This order summarizes revisions to existing directives. The full text to all current directives can be found on the Horizon intranet site at “http://horizon”.
The Atlanta Police Department will keep its written directives up to date and promptly notify affected employees.
Bureau, division, and section commanders will implement these changes in their commands, making sure that affected employees are notified.
4.1.1 APD.SO.07.11 M&P40.40 Caliber Pistols
1. This directive was created to establish policy for the Department’s transition to the Smith and Wesson Model M&P40.40 caliber pistol.
4.1.2 APD.SOP.3042 Use of the Taser
1. This directive was created to lend guidance and establish procedure in the deployment and use of the Taser less lethal device.
4.1.3 APD.SOP.4080 Mounted Patrol Unit
1. This directive language was drafted using directives from other police departments around the country for reference.
4.1.4 APD.SOP.6033 Logistical Support Unit
1. This directive was written to implement the new responsibilities for the Logistical Support Unit that were formerly part of the Property and Evidence Control SOP.
2. This directive establishes the Logistical Support Unit’s responsibilities, which includes: issuing supplies to properly authorized APD employees; accounting for the Department’s supplies; maintaining a master inventory list for each cost center in the Department excluding computer hardware and software, digital and video cameras, radios, surveillance equipment, and vehicles; auditing all inventory; storing ammunition; and other tactical equipment assigned to its custody in a state of operational readiness.
4.2.1 APD.SOP.1020 Oath of Office and Law Enforcement Code of Ethics
1. This directive was revised to satisfy a new requirement in CALEA standard 1.1.2. The change is in section 3.4, requiring all employees to have ethics training biennially.
4.2.2 APD.SOP.1090 Inspections
1. Throughout the directive, CALEA 4th edition standards were change to CALEA 5th edition standards.
2. Throughout the directive, “Field Inspections Section” was changed to “Staff Inspections Unit”.
3. Section 4.2.6 was revised to explain the “Pre- Inspection Briefing” process.
4. Section 4.2.9 was revised to explain the “Post -Inspection Briefing” process.
5. Section 4.2.11was revised to explain the “final report” process.
6. Section 4.2.12 was revised to explain the affected commander’s responsibilities after the “Command Briefing”.
1. Revisions were made to Section 4.2.23 at the assessors request to more precisely reflect the language contained in the CALEA standard 22.2.7. The standard contains provisions for the presentation of employee identification up request.
4.2.4 APD.SOP.2020 Disciplinary Process
1. Revisions were made to Section 4.10.5 at the assessors request to more precisely reflect the language contained in the CALEA standard 1.3.8.
1. Section 4.5.3 was revised to include “Failure to complete the specialized training may result in the employee losing his specialized position. The employee may be allowed to re-take and pass the specialized training if the employee’s supervisor allows.”
2. Section4.5.4 was added and now says “Division, section and unit commanders will continually assess the training needs of officers in specialized positions. Supervisors will coordinate the training needs of specialized officers in their units with the Atlanta Police training academy.”
3. Section 4.15.2 was revised to include “Failure to successfully complete and pass mandated remedial training or training required as a result of the disciplinary process may result in additional disciplinary action or termination.” 4. Section 4.15.3 was added, stating “Remedial training and training required as a result of the disciplinary process will be scheduled as soon as practical by the training academy. The employee’s job status during this period will be determined based on policy and the decision of the chief of police.”
4.2.6 APD.SOP.2181 Workload Analysis and Personnel Allocation
1. This directive was revised to formalize changes made in the process, the definition of workload.
4.2.7 APD.SOP.3010 Use of Force
1. Section 4.2 was revised to state “An employee may use deadly force to apprehend a suspected felon only when:
(a) he or she reasonably believes that the suspect possesses a deadly weapon or any object, device, or instrument which, when used offensively against a person, is likely to or actually does result in serious bodily injury and when he or she reasonably believes that the suspect poses an immediate threat of serious bodily injury to the officer or others;
(b) or when there is probable cause to believe that the suspect has committed a crime involving the infliction or threatened infliction of serious physical harm (O.C.G.A. Section 17-4-20) and the employee reasonably believes that the suspect’s escape would create a continuing danger of serious physical harm to any person.
1. This directive was revised to include specific information on the additional weapons utilized by SWAT. There is also additional language clarifying the responsibilities for inspection and approval of less lethal weapons issued to sworn employees.
The SWAT related revision can be located at section 4.7. Also, section 4.4.1 and 4.5.1 now contains a reference to inspecting the O.C. Gas canisters and ASP batons prior to being issued to officers in accordance with CALEA standard 1.3.9c.
4.2.9 APD.SOP.3081 Crime Scene Investigation
1. Section 4.6.2 was revised to include the “Storing and Reproducing Digital and Conventionally Filmed Photographic Images” section.
2. Section 4.6.2 (1) was revised to include the “Storing Digital Photographic Images” section.
3. Section 4.6.2(2) was revised to include the “Reproducing Digital and Conventional Film/ Negative Photographic Images” section.
4.2.10 APD.SOP.3181 Emergency Operations Plan
1. Section 3.7 was revised to change the Training Section commander’s responsibility for coordinating the training of necessary employees on the Incident Command System and evaluating the effectiveness of that training from every three years to annually. This change will allow this Directive to be in line with CALEA 5th Edition Standard 46.1.9.
4.2.11 APD.SOP.4010 Traffic
1. Section 4.10.6 was changed and “officers who operate laser do not need to be re-certified” and officers who operate radar must be re-certified every three years” were added.
2. Section 4.18.3 was changed and the phrase “mechanical breakdown, or similar situation” was added for clarity.
4.2.12 APD.SOP.4011 Use of Tire Deflation Devices
1. Section 4.13.1 is revised to require that the supervisor’s administrative review is in writing and kept on file in SOS for three years.
2. Section 4.13.2 states “To ensure the effectiveness and proper use of Tire Deflation Devices, the Special Operations Section commander will be responsible for conducting an annual analysis of the device usage. The written annual analysis of Tire Deflation Device will be forwarded to the Chief of Police, the Field Operations Division, the Training Academy, and Planning and Research/Accreditation Unit.
4.2.13 APD.SOP.5130 License and Permits Unit
1. Sections 4.1, 4.2, 4.3, 4.4, and 4.5 removed redundant language and reorganized the action steps.
2. Section 4.2.3 was revised to state, “…. Any incomplete applications will be returned to the applicant for correction before the investigator accepts any portion of the application.”
3. Section 4.8.4, paragraph 1, section was revised to state, “Receive the ‘RED FLAG’ files, resulting from discrepancies found between the application and the file.”
4. Section 4.10.1 changed 18 years of age to 21 years of age…
4.2.14 APD.SOP.5220 Fraud Investigations
1. Section 3.1 was changed and “(CALEA 42.28a)” was added.
2. Section 4.1 was changed and “CALEA 42.2.8a)” was added.
3. Section 4.4.4 was changed and “CALEA 42.28c)” was added.
4. Section 4.4.5 was changed by adding “the Governor’s office or other law enforcement agencies” and “(CALEA 42.2.8d)” to the ordinance.
5. Section 4.8 was created and says “The Major Fraud Unit provides the public with information on the prevention of identity theft and other fraud related crimes. This information is provided through informational handouts at community meetings, civilian employee in-service, corporate training seminars and the Atlanta Police Department website.”
4.2.15 APD.SOP.6010 Communications
1. Section 2.1 changed noting the Communications Section as “a twenty-four (24) hour, seven (7) days a week operation.”
2. Section 2.3 – The Communications Section maintains an employee roster located on the Supervisor’s podium. The roster contains a residential telephone number of every employee within the police department as well as where the employee is assigned.
3. Section 3.3 added the following: The Communications Center has at least one supervisor on duty at all times.
4. Section 4.5.4 (paragraph 4) was revised to read, “…the operator will advise the officer to make a phone call to the appropriate phone number…” as the definition for Signal 20 has changed definition
5. Section 4.7 removed reference to TAC radio
6. Section 4.9.2 was revised to state that, “During SWAT's regular working hours, the SOS dispatcher will contact SWAT via radio and advise of the situation.
7. Section 4.9.3 was revised to state that, “During hours when SWAT units are not working, the Communications supervisor will contact the SWAT commander.”
8. Section 4.12 was revised to reflect the current practice for “officers to ask their Zone dispatcher for lookout information”
9. Section 4.19 updated the EMU maintenance system from SIMS to Site Lens.
10. Section 4.22.3 was revised to read,” A Major Incident Notification Form (APD-410)…. Copies of the form will be kept at the supervisor's position and is updated by the On Call list submitted by different units, containing confidential home and pager numbers for the command staff.
11. Section 5.10.1 was revised to read, “This format is on the back of the CADS Lookout Card, Form APD-601, which is only utilized when the CADS system is down and calls must be manually entered into the system.”
4.2.16 APD.SOP.6030 Property and Evidence Control
1. Throughout the directive, CALEA 4th edition standards were change to CALEA 5th edition standards.
2. Throughout the directive, “Evidence 2000” database was changed to “evidence database.”
3. Section 4.5.8 was revised to add the “Requesting Narcotics for Training Purposes”, which is required by new 5th edition CALEA standards. Form APD 520 (Transfer of Drug Contraband for Training form) was developed to assist in the implementation of this Section.
4. Section 4.5.8 was revised to add “Requesting Narcotics through DEA for Training”, which is required by new 5th edition CALEA standards.
4.2.17 APD.SOP.6140 Community Services Unit
1. The revisions include changing the name of the organizational component to Community Services Unit throughout and broadening the distribution of the annual report to include the Chief of Police, as required by CALEA standard 45.2.5.
