Mayor's Residence Detail

1.               PURPOSE

 

The intent of this directive is to establish the guidelines for officers assigned to the Executive Protection Mayor’s residence detail.

 

2.               POLICY

 

It is the policy of the Atlanta Police Department to provide a continuous uniformed presence at the Mayor’s residence.

 

3.               RESPONSIBILITIES

 

3.1              The Executive Protection supervisor(s) is responsible for ensuring the full implementation of this directive.

 

3.2              The supervisor(s) is responsible for inspecting the Mayor’s Detail Unit personnel on post to ensure that standard operating procedures are being followed.

 

4.               ACTION

 

4.1              Mayor’s Detail: Assignment, Positioning, and Conduct

 

4.1.1           The supervisor(s) shall assign an officer to be posted at the Mayor’s residence at all times.

 

4.1.2           Officers assigned to the Mayor’s Detail shall park the assigned marked patrol vehicle on the city street closest to the Mayor’s residence and positioned in such a manner so as to afford the greatest visibility while minimizing interference with traffic.

 

4.1.3           Officers assigned to the Mayor’s Detail shall remain vigilant at all times. They shall be courteous and professional if approached by the Mayor, family members, friends, visitors, neighbors or other citizens.

 

4.1.4           Officers assigned to the Mayor’s Detail shall remain on post at all times until physically relieved by another officer or as directed by a supervisor.

 

4.2              Mayor’s Detail:  Duties of Supervisor

 

4.2.1           The supervisor(s) shall assign an officer to be posted at the Mayor’s residence at all times.

 

4.2.2           The supervisor(s) shall inspect and review the incident log weekly to ensure that it is properly maintained.  The Executive Protection supervisor shall ensure that incident logs are maintained in accordance with the department’s records retention policy.

 

4.3              Mayor’s Detail:  Duties of Officer

 

4.3.1           When the Mayor departs or arrives at the residence, the officer shall exit the patrol vehicle and acknowledge his/her presence.  The officer shall not approach the Mayor unless assistance is requested.  Officers should remain alert for any potential threats to the Mayor’s safety while he/she is entering or leaving the residence.

 

4.3.2           The assigned officer shall maintain the issued City cell phone (404-276-0360) while on post to facilitate immediate contact by the Mayor, staff members and the supervisor.  The phone is to remain on and at an audible level at all times.

 

4.3.3           While on post, the assigned officer is to remain knowledgeable of whether the Mayor is in residence or not.

 

4.3.4           Officers should approach all visitors to the residence and determine if the visit is expected.  If it is confirmed that the visitor is expected, the officer shall allow him/her to approach the residence.  If the visitor(s) claims to be expected but the visit has not been previously confirmed by the Mayor or staff member, the officer shall ask the visitor(s) to wait until the officer contacts the Mayor or an Executive Protection staff member.

 

4.3.5           Officers assigned to the detail shall tactfully investigate persons or situations that arouse suspicion and report any such circumstances to the supervisor as soon as practical.

 

4.3.6           Officers assigned to the detail shall maintain an incident log of any unusual circumstances or events that occur while on post.  The log shall include a detailed description of the unusual circumstance or event, the name, address and personal identifiers of involved parties and a detailed description of any vehicles involved.  The officer shall advise the supervisor as soon as practical after any unusual occurrence or immediately if he/she is unclear how to handle the matter.

 

4.3.7           The assigned officer shall be contacted by the Executive Protection staff regarding any scheduled commercial deliveries.  For unscheduled deliveries, the assigned officer shall make contact with his/her supervisor(s) for authorization and follow the procedures as listed in section 4.5 of this memorandum. The officer shall not allow anyone to leave an unexpected package on the property at anytime.

 

4.3.8           When relief is required, the regularly assigned officer should contact his/her relief, the unit supervisor, or a zone supervisor and wait for their arrival.  The supervisor or officer designated to relieve the officer on the Mayor’s detail shall be relieved of his/her responsibilities while on post.  

 

5.               DEFINITIONS

 

5.1              Mayor’s Detail:  A fixed post assigned to guarding the Mayor’s residence.
