Ambassador Testing

1.               PURPOSE

 

The intent of this directive is to establish guidelines for the administration of the ambassador exam to vehicle for hire drivers within the City of Atlanta.

 

2.               POLICY

 

The Division of Taxicabs and Vehicles for Hire (DTVH) will establish and adhere to practices and policies for the administration of the ambassador exam to vehicle for hire drivers within the City of Atlanta.

 

3.               RESPONSIBILITIES

 

3.1              It is the responsibility of the DTVH director to ensure that all employees assigned to DTVH will be aware of the ambassador testing policies and procedures.

 

3.2              It is the responsibility of DTVH supervisors to ensure that officers and administrative staff in their command adhere to the DTVH established procedures.

 

3.3              It is the responsibility of all employees assigned to DTVH to be aware of controlling policy and practice and to adhere to established policy in the completion of their assigned duties.

 

4.               ACTION

 

4.1              Ambassador Testing Procedures

 

4.1.1           Tests will be stored in a secure area under lock and key in VFH Administrator’s Office.  All tests will be signed in and out by VFH Administrator using a sign in/out manifest.

 

4.1.2           Each test will be individually numbered, and the test numbers will be recorded on the master sign-in list.  Master lists will remain on file in the VFH Administrator’s Office for 24 months following the examination date. 

 

4.1.3           Tests will be modified every three testing cycles.  Tests may be modified more random for any reason.  Besides the original test which is attached to the master sign in list, all numbered test copies shall be shredded.  A destruction manifest will be created documenting that each individual copy has been destroyed and signed by the VFH Administrator.  This destruction manifest shall be kept on file in the VFH Administrator’s Office, with a copy stored in the Director’s Administrative Asst.’s Office. 

 

4.1.4           The original test (only one) will have its creation or modification date typed on the upper right hand corner of the test.  It is not necessary to have this information on the tests distributed to applicants.  The original test and its answer key will be attached to the master sign in sheet and stored in the VFH Administrator’s Office. 

 

4.1.5           Applicants shall be present at the training facility no later than 15 minutes prior to testing.  Testing shall begin promptly at scheduled time.  Individuals arriving later than 15 minutes prior to testing will not be allowed to test.  Applicants shall not be allowed to exit the testing facility prior to both parts of the tests being completed and collected.  Applicants should be advised to use the restroom prior to entering the testing facility. 

 

4.1.6           All testing materials will be provided for applicants.

 

4.1.7           Applicants may not be allowed to enter testing facility with any items (i.e.: school bags, purses, cellular phones, papers, etc.).

 

4.1.8           Applicant sign in sheets shall have the applicant’s name, driver’s license number, training facility, and company affiliation information pre-typed on the master sign in sheet.  This information shall be provided during the driver’s registration prior to their testing date.

 

4.1.9           Applicants will be required to surrender their driver’s licenses when issued a test.  In addition, each applicant shall sign a roster verifying that they received the individual numbered test.  Once test numbers have been verified by applicant and proctor, the test shall be placed face down until the proctor gives the instruction to begin testing.  Applicant’s driver’s licenses shall be returned at the completion of both tests. 

 

4.1.10         Tests shall be graded, within 3 days from the examination date, not including weekends.  Test scores shall be entered into a database, printed, and a copy shall be stored in the administrative area by 12:00pm on the 3rd day.  A copy of the scores shall also be attached to the master sign in sheet.  An additional copy shall be stored in VFH Administrator’s Office.

 

4.1.11         A maximum of 30 applicants may be tested at one time.  All tests will be conducted with a minimum of two proctors, including the tester.  The additional proctor must be a sworn officer or DTVH enforcement officer.  If an applicant misses their testing date, they will be placed at the bottom of the list of applicants waiting to be tested.

 

4.1.12         Applicants caught cheating on or during testing will be disqualified from the process for one year.
