The Atlanta Police Department places the highest value upon the preservation of life and the safety of its police officers and citizens, and the protection of all property assigned to department employees.

 

The Atlanta Police Department Policy Manual, Standard Operating Procedure, APD.SOP.3150 states:

 

“The Department requires that the fleet will be maintained in good mechanical condition to provide for safe and efficient operation.  The fleet will reflect the best image of the Department.  The fleet will be clean and the installed equipment will be in good repair and operational.”

 

This roll call training issue is designed to address the routine use of Atlanta Police Department patrol vehicles equipped with “Crash Bumpers” to assist stranded vehicles upon the roadway.

 

Pending incorporation into the Department’s written directive system, the following procedures will apply:

 

1.   The installed equipment referred to as the “Crash Bumper” is designed to

      protect the vehicle bumper and front-end area from low velocity impact.

 

2.   The crash bumper is not designed to push and/or assist other disabled vehicles from a roadway.  Doing so may cause damage to the crash bumper, the patrol vehicle’s front bumper, and/or the rear bumper of the assisted vehicle.

 

3.   An exception to this restriction is warranted when an emergency situation is encountered that could result in death or great personal injury to others if the vehicle involved is not moved.

 

4.   When in the judgement of the officer an emergency situation exists, the officer will notify his/her immediate supervisor by advising the nature of the emergency, and requesting permission to assist by utilizing the patrol vehicle to move the stranded vehicle.  Supervisor’s should respond to the location and assist as necessary.

 

5.   Any instance that involves the use of a patrol vehicle to assist in moving a stranded vehicle will be documented utilizing the appropriate incident report.  The vehicle should be inspected following an authorized assist to ensure that all equipment integrity is maintained.
