Driver Permit / Renewal / Transfer Process

1.               PURPOSE

 

The intent of this directive is to establish procedures and guidelines concerning issuing driver permits, renewals, and transfers. 

 

2.               POLICY

 

The Atlanta Police Department will issue, renew and transfer driver permits in compliance with Atlanta City Code Chapter 162.

 

3.               RESPONSIBILITIES

 

3.1              The VFH Administrator will ensure compliance with this written directive.

 

3.2              Supervisors are responsible for overseeing initial driver permit issuance, renewal, and transfers occurring during their watch.

 

3.3              Administrative staff personnel are responsible for ensuring that all required application paperwork is collected, along with collecting all required fees.   

 

4.               ACTION

 

4.1              Initial Driver Permit Issuance

 

4.1.1           Verify that applicant is at least 18 years of age.

 

4.1.2           Ensure that applicant possesses a valid driver’s license, for the State of GA, which has been held for a minimum of one year prior to the application.  In addition, ensure that the driver’s license is not limited as defined in O.C.G.A. 40-5-64.

 

4.1.3           Ensure that applicant has been a resident, for at least one year immediately preceding the date of application, of the State of GA.

 

4.1.4           Ensure that a copy of the applicant’s proof of citizenship is on file.  In addition, the proof of citizenship must be verified through the Homeland Security law enforcement help desk.  The date, time, and verifying Homeland Security agents name must be written on the proof of citizenship document.  The VFH employee shall also initial his/her name on the document as well.     

 

4.1.5           Ensure that the applicant’s name is equivalent on all documents.

 

4.1.6           Fingerprint applicant.

 

4.1.7           Ensure that the applicant completes a background consent form.

 

4.1.8           Ensure that the applicant has a certified motor vehicle record (MVR) for the past seven years.

 

4.1.9           Ensure that an original company card, from the company that the applicant will be affiliated with, is attached.  The words “New Driver” shall be entered into the area requesting the CPNC number. 

 

4.1.10         Annotate Roster with applicant name for English Proficiency Test. Advise applicant of days and times for testing available.

 

4.1.11         Collect fees for fingerprinting and notate payment on new applicant’s documentation checklist.

 

4.1.12         Ensure that the applicant has passed the English proficiency examination.

 

4.1.13         Ensure that the applicant has completed the Ambassador training course and successfully passed the Ambassador examination.

 

4.1.14         Enter applicant information and permit fees paid into Police Central database. 

 

4.1.15         Print out the new driver permit and laminate it. 

 

4.1.16         Make a copy of the new permit, along with the driver’s license, for the file.  The copy of the new permit should be at the top of the page.

 

4.1.17         Staple all the paperwork together in the following order:

 

1.    Copy of new driver’s permit, along with the driver’s license.

 

2.    Completed and Initialed Applicant documentation Checklist

 

3.    Proof of citizenship

 

4.    Consent Form

 

5.    Background Check

 

6.    Motor Vehicle Record

 

7.    Fingerprint Card

 

8.    Company Card

 

4.1.18         Place driver file in basket for daily review.

 

4.2              Driver Permit Renewal

 

4.2.1           Verify that applicant is at least 18 years of age.

 

4.2.2           Ensure that applicant possesses a valid driver’s license, for the State of GA, which has been held for a minimum of one year prior to the application.  In addition, ensure that the driver’s license is not limited as defined in O.C.G.A. 40-5-64.

 

4.2.3           Ensure that applicant has been a resident, for at least one year immediately preceding the date of application, of the State of GA.

 

4.2.4           Ensure that the applicant has completed annual training for the current calendar year.

 

4.2.5           Ensure that a copy of the applicant’s proof of citizenship is on file.  In addition, the proof of citizenship must be verified through the Homeland Security law enforcement help desk.  The date, time, and verifying Homeland Security agents name must be written on the proof of citizenship document.  The VFH employee shall also initial his/her name on the document as well.     

 

4.2.6           Ensure that the applicant’s name is equivalent on all documents.

 

4.2.7           Fingerprint applicant.

 

4.2.8           Ensure that the applicant completes a background consent form.

 

4.2.9           Ensure that the applicant has a certified motor vehicle record (MVR) for the past three years.

 

4.2.10         Ensure that an original company card, from the company that the applicant will be affiliated with, is attached.  Each driver must be associated with a specific CPNC number.  If an applicant cannot find a CPNC to use, or is simply renewing his/her driver’s permit, but does not actively drive, the words “Inactive Driver” shall be entered into the area requesting the CPNC number. 

 

4.2.11         Ensure that the applicant has completed the annual training course.  Training will be acceptable if it was completed within the current calendar year.

 

4.2.12         Ensure that applicant information in the Police Central database is updated with correct information. 

 

4.2.13         Ensure that all outstanding driver fines have been paid.                        

 

4.2.14         Ensure that driver is not a habitual violator, as defined in Atlanta City Code 167-77(9).

 

4.2.15         Enter permit fees and all fines paid into Police Central database. 

 

4.2.16         Print out the new driver’s permit and laminate it. 

 

4.2.17         Make a copy of the new driver’s permit, along with the driver’s license, for the file.  The copy of the new permit should be at the top of the page.

 

4.2.18         Staple all the paperwork together in the following order:

 

1.    Copy of new driver’s permit, along with the driver’s license.

 

2.    Completed and Initialed Applicant documentation Checklist

 

3.    Proof of citizenship

 

4.    Consent Form

4.2.19         Place driver file in basket for daily review.

 

4.2.20         Driver files shall be reviewed for compliance with the Atlanta City Codes by the Office Manager.

 

4.3              Change of Company Affiliation

 

4.3.1           Verify that applicant is at least 18 years of age.

 

4.3.2           Ensure that applicant possesses a valid driver’s license, for the State of GA, which has been held for a minimum of one year prior to the application.  In addition, ensure that the driver’s license is not limited as defined in O.C.G.A. 40-5-64.

 

4.3.3           Ensure that applicant has been a resident, for at least one year immediately preceding the date of application, of the State of GA.

 

4.3.4           Ensure that the applicant has completed annual training for the current calendar year.

4.3.7           In case of applicants changing company affiliation when renewing, fingerprint applicant.

 

4.3.8           Ensure that the applicant completes a background consent form.

 

4.3.9           Ensure that an original company card, from the company that the applicant will be affiliated with, is attached.  Each driver must be associated with a specific CPNC number.  If an applicant cannot find a CPNC to use, or is simply renewing his/her driver’s permit, but does not actively drive, the words “Inactive Driver” shall be entered into the area requesting the CPNC number. 

 

4.3.10         Ensure that applicant information in the Police Central database is updated with correct information. 

 

4.3.11         Ensure that all outstanding driver fines have been paid. 

 

4.3.12         Ensure that driver has a transfer letter.  If the driver does not have this letter, notify the driver’s current company that a transfer letter must be sent to the Bureau within 3 days.  Continue to process the driver as though they have the transfer letter. 

 

4.3.13         Make a note of the date and time that the phone call, notifying the driver’s previous company that he/she was transferring, on the documentation checklist.                

 

4.3.14         Ensure that driver is not a habitual violator, as defined in Atlanta City Code 162-77 (9).

 

4.3.15         Enter permit fees and all fines paid into Police Central database. 

 

4.3.16         Print out the new driver’s permit and laminate it. 

 

4.3.17         Make a copy of the new driver’s permit, along with the driver’s license, for the file.  The copy of the new permit should be at the top of the page.

 

4.3.18         Staple all the paperwork together in the following order:

4.3.19         Place driver file in basket for daily review.

 

4.3.20         Notify inspection station supervisor, through email, of the driver change of company affiliation. 

 

4.3.21         Driver files shall be reviewed for compliance with the Atlanta City Codes by the Office Manager.

 

4.4              Driver Permit Transfer

 

4.4.1           Verify that applicant is at least 18 years of age.

 

4.4.2           Ensure that applicant possesses a valid driver’s license, for the State of GA, which has been held for a minimum of one year prior to the application.  In addition, ensure that the driver’s license is not limited as defined in O.C.G.A. 40-5-64.

 

4.4.3           Ensure that applicant has been a resident, for at least one year immediately preceding the date of application, of the State of GA.

5.               DEFINITIONS

 

5.1              Proof of Citizenship:  Birth Certificate, Certificate of Naturalization, Permanent Residence Card, or Employee Authorization Document. 

 

5.2              Driver Permit:  Permit authorizing an individual to operate a vehicle for hire. 

 

5.3              Change in company affiliation:  Driver voluntarily changing company affiliation

 

5.4              Transfer:  Driver involuntarily changing company affiliation.
