1.               PURPOSE

 

To identify and recognize Police Department employees and citizens for outstanding public safety services, achievements or actions.

 

2.               POLICY

 

The Atlanta Police Department will identify and recognize Police Department employees and citizens for outstanding public safety services, achievements or actions.

 

3.               RESPONSIBILITIES

 

3.1              Any employee or citizen may nominate an employee, citizen, or group for an appropriate Department award.

 

3.2              Supervisors have a particular responsibility to seek out and recognize excellence in their employees, co-workers, and citizens, as they contribute toward reaching the Department's goals.

 

3.3              Division and section commanders will implement this procedure in their commands.  They are authorized to give certain awards.

 

3.4              Members of review boards will review nominations carefully and recommend recognition of excellence with appropriate awards.

 

3.5              The Chief of Staff will monitor the awards process.

 

3.6              The Public Affairs Unit will publicize the awards process.

 

3.7              The Personnel Services Unit will maintain records on award recipients.

 

3.8              The Tactical Crime Analysis Unit will determine which zone had the greatest percentage of crime reduction compared with the same period of the previous year.  Tactical Crime Analysis will have thirty days following the end of each quarter to submit the results to the Assistant Chief of Police.

 

4.               ACTION

 

4.1              Nominations

 

4.1.1           Nominations for awards will be made by any person with knowledge of an act by an employee, citizen, or group that meets the criteria of this directive.  The nomination should be made on an Award Nomination Form (Form APD208), with additional documentation as appropriate.  When a citizen wants to make a nomination, any employee who is contacted by the citizen will assist with completion of the form.  Send the original through the chain of command to the approving authority or, in the case of Departmental awards, to the Chief of Staff.

 

4.1.2           The nominating party will also keep a copy.  If a citizen’s nomination was made by phone, a copy of the nomination form will be provided.

 

4.1.3           The Chief of Staff will monitor the flow of nominations and will publish a notification of the quarterly deadline for nominations at least once a quarter.

 

4.2              Review Boards

 

4.2.1           The Chief of Police will appoint a Commendations Review Board of seven members.  Each division commander has the option to appoint a board to advise him or her in approving nominations for awards.  The board will consist of sworn, civilian, and community members.  The appointing authority will designate the chairperson of the board.

 

4.2.2           Review board members will serve for a period of one year.  The terms will be staggered in order to ensure continuity on the board.

 

4.2.3           The board will meet monthly or at the call of the chairperson.  More than half of the members will be a quorum and may transact all business.  All members present can vote on issues, and the majority rules.

 

4.2.4           The board will consider the following in formulating its recommendation:

 

1.    The nomination itself;

 

2.    Incident report, if any;

 

3.    Supporting documentation, if any;

 

4.    Statements of witnesses, if any.

 

4.3              Processing Nominations

 

4.3.1           Review board chairpersons will forward recommendations on all nominations to the approving authorities by memoranda within thirty days of nomination.  The recommendation will include a brief synopsis detailing the events for which the award recipients are being honored.

 

4.3.2           The approving authority will review the board's recommendation and will decide whether to approve the award.

 

4.3.3           After approval by approving authorities, chairpersons will send original and supporting documents to Personnel Services Unit.

 

4.4              Records

 

4.4.1           The Personnel Services Unit will maintain the original and supporting documents of the approved nomination in an employee's personnel folder.  The Unit will also:

 

1.    Prepare a personnel order listing recipients and awards presented.

 

2.    File a copy of the order in each employee’s personnel folder.

 

4.4.2           Award recipients will be recognized on perpetual plaques, in photographs, or by other appropriate means in the following locations:

 

1.    Department awards, in the Office of the Chief.

 

2.    Division commendations, in the office of the division commander.

 

3.    Section commendations, in the office of the section commander.

 

4.5              Specifications for Individual Awards

 

4.5.1           Officer of the Year:  The Department will give an officer of the year award.  The award will recognize a police officer’s dedication to duty and service throughout the year combined with excellent police work performance.  The award will be presented in the form of a plaque and certificate.  Approving authority: Chief of Police

 

4.5.2           Investigator of the Year:  The Department will give an investigator of the year award.  The award will recognize an investigator’s dedication to duty and service throughout the year combined with excellent police work performance.  The award will be presented in the form of a plaque and certificate.  Approving authority: Chief of Police

 

4.5.3           Supervisor of the Year:  The Department will give a supervisor of the year award.  The award will recognize a police sergeant's or lieutenant's dedication to duty and service throughout the year combined with excellent police work performance.  The award will be presented in the form of a plaque and certificate.  Approving authority: Chief of Police

 

4.5.4           Sworn Manager of the Year:  The Department will give a sworn manager of the year award.  The award will recognize managers with the rank of captain and above for dedication to duty and leadership throughout the year combined with excellent police work performance.  The award will be presented in the form of a plaque and certificate.  Approving authority: Chief of Police.

 

4.5.5           Civilian Employee of the Year:  The Department will give a civilian employee of the year award.  The award will recognize a civilian employee for outstanding contributions, dedication to duty, and service throughout the year.  The award recognizes a combination of factors: service, spirit, good will, and excellent work performance.  The award will be presented annually in the form of a plaque and certificate.  Approving authority: Chief of Police

 

4.5.6           Civilian Supervisor of the Year:  The Department will give a civilian supervisor of the year award.  The award will recognize a civilian supervisor's dedication to duty and service throughout the year combined with excellent work performance.  The award will be presented in the form of a plaque and certificate.  Approving authority: Chief of Police

 

4.5.6           Department Commendation:  A certificate presented to an employee or citizen for an outstanding act or achievement which brings credit to the Department or City and involves performance above and beyond that which is required by the employee's basic assignment or citizen's responsibility.  Approving Authority:  Chief of Police

 

4.5.7           Division Commendation:  A certificate presented to an employee or citizen for an outstanding act or achievement which brings credit to the Department and involves performance above and beyond that which is required by the employee's basic assignment or citizen's responsibility.  Approving Authority:  Division Commander

 

4.5.8           Section Commendation:  A certificate presented to an employee or citizen who has performed highly commendable service such as bringing in truant children, maintaining immaculate uniform appearance and physical fitness, or has performed in an exemplary manner toward other objectives of the section.  Approving Authority:  Section Commander

 

4.5.9           Purple Heart:  An award presented to any officer of the Department who has been seriously, critically or fatally injured, under honorable circumstances, while in direct performance of police duty.  It will be presented in the form of a medal, ribbon bar, and a plaque.  Approving Authority: Chief of Police

 

4.5.10         Medal of Honor:  The Department's highest award is presented to an employee for an act of outstanding bravery or heroism by which the employee has demonstrated in great degree the characteristics of selflessness, personal courage, and devotion to duty.  It will be presented in the form of a medal, and ribbon bar, for officers and a plaque for civilian employees.  Approving Authority: Chief of Police

 

4.5.11         Meritorious Service Award:  The Department’s second highest award is presented to an employee for performing a lifesaving deed and/or some other act far beyond the call of duty.  It will be presented in the form of a medal, ribbon bar, and plaque for officers and a plaque for civilian employees or citizens.  Approving Authority: Chief of Police

 

4.5.12         The Judge Arthur Kaplan Community Service Award:  An award presented to employees and citizens who unselfishly demonstrate invaluable service to the community.  This award will be presented in the form of a plaque.  Approving Authority: Chief of Police

 

4.5.13         COBRA – Crime Reduction Award:  To identify, recognize and commend the Police Department’s zones and employees both quarterly and annually for reduction in Part I Index Crimes over the previous year.  This program is designed to recognize both the zone as a whole and the employees assigned to the zone.  Approving Authority: Chief of Police

 

4.5.14         The Dennis P. Mullen Lifetime Achievement Awards:  An award presented to an employee who having served with the Atlanta Police Department for a minimum of 25 years and is currently working or has retired in good standing has personified dedication, professionalism and outstanding service at every rank or position held throughout their career; is recognized and respected for their flawless character; whose devotion to duty, perseverance and accomplishments have decisively strengthened and enhanced APD’s services or operations and whose Lifetime Achievement was serving the City of Atlanta and its citizens beyond all expectations.  Approving Authority:  Chief of Police

 

4.6              Award Presentations

 

4.6.1           The Public Affairs Unit will coordinate quarterly and annual awards ceremonies at the Department level.  Awards should be given within 180 days from the time of the act.

 

4.6.2           Division commanders will present awards within 120 days from the time of the act.  They will notify Public Affairs at least seven days in advance of the presentation.  The Public Affairs Unit will monitor these ceremonies.

 

4.6.3           Section commanders will present awards within 120 days of the act.

 

4.6.4           The Public Affairs Unit will announce the Department and division awards and recipients in the daily bulletin.

 

4.6.5           SSD will purchase the awards; approving authorities will requisition the materials needed for their awards ceremonies.

 

4.6.6           Quarterly COBRA – Crime Reduction Award:

 

1.    An awards ceremony will be held each quarter where at least one zone shows a reduction in Part I crime over the same quarter of the previous year.  The zone having the largest decrease will be recognized as the award recipient. 

 

2.    All employees of the zone will be invited to attend.

 

3.    A plaque and a letter of commendation will be presented to the zone commander.  A copy of the letter of commendation will be placed in each sworn and civilian employee’s unit personnel file.  Each employee must have been assigned to the winning zone for at least two months of the quarter.

 

4.6.7           Annual COBRA – Crime Reduction Award:

 

1.    An awards ceremony will be held for each calendar year where at least one zone shows a reduction in Part I crime over the previous calendar year.  The zone having the largest decrease will be recognized as the award recipient. 

 

2.    All employees of the zone will be invited to attend.

 

3.    The Chief of Police will present the Annual COBRA - Crime Reduction Award plaque to the zone commander.  The plaque will be displayed in the zone precinct as a permanent symbol of the achievement of the zone personnel.

 

4.    An Annual COBRA – Crime Reduction Award certificate, signed by the Chief of Police will be presented to the zone commander, for display with the plaque.

 

5.    An Annual COBRA – Crime Reduction Pin will be presented to each employee of the zone to wear as a symbol of his or her contribution to reducing the crime rate.  Each employee must have been assigned to the winning zone for a minimum of six months during the calendar year.  Employees transferred, after serving the minimum six-month qualification period, will also be presented with a pin.  The zone commander will identify all employees eligible for the pin.

 

6.    The Annual COBRA – Crime Reduction Pin will be worn for twelve months from the date of issuance.  The pin will be worn on the right shirt pocket flap to the right of the nameplate.
