The intent of this directive is to create a tool to document and mange field contacts with suspicious persons and vehicles that may be involved in cases where an offense arrest report is not completed.
To gather and record information relative to suspicious activity and suspicious persons that may later become crime related.
3.1 An officer will complete an FIF on all suspicious person contacts that do not result in an offense report in an offense report being completed.
3.2 The field supervisor will ensure that FIF’s are thoroughly completed and used to document gang, drug and other criminal activities within the zone.
The officer will:
4.1.1 Complete an FIF to capture and manage information of contacts with suspicious persons for intelligence purposes.
4.1.2 Thoroughly complete FIF’s by including as many data search fields as possible.
4.1.3 Complete a separate FIF on each suspicious person interviewed.
4.1.4 When completing FIF’s on gang-related contacts, name the gang on the first line in the associate’s section.
4.1.5 List all suspected gang members and/or associates of suspicious persons on the same FIF including the DOB in the “Remarks” section, if together at the time of the encounter.
4.1.6 At the end of each watch, enter FIF information on the ICIS system.
4.1.7 Never complete FIF’s on Part 1 arrests; the necessary data for information management is taken from the arrest report on major offenses.
