Zone Interaction with

SOS Motors Unit

1.               PURPOSE

 

The intent of this memorandum is to establish the policies and procedures for zone interaction with the SOS Motors Unit.

 

2.               POLICY

 

Upon dispatch by the appropriate authority, SOS Motors will assume command and control over any traffic area to which their support was initially requested. Zone supervisors will defer to the judgment of the SOS Motors supervisor on the scene during intense traffic scenarios warranting their assistance. 

 

3.               RESPONSIBILITIES

 

3.1              It will be the responsibility of the watch supervisor on duty to request assistance from SOS Motors during times the zone officers are unable to efficiently conduct traffic control.

 

3.2              It will be the responsibility of the SOS Motors supervisor to assume control over the traffic scene within the zone they are called to assist.   

 

4.               ACTION

 

4.1              The on duty zone supervisor will request the assistance of the Motors unit:

 

1.   at the conclusion of a major event;

 

2.   following a critical traffic accident;

 

3.   during any situation wherein the supervisor determines that the zone patrol officers will be        unable to effectively control traffic.           

 

4.2              The on duty zone supervisor will provide dispatch with the traffic location and any relevant facts to assist the motor units in assessing manpower requirements before proceeding to the scene.

 

4.3              Upon arrival, the Motor Supervisor will make a tactical assessment of the scene and determine proper officer placement and appropriate flow for vehicular traffic.

 

4.4              Once on the scene, the Motor Units will serve as the primary points of contact for all traffic related decisions. The zone supervisor will defer to the decisions of the Motors Supervisor on the scene in the event there is conflicting strategies.        

 

4.5              Zone officers will provide assistance as available at the direction of the Motor Units on the scene.

 

4.6              The primary goal in all traffic situations warranting the presence of the SOS Motor Units will be to prevent gridlock, bottlenecking, and promote the safety of drivers and pedestrians.

 

4.7              Officers will comply with established traffic plans and directives given by Motor  Units except in the following events:

 

1.    a driver informs the Officer that an emergency exists requiring the use of a blocked road;

 

2.    a driver informs the Officer that he must use blocked road to reach his residence.   

 

4.7.1           At no time will an Officer maliciously or irrationally deny a citizen access to a roadway when they have demonstrated a legitimate need to circumvent the existing traffic plan.

 

4.8              In the event SOS Motors is requested at two or more locations, the Motors Watch Commander will make an assessment of the facts given to determine the scene requiring immediate assistance. The Supervisor will consider factors such as quantity of people, danger to life or property, and ability of Zone Officers to adequately neutralize existing problem.

 

4.9              In the event of natural disasters, acts of terrorism, or other critical incidents Motors Units will implement existing evacuation policies and enlist the assistance of Georgia State Patrol (and other surrounding agencies) in evacuation measures. Evacuation measures will be determined and governed by SOS Motors.  Information will be conveyed to appropriate zone personnel who will facilitate the
