The intent of this directive is to establish procedure for supervisors of the Field Operations Division in investigating Failure to Appear (FTA) packages.
All sustained FTA’s require an Office of Professional Standards (OPS) package.
3.1 The zone commanders will ensure the proper investigation of FTA packages and return FTA package to FOD/ Field Operations Division Administrative Office (AO) within 10 days of receipt.
3.2 The zone commanders or captains will review all FTA packages prior to returning it to FOD/AO.
3.3 The watch commanders will ensure that supervisors investigate and complete FTA packages including initiating an OPS package if warranted.
3.4 A Supervisors will investigate and complete the FTA packages including initiating an OPS package if warranted.
4.1 Upon receipt of an FTA package from FOD/AO, an investigation will be initiated to ascertain the reason(s) the officer did not attend court.
4.2 After the investigation is complete, the original FTA package will be returned to FOD/AO by the due date indicated.
4.3 If the FTA is sustained, an OPS package must be initiated and the OPS control number must be included in the FTA package returned to FOD/AO.
4.4 The OPS package will be completed in accordance with APD.SOP.2020, Disciplinary Process.
