1.               PURPOSE

 

To establish the Audit and Compliance Unit in the Information Services Section.

 

2.               POLICY

 

The Atlanta Police Department will operate in an efficient and effective manner, consistent with existing directives, ordinances, laws and other legal mandates. To ensure compliance, efficiency, timeliness and accountability, quality control audits will be conducted to ensure appropriate actions have been taken during preliminary and follow-up criminal investigations.

 

To examine, assess, and measure the Department’s level of compliance with Departmental polices and procedures, and Uniform Crime Reporting guidelines. The Unit will audit the response to 911 calls for service, report writing, crime reporting, crime classification, reclassification, follow- up criminal investigation and clear-ups.

 

Audit and Compliance Unit employees will conduct audits in a fair, impartial, and objective manner, utilizing a constructive and positive approach.

 

3.               RESPONSIBILITIES

 

3.1              The Support Services Division (SSD) commander will determine the subject and scope of audits performed by the Audit and Compliance Unit.

 

3.2              The Information Services Section (ISS) commander will monitor the implementation of this directive.

 

3.3              The Audit and Compliance Unit commander will implement this directive.

 

3.4              Division, section and unit commanders are responsible for his or her subordinates’ performance and adherence to Departmental directives, including FBI Uniform Crime Reporting requirements.

 

4.               ACTION

 

4.1              Conducting Audits

 

4. 2             The Support Services commander or his or her designee will develop audit plans for general and specific audits. The plans will include:

 

4.2.1           Uniform procedures for general audits;

 

4.2.2           Detailed instructions for specific audits, identifying the scope, component, activity, operation, policy or procedure to be audited; and

 

4.2.3           Schedule for Audit and Compliance commander to post audit findings and written reports documenting the results of the audit.

 

4.3              The Audit and Compliance Unit commander will conduct the audits with minimal disruption to the component being audited. Audit and Compliance Unit employees perform their duties under the authority of and on behalf of the Chief of Police. Departmental employees will cooperate fully during all phases of an audit.

 

4.4              Audit methodology may consist of any or all of the following:

 

4.4.1           Reviewing the CADS system information and data;

 

4.4.2           Reviewing the CJIS system information and data;

 

4.4.3           Reviewing the ICIS computer system, computer software files, in-vehicle computers, and computer desktops;

 

4.4.4           Reviewing the FBI Uniform Crime Report clearance forms, reclassification requests, and incident reports;

 

4.4.5           Citizen callbacks and visits;

 

4.4.6           Site visits to FOD and C.I.D units;

 

4.4.7           Observations and analyses;

 

4.4.8           Inspection and validation of Departmental reports and other documents; and

 

4.4.9           Other methods consistent with Audit and Compliance Unit goals, objectives, mandates and orders.

 

4.5              Audit Teams

 

4.5.1           Audit teams will consist of one or more persons. The Audit and Compliance Unit commander will designate team leaders.  Audit and Compliance Unit employees will be versed in the matters that they are tasked to audit.

 

4.6              Reporting

 

4.6.1           The Audit and Compliance Unit commander will prepare written reports, detailing their findings.

 

4.6.2           Reports will be generated on a monthly basis for general audits, and within 30 days of the completion of a specific audit.

 

4.6.3           The Audit and Compliance Unit commander will inform the commander of the Information Services Section and the commander of the unit or section audited of any significant events or findings during the auditing process.          

 

4.6.4           After preparation, a copy of the report will be presented to the unit or section commander that was audited and to the SSD, ISS, and Planning and Research/Accreditation Unit commanders.

 

4.6.5           The Audit and Compliance Unit commander will provide for follow-up on recommendations to units.

 

4.7              Dissemination and Use of Reports

 

4.7.1           Audit reports and their contents will only be released to the commander of the unit or section audited, and its release will be under the authority of the Chief of Police or the Support Services Division commander, or their designee(s).

 

4.7.2           Audit team members will not discuss, release, or publish information gathered during the   course of an audit, except within the scope of their duties as an Audit team member.

 

5.               DEFINITIONS

 

5.1              General Audit: Audit of a section or unit outside the normal duties and responsibility of the unit or section commander and supervisors. General audits are to gauge and assess a unit or section’s conformance to and adherence with Departmental polices, procedures, mandates, and Uniform Crime Reporting guidelines during the course of everyday operations, management, and supervision. General audits are conducted under the authority of the Chief of Police.

 

5.2              Specific Audit:  Audit of a unit or section outside the normal duties and responsibility of the unit or section commander and supervisors. Specific audits are of a precise nature, focusing on an area, unit, or section where non-compliance, deficiencies, substandard performances or other concerns have been identified. Specific audits are conducted at the direction of the Support Services Division commander, under the authority of the Chief of Police.
