evaluations and extra job requests in the unit personnel file. The unit commander will keep copies of sick leave requests and IOJ packages in the unit medical file.”

 

4.    Section 4.1.8, paragraph 3 was revised to include, “Only the employee’s chain of command or the PSU commander or his or her designee may review a personnel file.”

 

5.    Section 4.1.12 “Retention,” was added to include the following:

 

a.    Documents in the Department personnel file will be retained until 20 years after the employee retires or otherwise terminates employment with the Department.

 

b.    Documents in the unit personnel file will be kept for five years, or longer at the unit commander’s option. Documents removed from the unit personnel file will be delivered to the Personnel Services Unit for incorporation into the Department file or destruction.

 

6.    Section 4.3 was revised to state, “The authority that signs a personnel order will immediately send the original to the Personnel Services Unit at least one business day before its effective date.

 

7.    Section 4.4 was revised to state, “The Personnel Services Unit will maintain the originals of all Department personnel orders and will disseminate those signed by the Chief at least one day before the effective date.” 

 

8.    Section 4.5 was revised to state, “Division and section personnel orders will be disseminated to all recipients listed in the distribution section of the form by the approving authority at least one day before the effective date.”

 

9.    APD Form 259 replaced employee’s SSN with unique ID number for identity theft purposes.

 

4.2.17         APD.SOP.6100 Planning and Research/Accreditation

 

1.   Throughout the directive, the CALEA 4th edition standards were revised to CALEA 5th edition standards.

 

2.   Section 3.2 was revised to include that the Accreditation Manager shall receive specialized accreditation manager training within one year of being appointed.

 

4.2.18         APD.SOP.6110 Chaplains

 

1.   To be in full compliance with CALEA standards 1.2.1 and 16.4.1, we added a new paragraph under section 4.1.6:

 

       A chaplain who is not already certified as an Atlanta police officer acquires no law enforcement powers or authority by virtue of becoming a chaplain.  In his or her role as chaplain, he or she has no supervisory authority over Department employees.

 

2.   In sections 4.2.2 and 4.3.4, the fax reference to “Director of Chaplaincy” was corrected.
