3rd Floor Suspect Interview Rooms

1.               PURPOSE

 

It is the purpose of this directive to ensure the safety of all persons, including suspects, when a 3rd floor interview room is in use.

 

2.               POLICY

 

It is the policy of the Atlanta Police Department to conduct interviews in a safe and secure environment at all times.

 

3.               RESPONSIBILITIES

 

3.1              Watch Supervisors will be responsible for overseeing and monitoring the interview room procedures.

 

3.2              All Investigators will be responsible for the safety, supervision and accountability of each suspect they place in an interview room on the 3rd floor at the Public Safety Headquarters.

 

4.               ACTION

 

4.1              The 3rd floor interview rooms are to be used to temporarily detain or interview suspects or persons of interest. Interviews with victims, witnesses, or family members should be conducted in one of the victim / witness interview rooms.

 

4.2              Investigators

 

4.2.1           All personnel using the one of the 3rd floor interview rooms to interview suspects will do so only under the following conditions:

 

1.    No more than one suspect will be in an interview room at one time.

 

2.    An Investigator will search the interview room to remove any item that may be used a weapon before any suspect is placed in it.

 

3.    All suspects will be searched by the Investigator before the suspect is put into an interview room.

 

4.    Suspects will be allowed supervised access to water, restrooms, or other needs. An Investigator will accompany all suspects to any location when the suspect is out of an interview room for any reason.

5.    Investigators will not carry any weapon into an interview room.

 

6.    An Investigator will check on each suspect at least every fifteen minutes through visual observation.

 

7.    When a suspect is alone in an interview room, the leg shackle will be locked around their ankle, and secured to the floor.

 

8.    When a suspect is alone in an interview room, the room will be locked at both the top and bottom with the exterior deadbolt locks.

 

9.    The monitor in the audio / video room will be set at real time to show the interview rooms whenever a suspect is present so the suspect can be observed.

 

10.  All recorded suspect interviews will be copied from the DVR system within 30 days, and stored properly in the master case files as directed by the Unit’s SOP.
