Airport Section Volunteer Overtime Guidelines

1.               PURPOSE

 

The purpose of this section command memorandum is to establish procedures for the Atlanta Police Department Airport Section to utilize Voluntary Overtime. 

 

2.               POLICY

 

                  It is the policy of the Atlanta Police Airport Section to utilize authorized voluntary overtime for reduction of crime, assist in the movement of pedestrian/vehicular traffic and to bolster law enforcement visibility during times of elevated Homeland Security alerts. 

 

                  Voluntary overtime will be in additional to the scheduled 160-hour work period and all hours worked on voluntary overtime will be paid whether or not an employee takes leave time during the 28-day work period.  Any leave taken during the work period will affect the number of hours paid at the overtime rate.  Employees working voluntary overtime will receive straight time for the total hours worked between 160 and 171.  In accordance with F.L.S.A. guidelines, actual hours worked over 171 during the 28-day work period will be compensated at the overtime (time and one-half) rate. 

 

3.               RESPONSIBILITIES

 

3.1              It is the responsibility of each Watch Commander:

 

1.    to assign employees to their respective work assignments.

 

2.    to answer questions and resolve any concerns related to voluntary overtime issues.  If questions or conflicts cannot be resolved at this level, the Section Commander will resolve them.

 

3.    to ensure sergeants are available to supervise employees working voluntary overtime.  A sergeant may work a slot designated for an officer if a vacancy exists, and there are no officers approved to work overtime on the particular shift. 

 

3.2              It is the responsibility of each Supervisor to enforce the guidelines established in this section command memorandum with employees in their respective chain of command. 

 

3.3              It is the responsibility of each employee:

 

1.    who signs up to work voluntary overtime to request an assignment from the watch supervisor.  

 

2.    to notify the on duty supervisor at least thirty (30) minutes in advance if he/she is unable to work approved voluntary overtime.       

 

3.    to adhere to the stated guidelines. 

 

4.               ACTION

 

4.1              Employees will only be allowed to work voluntary overtime in Class A uniform, or the bicycle uniform if assigned to bicycle patrol.  A plan of action must be submitted to the Section Commander detailing the need for plain-clothes operation.  The Section Commander must approve the plan prior to employees working in plain clothes. 

 

4.2              Each watch commander will assess his/her watch's need for voluntary overtime based on crime analysis/personnel shortages.  Watch commanders must use discretion in assessing their needs.  Should the watch have sufficient on-duty officers or supervisors to accomplish all functions then voluntary overtime will not be scheduled.  Employees assigned to work voluntary overtime will have specific duties to perform.  They must have an assignment.

 

4.2.1           The weekly schedule will contain a location, time period to be filled and slots for sergeants, officers, and traffic control inspectors.

 

4.2.2           The weekly schedule will be posted in the Day Watch, Evening Watch, and Morning Watch Supervisor offices to allow employees the opportunity to sign-up to work voluntary overtime.  

 

4.2.3           The Day Watch, Evening Watch, and Morning Watch supervisors will ensure the completed Voluntary Overtime Sign-up sheets are turned in to the Administrative Unit by the end of each week.  The voluntary overtime sheets will be maintained for three (3) years, in accordance with records retention.    

 

4.3              Sergeants working voluntary overtime will work as a patrolling supervisor, visible in the terminals, concourses and Automated People Mover train system (APM).  On duty supervisors will handle all other required job functions.  In the event of an emergency the on duty supervisor will be in charge.

 

4.3.1           Sergeants working voluntary overtime will be allowed in the precinct for only brief periods to conduct business but the majority of his/her time must be as a patrolling supervisor.

 

4.4              An on-duty supervisor will contact airport communications and give specific work assignments and radio numbers of units working voluntary overtime. Each unit working voluntary overtime will respond to calls for service in their assigned area of responsibility, or where needed if dispatched. 

 

4.5              A supervisor, on-duty or one working voluntary overtime, will document on their work sheet the time and location they personally observed the officers on their assignments working voluntary overtime.

 

4.6              Employees scheduled to work voluntary overtime will report to the on-duty supervisor or the sergeant working voluntary overtime for a briefing and inspection.

 

4.6.1           Employees working voluntary overtime will immediately report to his/her assigned position.  The parking of personal vehicles or meal breaks will only be allowed at the discretion of the on duty supervisor or sergeant working voluntary overtime.

 

4.6.2           Officers working voluntary overtime will only leave his or her assigned position when answering calls for service, responding to an emergency situation or when directed to do so by a supervisor.

 

4.7              Employees will sign-up for voluntary overtime in advance on the Day, Evening, or Morning watch’s voluntary overtime signup sheet. Employees will write their own names on the sign-up sheet to work a specific assignment.  Visibility is a required.  Employees will not be allowed to work voluntary overtime unless there is an open assignment. 

 

4.8              The number of hours available to work voluntary overtime will be determined by the Section Commander.  An employee cannot work more than a combined total of 130 hours on duty scheduled employment for the Department, including voluntary overtime, and extra job employment in any two-week period.  The two-week pay periods correspond with Department pay periods.  The Field Operations Division Commander must approve any exceptions to these limitations in advance.  Voluntary overtime is on duty-scheduled employment.

 

4.9.1           Employees are allowed to work ten (10) voluntary overtime hours per week or a cumulative twenty (20) hours per 14 day pay period. 

 

4.10            Employees are prohibited from working more than 16 hours in a 24-hour period.

 

4.10.1         The employee's Watch Supervisors must approve employees to work one off day per week for a maximum of 8 hours toward their maximum.

 

4.10.2         Sworn employees assigned to in-service training or any other training will not be allowed to work voluntary overtime.

 

4.10.3         Sworn employees are not permitted to work voluntary overtime in conjunction with leave time, such as, vacation, sick leave, and compensatory time on the same day.

 

4.10.4         Sworn employees cannot work voluntary overtime if they are assigned to work a special detail away from their regular assignment.

 

4.11            Traffic Control Inspectors who use leave time during the workweek in which authorized overtime was worked, will be paid at straight time rate for those affected hours.

 

4.11.2         Traffic Control Inspectors’ overtime will be prepared on a Departmental Overtime Use Report at the end of each 14-day pay period.  The supervisor approving the overtime must sign this form.

 

4.12            The Voluntary Overtime Time Sheet will be completed, and signed by the employee, and the on- duty watch supervisor.  Any Voluntary Overtime form not properly completed or signed will result in delayed payment.

 

4.13            Voluntary Overtime Time Sheets are timekeeping documents and Departmental Rules and Regulations and policies will govern their use.  A copy of the Voluntary Overtime Time Sheet is attached.  The employee is required to swipe into Kronos (timekeeping system) before and after working voluntary overtime. 

 

4.14            Approval to work voluntary overtime will be based upon the following criteria: employee’s job performance; employee’s productivity; complaints against the employee; abuse of sick leave; and any other factors that may adversely affect the employee or the Department.

 

4.15            Employees privilege to work voluntary overtime may be revoked if the employee is found off an assigned position or late reporting to work for voluntary overtime, or does not report to work, or call thirty (30) minutes in advance to tell the Watch Supervisor he or she is not able to work.

 

4.16            These guidelines are subject to change as circumstances dictate.
