1.               PURPOSE

 

This order summarizes revisions to existing directives. The full text to all current directives can be found on the Horizon intranet site at “http://horizon”. 

 

2.               POLICY

 

The Atlanta Police Department will keep its written directives up to date and promptly notify affected employees.

 

3.               RESPONSIBILITIES

 

3.1              Bureau, division, and section commanders will implement these changes in their commands, making sure that affected employees are notified.

4.1              Updated Directives

 

4.1.1           APD.SOP.1060 Public Affairs

 

1.    Section 6 was revised to cancel APD.SOP.1060 “Public Affairs”, effective October 1, 2006.

 

4.1.2           APD.SOP.1070 Coordination with Outside Agencies

 

1.    Section 3.2.2 was revised to reflect that the Field Operations Division is responsible for the listed tasks rather than the Support Services Division.

 

2.    Section 4.1.1 was revised to allow the Department, through the Chief of Police, to enter into agreements for the sharing or transfer of primary responsibility for certain law enforcement actions.  This addition is in response to the agreement with GSP regarding primary responsibility for handling traffic accidents on highways within Atlanta. 

 

3.    Section 4.2.3 was added to the directive to meet CALEA requirements for reporting agreements and reports related to coordination with outside agencies.  Because these agreements and reports are either made by the Chief of Police or required to be reported to the Chief of Police, Section 4.2.3 requires that they be maintained in a file by the Office of the Chief of Police. 

 

4.1.3           APD.SOP.1100 Requests for Legal or Ethical Opinions

 

1.    Minor changes were made throughout the directive.

 

4.1.4           APD.SOP.2180 Utilization of Civilian Personnel

 

1.    Throughout the directive it was revised to include the CALEA 5th Edition Standards.

 

2.    Section 6 was revised to include the cancellation of APD.SOP. 2180 “Utilization of Civilian Personnel”, July 1, 2004.

 

4.1.5           APD.SOP.3030 Arrest Procedures

 

1.    Section 4.1.7 (3) was revised instructing sworn employees to insure that charges stemming from the same incident be prosecuted in the same jurisdiction.

 

2.    Section 4.1.10 (2) was revised clarifying that a copy of charges may not be used for DeKalb County or Fulton County courts.

 

3.    Section 4.4.2 was revised to clarify that there is no requirement to deliver a copy of an incident report to Fulton County Jail when felony charges are filed.

 

4.    Section 4.5.2 and 4.6.2 were added to require that persons arrested on DeKalb County warrants be transported to DeKalb County Jail.  Fulton County Jail informed Deputy Chief Andresen that they will no longer accept prisoners arrested on DeKalb County warrants.

 

5.    Section 4.8 was formally Section 4.12.

 

6.    Section 4.9 was formally Section 4.11.

 

7.    Section 4.10 was changed to make it mandatory for APD personnel to take that appropriate action (notify ACIC which in turn notifies an embassy or consulate) for any foreign national arrested or detained.

 

8.    Section 4.11 was added to include procedures for APD personnel in handling undocumented immigrants.

 

9.    Section 4.16.16 was added to address long distance prisoner transport.

 

 

 

4.1.6           APD.SOP.3032 Felons in Possession of Firearms

 

1.    Section 3.2 was revised to include that the supervisor of the officer or investigator will email, fax, or forward (through Departmental mail) the appropriate incident reports to the Guns Unit.

 

2.    Section 4.1(4) was revised to include that when a suspect has no valid identification, the officer will transport him or her to the Identification Unit to be processed through the AFIS System in an effort to obtain his or her true identity.

 

3.    Section 4.1(6) was revised to include that the arresting officer will clearly articulate each step in finding, handling and investigating the firearm in the incident report narrative.

 

4.    Section 4.4 was revised to include that after approving an officer’s or investigator’s incident report, the supervisor will email, fax, or forward (through Departmental mail) a copy of the

       report to the Gun’s Unit within 24 hours.

 

4.1.7           APD.SOP.3066 Bias Crime Data Reporting

 

1.    Throughout the directive it was revised to include the CALEA 5th Edition Standards.

 

2.    Section 6 was revised to cancel APD.SOP.3066 “Bias Crime Reporting” dated July 1, 2005.

 

4.1.8           APD.SOP.3088 Signals and Codes

 

1.    Throughout the directive it was revised to include the CALEA 5th Edition Standards.

 

2.    Section 4.3 was revised to include that dispatchers will use both signals and codes when placing entries into the Computer Aided Dispatcher system (CAD).

 

3.    Section 4.3.1 was revised to include the new Plain Talk Dispatch Signals table.

 

4.    Section 4.3.2 was revised to include the new Plain Talk Dispatch Codes table.

 

5.    Section 4.3.3 was revised to include the Response Codes to a Wanted Check table.

 

6.    Section 4.3.5 was revised to include that officers and dispatchers will be required to use the Signal 24 (Demented Person) in situations where it is necessary and appropriate for the safety of Officers and/or the effective resolution of the situation.

 

7.    Section 4.3.6 was revised to include Code 33, which indicates that CSI photos have been processed at the incident scene. 

 

8.    Section 4.3.6 was revised to include Code 34, which indicates that CSI prints have been processed at the incident scene. 

 

9.    Section 4.3.6 was revised to include Code 35, which indicates that CSI DNA has been processed at the incident scene. 

 

10.  Section 4.3.6 was revised to include Code 36, which indicates that CSI plaster has been processed at the incident scene. 

 

4.1.9           APD.SOP.5180 School Detectives Unit

 

1.    Throughout the directive it was revised to include the CALEA 5th Edition Standards.

 

2.    Section 1 was revised to include the responsibilities and procedures for the School Detectives Unit (SDU) and other officers who work in conjunction with the School Detectives Unit.

 

3.    Section 3.1 was revised to include that the Chief of Police or his/her designee will select and assign the Unit commander for the School Detectives Unit.

 

4.    Section 3.3 was revised to include that the School Detectives commander will work closely with the Director of Safety and Security and his or her designated representative(s) to provide appropriate coordination of police and school functions.

      

5.    Section 3.4 was revised to include that the School Detectives sergeant is responsible for the direct supervision of investigators and officers assigned to the SDU. Also, they serve as a liaison between the off duty officers and school administrators when needed to ensure proper coordination of expected job functions.

 

6.    Section 4.2.1 was revised to include that the School Detectives will perform school liaison activities that provide an avenue in which students, parents, faculty, and law enforcement officers can become acquainted. 

 

7.    Section 4.2.1.4 was revised to include that School Detectives employees will train and brief all off duty Atlanta Police officers hired by the Atlanta Public Schools to work in the Atlanta Public School System.

 

8.    Section 4.2.1.8 was revised to include that School Detectives employees will provide individual counseling and mentoring activities such as the Explorers Program for high school level students.

 

9.    Section 4.3.1 was revised to include that the School Resource Officer (SRO) will be employed by APS and work in an off duty capacity.

 

10.  Section 4.3.5.3 was revised to include that the School Resource Officer will report and sign in at their respective schools.

 

4.1.10         APD.SOP.6040 Identification Unit

 

1.    This directive was revised and amended to remove inapplicable functions and tie-ins from the Central Records and new GCIC/NCIC written directive.

 

4.1.11         APD.SOP.6150 The Atlanta Police Club

 

1.    Section 4.1.2 (5) was revised to read “In the event no nominations are received, appointments to the board will be made at the discretion of the SSD Commander or his/her designee”. 

 

2.    Section 4.2.1 (1-7) was added to the SOP. 

 

3.    Section 4.2.5 was revised to read “The Chief of Police or his/her designee will have final approval of all new APD related merchandise to be offered for sale.”
