Field Operations Division Mandatory Training

1.               PURPOSE

 

The intent of this directive is to establish procedure for employees of the Field Operations Division in attending Mandatory Training.

 

2.               POLICY

 

All sworn POST certified personnel in the Field Operations Division will adhere to the Department’s established practices and procedures for mandatory training.

 

3.               RESPONSIBILITIES

 

3.1              Section/zone commanders will ensure the proper scheduling of personnel for mandatory training.

 

3.2              Watch commanders will ensure that officers under his/her command are notified of their mandatory training dates.

 

3.3              Supervisors will enforce the provisions of this command memorandum at all times.

 

3.4              All sworn personnel will attend In-Service training.

 

4.               ACTION

 

4.1              An officer assigned a training date will not be allowed to work at the section/zone in his/her normal duty assignment on that date.

 

4.2              Any officer who misses a day or any part of a day in training, when it is his/her regular scheduled work day, will be docked that time in that pay period and given a zero.

 

4.2.1           The time will not be made up for pay in subsequent pay periods.

 

4.3              If an officer needs to make up a portion of a day at the Academy, he/she may work his/her regular assignment for sufficient make-up hours up to a total of eight hours for that day.

 

4.3.1           An officer can take elected time up to eight hours when added to the time attended in training that day if approved by the watch commander.

 

4.3.2           If an officer fails to attend mandatory training on the scheduled training date, he/she should not be required to make up the training on his/her off day.

 

4.3.3           If the officer’s failure to attend training is determined an unexcused absence, a disciplinary package will be initiated for punctuality.

 

4.4              An officer may change his/her training date, if:

 

4.4.1           He/she provides a written explanation to the watch commander who will forward the request to the zone/section commander.

 

4.4.2           The zone/section commander forwards the written request to the office of the Deputy Chief of Field Operations for rescheduling.

 

4.4.3           Commander ensures that only valid requests are forwarded with a full explanation for the request.

 

4.5              The Academy will notify the Office of the Deputy Chief of Field Operations Division when an officer missed his/her mandatory training.

 

4.5.1           A memo will be sent to the zone/section commander that the officer missed training.

 

4.5.2           The zone/section commander will provide an explanation to the division commander as to why the officer missed training.

 

4.5.3           The zone/section commander will include any disciplinary action that may result from missing training.

 

4.5.4           The officer will only be rescheduled after a written explanation is returned to the Officer of the Deputy Chief of Field Operations.

 

4.5.5           Zone/section commanders will then be notified by the Field Operations Division office of the officer’s rescheduled date.
