1.               PURPOSE

 

To establish a procedure for managing fleet, the issuance of shotguns, radio batteries and other equipment assigned to Zone Six and maintained in the radio room.

 

2.               POLICY

 

It is the policy of Zone Six to maintain accountability of equipment issued to all zone personnel.

 

3.               RESPONSIBILITIES

 

3.1              Watch Commanders will monitor the issuance of all equipment maintained in the radio/equipment room. 

 

3.2              Sergeants or a designee will issue equipment to officers daily and lock the radio/equipment room after the watch is equipped.

 

3.3              Officers will be responsible for the proper inspection and maintenance of vehicles and equipment issued to them at the beginning of each tour of duty.

 

4.               ACTION

 

4.1              Radio/Equipment Room

 

4.2              The Watch Commander will ensure that a sergeant or other designee is assigned to work the radio/equipment room daily.  A supervisor may designate an officer to work the radio/equipment room.  The officer will close the entrance door and provide assistance from the window area. No other unauthorized personnel should enter the radio/equipment room. 

 

4.3              The radio room will be staffed thirty-minutes prior and thirty-minutes after the watch begins. Only a supervisor is authorized to enter the radio room and to issue equipment after this time.  Each supervisor assigned to the Zone will have a numbered key to the radio/equipment room which shall not be duplicated. The security of these keys will be the personal responsibility of the Supervisor and he or she will be accountable for this item upon transfer or separation from the zone.

 

4.4              The vehicle assignment sheet will be completed daily by a supervisor or a designee.  The sheet will be maintained at the Zone for at least one year.  The employee assigned to work the radio/equipment room must file the original Zone Six Inventory Log in the file cabinet located in the radio room. The responsibility for the records retention pertaining to all Zone Six vehicles and equipment will be the responsibility of the Fleet Management Liaison Officer.

 

4.5              Vehicle Keys

 

4.5.1           Officers will not duplicate keys to vehicles assigned to Zone Six, unless approved by the Zone Commander or a designee.  The officer will use the key issued to him/her by a supervisor or a designee, when driving vehicles assigned to the Zone. The key ring will contain the vehicle ignition key, the gas key fob, and the vehicle beat identification tag number for the zone. At no time will any of these items be removed from the key ring without the authorization of a supervisor and / or the Fleet Management Liaison Officer.

 

4.5.2           Watch Commanders must maintain a record that shows the vehicle assignment of each officer.  Officers will acknowledge receipt of the issued vehicle and equipment by signing the Zone Six Radio Room Inventory Log. The watch assignment sheet must be consistent with the Zone Six Inventory Log.

 

4.5.3           Officers must turn their city vehicle key over to the supervisor or a designee assigned to work the radio room, at the end of their tour of duty,  Officers assigned to the oncoming watch must receive their city vehicle key from the supervisor or designee assigned to work the radio/equipment room.

 

4.5.4           Oncoming officers may pass his/her key to the off-going officer, in situations where it is necessary for an officer to take immediate control of a patrol vehicle, The supervisor or designee working the radio room will notate the appropriate exchange of equipment and ensure that the information is properly recorded on the Radio Room Inventory Log Sheet.

 

4.6              Completion of the Radio Room Inventory Log Sheet.

 

4.6.1           The assigned watch Radio Room Operator and / or Supervisor will conduct a thorough inventory of ALL equipment listed on the Radio Room Inventory Log Sheet at the beginning of each tour of duty.

 

4.6.2           All discrepancies will be notated and brought to the attention of the Watch Commander or designee. 

 

4.6.3           After the watch has been equipped, the Radio Room Inventory Log Sheet will be signed off on by the Radio Room Operator AND the on-duty watch supervisor.

 

4.7              Daily / Quarterly Vehicle Inspections

 

4.7.1           Watch supervisors or their designee will visually inspect each vehicle either driven on the previous watch, or parked and not assigned by the previous watch, for damage before accepting the vehicle from the previous watch.   Supervisors will make sure that officers assigned to his/her watch visually inspects the City vehicle in accordance to APD SOP 1090 Inspections, for:

 

1.    body damage;

 

2.    mechanical defects;

 

3.    flat tires;

 

4.    acceptable fluid levels;

 

5.    contraband;

 

6.    the water canister (O.C. Spray treatment), and for

 

7.    overall cleanliness.

 

4.7.2           Supervisors will ensure that all Zone Six vehicles are accounted for at all times.  If assigned to an officer, the name of the officer must be listed on the vehicle assignment sheet that is completed daily.

 

4.7.3           When a vehicle is damaged, a report must be completed and forwarded through the chain of command. The damaged vehicle will be listed in the Vehicle Damage Log Book located in the front reception area of the precinct.

 

4.7.4           Day Watch Supervisors will ensure that the vehicles are washed and cleaned at least once weekly. Vehicles may be washed and cleaned more frequently, if they become trashed or dirty.  All employees are responsible for general cleanliness.

 

4.7.5           Quarterly during the year, a joint vehicle inspection will be conducted at shift change between the Morning Watch and the Day Watch. Supervisors from both shifts as well as the Fleet Management Liaison Officer will conduct this inspection and complete APD Form 732, Vehicle Inspection Checklist on each vehicle. It will be the responsibility of the Fleet Management Liaison Officer to retain these records in accordance with APD Policies.

 

4.8              Shotguns

 

4.8.1           Supervisors will ensure that officers who want to carry shotguns sign them out at the start of the watch and sign it in at the end of the watch .  The officer to whom the shotgun is assigned will be noted on the Zone One Inventory Log.

 

4.8.2           Damaged or missing shotguns will be reported immediately.  An incident report must be written and a copy forwarded through the chain of command.  A copy of the incident report must be forwarded to the Communications Section for broadcast.  The report must include a description of the property, make, model, and serial number, etc.

 

4.9.             Radio Batteries

 

4.9.1           Radio batteries will be issued to officers at the beginning of each watch or as needed during the watch by a supervisor or a designee.

 

4.9.2           Officers will complete an incident report on all incidents involving a missing or lost radio battery describing the circumstances. The incident report must be forwarded through the chain of command.

 

4.9.3           An officer shall not be issued a charged battery unless he or she provides a proper replacement.  However, the officer may be issued a replacement battery upon supervisory approval and by submitting a copy of the incident report. The report will remain on file in the radio room.

 

4.10            Mobile Data Terminal (MDT)

 

4.10.1         Personnel assigned an MDT will follow the procedures outlined in APD SOP.3062 In-Vehicle Computers.

 

4.11            Radar and Laser

 

4.11.1         Radar and laser units will be issued to certified officers assigned to traffic enforcement   in Zone Six, at the beginning of each watch, by a supervisor or a designee. The radar or laser unit must be signed in at the end of the officer’s tour of duty.

 

4.11.2         Officers will complete an incident report on all incidents involving damaged or stolen radar or laser units describing the circumstances.  The incident report must be forwarded through the chain of command.  A copy of the incident report must be forwarded to the Communications Section for broadcast.  The report must include a description of the property, make, model, and serial number, etc.

 

4.11.3         When a radar or laser unit is sent for repair, a supervisor or a designee will note the status of the device on the Zone Six Vehicle Inventory Log.

 

4.12            In-Car Camera / Audio Recording Equipment

 

4.12.1         This equipment will be inspected and maintained on a daily basis. It will be the responsibility of the on-coming watch to ensure this equipment is fully operational.
