1.               PURPOSE

 

This directive establishes procedures for the implementation of Department and City provided benefits.

 

2.               POLICY

 

Sworn employees are eligible for a variety of Department and City provided benefits that are intended to provide incentives for employees.

 

3.               RESPONSIBILITIES

 

3.1              The SSD commander will monitor this process to ensure this directive is implemented in a timely manner.

 

3.2              The Human Resources Section commander is responsible for the administration of the Recruiting Incentive Bonus program.

 

3.3              The Personnel Services Unit commander is responsible for determining individual employees’ eligibility for the retention incentive bonus, processing officers’ signed agreements, arranging payment of money to officers, and collection of money if an officer leaves prior to the agreed-upon three years.

 

3.4              Sworn employees are responsible for applying to receive the bonus and for staying employed as a police officer with the Department for the agreed-upon three years.

 

4.               ACTION

 

4.1              Police Retention Payment Program

 

Sworn employees are eligible for a one-time $3,000.00 retention incentive bonus on their fifth anniversary as a sworn police officer with the City as provided in City Code Section 114-139.

 

4.1.1           Eligibility

 

1.    Sworn police officers are eligible for a $3,000.00 retention incentive bonus on their fifth anniversary as a sworn police officer with the City.

 

2.    Officers who have attained five or more years of service with the City as a police officer prior to January 1, 2000 are not eligible.

 

3.    Officers become eligible for the retention incentive bonus on their fifth anniversary of being sworn in with the City as a police officer and remain in a state of eligibility for a period of one year following that anniversary date.

 

4.    Officers who attained five years of service as a police officer with the City after January 1, 2000 and who are beyond their sixth anniversary of service will remain eligible for the retention incentive bonus until December 31, 2003.  For these officers, the three-year period will begin on their fifth anniversary of sworn service and end on the eighth anniversary.

 

5.    Officers who apply for the retention incentive bonus must be in good standing, have a current “satisfactory”, “effective” or higher evaluation and must sign an agreement to remain with the City of Atlanta Police Department for an additional three years.

 

4.1.2           Obtaining the Retention Incentive Bonus

 

1.    Eligible police officers will obtain a copy of form APD-231 “Retention Incentive Payment Agreement” from the Personnel Services Unit, and will sign a receipt form acknowledging they have received the agreement and the time constraints pertaining to that agreement.

 

2.    The Personnel Services Unit will determine eligibility and notify the employee in writing.

 

3.    Eligible police officers must sign form APD-231 “Retention Incentive Payment Agreement” in order to receive the Retention Incentive Bonus. The Personnel Services Unit will process the forms in a timely manner to ensure that eligible employees receive their Retention Incentive Bonus.

 

4.1.3           Conditions of employment after receiving bonus

 

1.    The officer, upon signing the form, agrees to work for the Atlanta Police Department for a three-year period beginning on the effective date of the agreement.  The effective date is when the completed agreement is received by the Personnel Services Unit. 

 

Note: The ending date of the agreement depends on when the officer submits the completed agreement.

 

2.    The officer agrees that, if he or she voluntarily or involuntarily leaves the employment of the City of Atlanta Police Department before the completion of the three year period set out in the Agreement, then he or she will repay the City as follows:

Leaves after the first year but prior to the end of the second year of the agreement

 

$2000.00

Leaves after the second year but prior to the end of the third year of the agreement

 

$1000.00

 

3.    Should the officer fail or refuse to remit the payment as set forth in Section 4.3.2, such funds may be withheld or deducted from the officer’s pension refund as provided in Section 6-222(s) of the Related Laws Section of the Charter and Code of the City of Atlanta.

 

4.2              Prior Police Experience Salary Adjustment

 

4.2.1           Applicants with (1) one or more years of prior law enforcement experience, who were employed by a state accredited agency, may qualify for additional pay.

 

1.    This pay is based upon the population of the municipality in which the applicant served, and the key job elements of the primary work assignment.

 

2.    One step is granted for each year of service, up to (5) five years. One step is approximately equivalent to $1,000.00 dollars.

 

4.3              Physical Fitness Examinations

 

4.3.1           The Department requires medical physical fitness examinations in certain situations, to include but are not limited to: persons seeking employment as police officers; fitness for duty evaluation; and for certain specified specialized assignments.

 

4.3.2           A medical physical fitness exam that is required by the Department will be provided at no charge to the employee. (CALEA 5th ed. standard 22.3.1)

 

4.4              Recruiting Incentive Bonus

 

4.4.1           Employees are eligible to receive up to $500 for each person they refer for employment as a police officer with the Department, subject to funds being available through the Atlanta Police Foundation.

 

4.4.2           Eligibility

 

1.    All permanent, full time employees may be eligible to receive the recruiting incentive bonus.

 

2.    Employees must have a current “satisfactory”, “effective” or higher evaluation.

 

3.    Employees must satisfactorily complete Form APD 267 Employee Referral Form for each person. The referred person must complete Form APD 268 Applicant Questionnaire.

 

4.    Employees who are assigned to the Recruitment Unit, the Training Academy, or otherwise involved in the hiring and/or training process, are not eligible.

 

5.    Employees who refer a person previously employed by the Department or currently employed by the City of Atlanta are not eligible.

 

4.4.3           Obtaining the Recruiting Incentive Bonus

 

1.    Employees who refer a person for employment as a police officer must contact the Recruitment Unit and complete Form APD 267 Employee Referral Form for each applicant.

 

2.    The Human Resources Section commander is responsible for the administration of the Recruiting Incentive Bonus program and will:

 

a.    Ensure that the referred person completes Form APD 268 Applicant Questionnaire; and

 

b.    Determine which employees are eligible for receiving the recruiting incentive bonus.

 

4.4.4           The Chief of Police, or his or her designee, will determine which employees receive the recruiting incentive bonus, to be determined as follows:

 

1.    $200 after the referred person’s first full day of employment.

 

2.    An additional $300 after the referred person completes training and graduates from the Training Academy.

 

5.               DEFINITIONS

 

5.1              Police Retention Bonus Program:  A program designed to offer a retention incentive payment to certain sworn police officers who agree to remain with the City of Atlanta for a specified period of time.
