Fugitive Unit Administrative Pick-Up Procedure

1.               PURPOSE

 

It is the purpose of this command memorandum to ensure all personnel sworn and non-sworn assigned to the Fugitive Unit follow establish procedures regarding fugitive pick-ups and log-ins to ensure consistency and accountability.  

 

2.               POLICY

 

Fugitive Unit Supervisors will ensure all fugitive pick-ups are recorded in the Fugitive Unit log book immediately after receiving a pick-up request regardless of the agency.

 

3.               RESPONSIBILITIES

 

3.1              It is the responsibility of the Fugitive Unit Supervisors to ensure personnel under their command are familiar with policy and procedure regarding fugitive pick-ups. 

 

3.2              The Fugitive Unit Commander will ensure all personnel assigned to the Fugitive Unit comply with the procedure.

 

4.               ACTION

 

4.1              It is the responsibility of the Office Support Assistant Senior (OSAS) to record fugitive pick-up request in the Fugitive Unit’s log book. The OSAS will immediate notify a supervisor on duty of a pick-up request. When the Office Support Assistant Senior is not available due to scheduled off days, furlough day, lunch break, or pre-approval to be away from his/her work area for an extended period of time, a Fugitive Unit Supervisor will assign an Investigator, Officer, or complete log entries him/herself.  The Fugitive Unit log book will be centrally located at the desk of the Office Support Assistant Senior. A Fugitive Unit Supervisor will ensure the pick-up requests are assigned to a Fugitive Unit Investigator or Officer immediately.   

 

4.2              Fugitive Unit Supervisors will ensure fugitive pick-ups will be assigned based on the Fugitive Unit’s rotation list. If the Investigator or Officer next up on the rotations is not available, the next Investigator or Officer on the list will make the pick-up. The OSAS will immediately notify the Investigator or Officer next on the rotation list and the on duty Supervisor of the pick-up request. The Investigator or Officer that was unable to complete the pick-up assignment will be assigned the next pick-up request to maintain an equitable workload among employees.

 

4.3              Fugitive Unit Supervisors will ensure all in state pick-ups will be completed within 24 hours of receiving notification unless circumstances beyond the control of the Atlanta Police Department exist. Out of state pick-ups will be made as soon as funds are available to make the pick-up. Funds will be requested immediately. The Major Crimes Section Commander will be notified immediately of all out of state fugitive pick-up requests.

 

4.4              In state fugitive pick-ups outside the Ten-County Metropolitan Area are approved by the Major Crimes Section Commander. 

 

1.    A Fugitive Unit supervisor must be notified and approve of the request in advance by signing the Fugitive Unit Vehicle Log Sheet (in place of Form APD 224).

 

2.    The Major Crimes Section Commander will approve of the use of city vehicles outside of the city on Form APD 224 as soon as practical.

 

3.    The Deputy Chief of CID will be notified as soon as practical, within 24 hours, when a situation of this nature arises.

 

5.               DEFINITIONS

 

5.1              Ten-County Metropolitan Area: Is comprised of the ten counties belonging to the Atlanta Regional Commission and include: Cherokee, Clayton, Cobb, DeKalb, Douglas, Fayette, Fulton, Gwinnett, Henry and Rockdale Counties.
