To establish the policies and procedures for conducting zone level investigations of larcenies.
3.1 The Larceny
Unit will receive, screen, and classify all larceny reports for solvability
factors. 3.2 The zone commander is responsible
for implementing this program in the zone. Each zone must develop and
implement strategies for combating larcenies. 3.3 The FIT Team supervisor will
supervise the analysis and investigation of larcenies assigned to the zone
and will ensure that victims are contacted. 3.4 The senior patrol officer assigned
to larceny investigation is responsible for reviewing each larceny report
and for developing strategies for solving them or for preventing them in the
future. 3.5 The FIT team will assist the SPO's
in the analysis and investigation of larcenies and in intervening in
patterns of crime.
4.1 The Larceny Unit will ensure that each victim of a class “D" report is sent a form APD-120 (Larceny Unit victim notification).
4.2 When a class "D" larceny report is
received at the zone precinct, the FIT team supervisor will log the report
on the Case Assignment Record (form APD-125) by UCR number. The supervisor
will then indicate who the report was assigned to (i.e., SPO or beat
officer). 4.3 The SPO will log each report
received and the status of the victim contact on the Case Assignment Record
(form APD-125). 4.4 The supervisor and SPO will review
the reports, analyze patterns, and begin to develop strategies for
investigating the crime or intervening in patterns. 4.5 The beat officers will be assigned
all reports for larcenies where the victim is a small business or resident
on their beat. The beat officer will make an attempt to contact the victim
and note this on his daily log sheet by complaint number. If more
information is received and an arrest is made, then the beat officer will
contact the SPO, who will complete the necessary clear-up paperwork. After
seven days if no more information can be obtained, the beat officer will
return the report to the SPO and the investigation will be
suspended. 4.6 SPO's will organize and conduct the
investigation on all reports not given to the beat officers. The FIT team,
beat officers, crime analyst, and police security inspectors will assist in
the investigation of cases and intervention of crime patterns. 4.7 The assigned beat officer or FIT
SPO will contact victims of "D" larcenies, within the city in person or by
telephone without delay. If contact cannot be made at a business or
residence, then the officer will leave a business card notifying the victim
that an attempt was made to contact them and how to get in contact with the
officer. Any victims residing outside of the city but within the local
calling area, will be contacted by phone, and all others by postcard only.
4.8 Zone personnel will keep a log of
all calls from larceny victims, showing the nature of the call and to whom
the information or request was given. 4.9 SPO's will seek additional
information from the beat officers, crime analyst, crime prevention
officers, and FIT team. When victims or witnesses are unable to furnish
complete information during the initial contact, followup contact will be
made after several days, to obtain additional information. 4.10 SPO's will work closely with the
zone crime analyst to determine if a crime pattern exists or when a suspect
is identified or is associated with any other unsolved crimes. 4.11 SPO's will check the suspect's
criminal history and interrogate suspects as soon as possible. The SPO will
obtain arrest and search warrants whenever evidence suggests that property
may be recovered or that the suspect is the perpetrator. 4.12 SPO's will document the designed
strategies for investigation or other action, and the cases cleared by
arrest on the Case Assignment Record (form APD-125). This information will
be included on the SPO's Monthly Activity Report (form APD-115) and given to
the FIT team supervisor. 4.13 During investigations, cases which
become too complex, time consuming, or require travel outside the City, will
be returned to the Larceny Unit where the investigation will be
completed. 4.14 During investigations, when cases are found to involve other types of crime, the SPO will fill out a Change of Status Report and send it to Central Records to be reviewed for reclassification.
4.15 During investigations that lead to a
clear-up, the SPO will complete a Clear-up Report and a Recovery Report if
any property is recovered. 4.16 Class "D" reports will remain open
for seven days or longer with the supervisor's approval. At that time, the
SPO will either clear or inactivate the report and turn it into the FIT team
supervisor. 4.17 SPO's will notify the Larceny Unit
when a final disposition has been made on a report, by sending them a copy
of the clear-up report. 4.18 The Larceny Unit will assist and train the zone SPO's as necessary and will hold a meeting with all of them monthly to discuss cases, patterns, and results.
4.19 The Larceny Unit will report monthly
on the distribution and results of "D" cases by zone.
