The Atlanta Police Department utilizes the Roll Call Training system to disseminate needed information throughout the Department in a timely manner.  This information is designed to assist the responding officer when confronted with a situation that requires the owner or responsible party to come to a business location that may have been compromised following an alarm activation.

 

 

 A.  First Step in the Process:

                               

 Business owners are required to comply with City Ordinance, Section 30- 31:  

 

 “An ordinance to require that all persons operating a business within the City of Atlanta  shall furnish to the City information necessary to contact the owner or operator of said business in the case of emergency; to provide for the placing of a decal with a coded number at said business; and for other purposes”.

 

Thus, the business owner will fill out an Emergency Code System application to receive an Emergency Code Number (ECN).  This can be done at the onset of the business license process, during the annual renewal or by Community Services Staff during an on-site inspection.  The application lists the following:

 

·        Name of the business and business type

·        Address, phone number

·        Hours of operation

§         Whether or not an alarm is on-site and if it is central or local

§         Contact information for the alarm company

§         Emergency contact information for the owner and at least 2 other employees is encouraged

§         Any other information that is relevant for the officer (i.e. dog on premises; motion lights in rear, etc.)

 

All of the above information is entered into the computer system that is assessable to communications employees.

 

                 B.   Emergency Code Number (ECN) Sticker

The Emergency Code Number is unique to each zone, with the 1st  number indicating the specific zone that the businesses falls within, followed by 4 additional numbers (ex: 1-4445). This number is entered on a sticker that is affixed to the inside of the front window or door of the business.

          

   

                  C.      Procedures for Responding Officer(s):  Upon arriving at the scene,

                          the officer will:

 

·        Assess the situation

·        Locate the Emergency Code Number (ECN) Sticker

·        Transmit the coded number to Communications EXACTLY as it appears ( 1,dash 4,5,5,6)

 

D.         Procedures for Communication Personnel: Upon receiving the  

             information from the responding officer, Communication Personnel  

             will:

                          

·        Notify contact person(s) listed

·        Respond back to officer regarding whether a contact was made and if an owner is coming to the scene.

·        Relay estimated time of arrival.

 

E.             Outdated or no Emergency Contact Numbers on

               establishments

 

·        Only 4 numbers

·        5 numbers without the dash (12345)

·        THOR followed by any numbers

·        Faded, torn or scratched off stickers

·        No Emergency Contact Number on establishment

 

F.             Procedures for reporting outdated or no  Emergency Code

              Numbers on establishments

 

·        Fill out ECN Update Form and submit to Crime Prevention Personnel assigned to your zone or to the Community Services Section Administration Office/City Hall East/6th Floor

 

Closing

 

                    The Emergency Contact System plays an integral part in notifying the

                     business owner immediately when a security  breech has occurred.

                     Informing Community Services personnel of the absence of

                     Emergency Code Numbers or outdated stickers on establishments

                     embraces the community policing concept  as we serve the commercial

                     community.
