1.               PURPOSE

 

This order summarizes revisions to existing directives. The full text to all current directives can be found on the Horizon intranet site at “http://horizon”. 

 

2.               POLICY

 

The Atlanta Police Department will keep its written directives up to date and promptly notify affected employees.

 

3.               RESPONSIBILITIES

 

3.1              Bureau, division, and section commanders will implement these changes in their commands, making sure that affected employees are notified.

 

4.               ACTION

 

4.1              Updated Directives

 

4.1.1           APD.SOP.2060 Extra Jobs

 

1.    Section Revisions include a reference to the new procedure for documenting time worked on extra jobs.  The Automated Green Sheet Data Entry System replaced the previous method of extra job time keeping on July 9, 2009. 

 

2.    Included in this revision is clarification on who may be a coordinator for Type V Extra Jobs.  The directive states that only supervisors may be coordinators on Type V extra jobs. 

 

3.    Section 4.1.4 has been revised to clarify when employees on suspension or administrative leave may work extra jobs so as to avoid conflict with APD.SOP.2010 “Disciplinary Process.”

 

4.1.2           APD.SOP.2160 Employee Assistance

 

1.    Section 6 was revised to cancel APD.SOP.2160 “Employee Assistance”, effective July 1, 2007.

 

4.1.3           APD.SOP.3020 Search and Seizure

 

1.    Section 4.3.12 was revised to include the exceptions or limitations that may apply to the rule requiring a search warrant for a motor vehicle, such as a search incident to a lawful arrest where evidence of the offense may be present inside the vehicle or if an unrestrained arrestee must be left inside the vehicle and may access weapons.

 

2.    Section 4.3.12.4 was revised to include that an officer may search a vehicle incident to the lawful arrest of an occupant if the arrest offense leads to the belief that evidence of the offense may be found in the vehicle. Additionally, an officer may search a vehicle incident to arrest if the arrestee is left unrestrained inside the vehicle beyond the point of arrest and the officer must search the vehicle in order to prevent the arrestee from accessing weapons. 

 

4.1.4           APD.SOP.3085 Missing Persons

 

1.    Section 4.5.5 was added referencing the “A Child is Missing” service.  This service was recently added to the Special Victims Unit directive as well.  Phone numbers were updated to reflect the move to the new Public Safety Headquarters Building.

 

4.1.5           APD.SOP.4020 Zone Discretionary Units

 

1.    Throughout the directive “Field Investigation Teams” change to “Zone Discretionary Units”.

 

2.    Section 3.5 was revised to add that Class A uniformed Zone Discretionary Unit (ZDU) officers must complete the 40 hour POST certified Basic Investigator's course at the Atlanta Police Training Academy prior to being assigned to the ZDU.

      

3.    Section 3.5 was revised to add that Plain clothes ZDU officers must complete the 80 hour POST certified Basic Investigator's course at the Atlanta Police Training Academy prior to being assigned to the ZDU.

 

4.    Section 4 was revised to include the dress code for Discretionary Units that are assigned to the Zones.

      

5.    Section 4.2 was revised to include the duties of ZDU members.

 

6.    Section 4.3 was revised to include the ZDU training requirements.

 

7.    Section 6 was revised to include the cancellation of APD. SOP. 4020 “Field Investigations Unit”, issued October 1, 2005.

 

4.1.6           APD.SOP.3032 Felons in Possession of Firearms

 

1.    Section 3.4 was revised to include that each zone and section commander will designate a supervisor to be in charge of the bicycle patrol officers and if the zone does not have a bicycle patrol supervisor, the zone watch supervisor will oversee the bicycle patrol officers.

 

2.    Section 3.6 was revised to include that the bicycle patrol supervisor or the zone watch supervisor will direct and monitor the actions of all personnel under his or her supervision and insure proper compliance with all parts of this directive.

 

3.    Section 4.2.1 was revised to include that the bicycle patrol officers will concentrate on problems specified by the zone and section commander.

 

4.    Section 4.5.3 was revised to include that the bicycle patrol or watch supervisors will closely monitor each bicycle's use to ensure that each bicycle receives a regular inspection and maintenance as determined by the maintenance specialists. 

 

5.    Section 4.5.4 was revised to include that the bicycle patrol or watch supervisors will maintain a monthly inspection checklist for each bicycle to ensure it is properly equipped and functional for each tour of duty.

 

6.    Section 6 was revised to cancel APD.SOP.4070 “Bicycle Patrol”, issued November 1, 2006.

 

4.1.7           APD.SOP.5100 Pawn Desk

 

1.    This directive most significant changes were made to best reflect current practices.

 

4.1.8           APD.SOP.6142 Crime Stoppers and Crime Tips

 

1.    This directive was renamed to better reflect the revised content.

 

2.    A section on Crime Stoppers was developed and placed at the forefront of the directive to reflect its role in the tip and information development process. 

 

3.    A section was retained to guide the process for information received by investigators and zone personnel.
