4.1.1 Election of the Board of Directors

This directive establishes the guidelines and operating procedures for the Atlanta Police Club.
The Atlanta Police Department (APD) will provide for the establishment and creation of an association for benevolent purposes among the employees of the department in accordance with City Ordinance 98-43. This association is known as the Atlanta Police Club.
3.1 The Chief of Police will provide an opportunity for an annual election of a Board of Directors for the Atlanta Police Club.
3.2 The Support Services Division Commander will oversee the operation of the Atlanta Police Club.
3.3 The Board of Directors of the Atlanta Police Club will direct the use of its revenues for purposes that benefit all APD employees.
4.1.1 Election of the Board of Directors
1. Five trustees or directors of the Atlanta Police Club will be elected from the employees of the Atlanta Police Department.
2. The Support Services Division Commander will hold an annual election for the selection of the Board of Directors of the Atlanta Police Club.
3. The members of the Board of Directors will serve for a period of two years. In order to ensure continuity on the board, the terms will be staggered. In the first year of operation, five board members will be elected; thereafter, three successors will be elected in the even numbered years and two successors during the odd numbered years. If a member resigns or otherwise leaves the committee, the remaining members will ensure a suitable replacement is named. The replacement will only serve the remaining time left on the resignee’s term, unless re-elected in the next election.
1. Nominations will be accepted from any Atlanta Police Department employee.
2. Nominations will be in writing and submitted to the Support Services Division (SSD) Commander within thirty days of the election.
3. Board of Director Nominees can be either sworn or civilian. The SSD Commander will encourage a board consisting of sworn and civilian members.
4. The names of the nominees will be published and placed on the election ballot.
5. In the event no nominations are received appointments to the board will be made at the discretion of the SSD Commander or his/her designee.
1. The Board of Directors members will direct the use of revenue from the Atlanta Police Club.
2. The Board of Directors will create by-laws to establish policies concerning the operation of the Atlanta Police Club.
3. The Board of Directors will meet at the call of the chairperson. More than half of the members will be a quorum and may transact all business. All members present can vote on issues, and the majority rules. In the case of a split vote, the SSD Commander will cast the deciding vote.
4. The Board of Directors will designate the chairperson of the board.
5. The chairperson or his or her designee will assume responsibility for all revenue from the Atlanta Police Club, to include but not limited to, bookkeeping and the completion and timely submission of all financial reports.
1. Upon notification the Atlanta Police Club will provide a retirement plaque for sworn and non-sworn employees who retire from the department. 2. Retirement plaques for departmental employees who retire with 15 or more years of credited service will be provided by the Atlanta Police Club free of charge. Current cost for an APD retirement plaque with our present vendor is $70.00.
3. Employees who retire with 10-14 years of credited service may order a retirement plaque through the Atlanta Police Club but will be responsible for payment. Current cost for an APD retirement plaque with our present vendor is $70.00.
4. In the event of the death of a departmental employee and /or a member of the employee’s immediate family, the Atlanta Police Club will provide flowers.
5. When an officer or civilian is killed in the line of duty, a floral in the shape of the Atlanta Police Badge will be sent. The floral arrangement will be in the shape of an Atlanta Police Badge in white carnation flowers with blue border and the word “HONOR” in place of badge number. The estimated cost for this floral is approximately $300.00.
6. Upon the death (non line of duty) of an active sworn employee, civilian employee, retired officer or retired civilian, a floral spray stand will be sent. The cost for this stand is $100.00 for an active employee and $60.00 for a retired officer or civilian.
7. Upon the death of an immediate family member (father, mother, grandparents, children, and siblings) of an employee of the Atlanta Police Department, a Peace Lilly will be sent. The cost for this Peace Lilly will be $45.00.
8. The Atlanta Police Club Board has chosen Gresham Park Florist as the florist to use when ordering flowers for the Atlanta Police Club on behalf of the Atlanta Police Department.
9. The Atlanta Police Club will operate the club store and keep it stocked with APD related merchandise for sale.
10. The Atlanta Police Club may set up a booth at local law enforcement conferences and other events approved by the Support Services Division Commander, in order to sell APD related merchandise.
1. All revenues collected from vending machines located in police facilities will be deposited into the Atlanta Police Club account.
2. All revenues generated from the Atlanta Police Club store will be deposited into the Atlanta Police Club account.
3. All revenues generated from outside sales at seminars, conferences etc will be deposited into the Atlanta Police Club account.
1. The Board of Directors will prepare and submit a monthly financial report to the Chief of Police and the Support Services Division Commander.
2. These financial reports will include beginning and ending balances to include a detailed breakdown of all deposits and expenditures.
4.2.4 The Atlanta Police Club is authorized by the Atlanta Police Department to use the actual and/or likeness of the official Atlanta Police Department patch on all APD related merchandise offered for sale.
4.2.5 The Chief of Police or his/her designee will have final approval of all new APD related merchandise to be offered for sale.
5.1 APD Related Merchandise: Any item bearing the patch, logo and/or name of the Atlanta Police Department.
