1.               PURPOSE

 

This order summarizes revisions to existing directives. The full text to all current directives can be found on the Horizon intranet site at “http://horizon”. 

 

2.               POLICY

 

The Atlanta Police Department will keep its written directives up to date and promptly notify affected employees.

 

3.               RESPONSIBILITIES

 

3.1              Bureau, division, and section commanders will implement these changes in their commands, making sure that affected employees are notified.

4.1              Updated Directives

 

4.1.1           APD.SOP.2030 Awards

 

1.   This directive has been revised in order to incorporate the new section:

 

       Section 4.5.14 Lifetime Achievement Awards:  An award presented to an employee who having served with the Atlanta Police Department for a minimum of 25 years and is currently working or has retired in good standing has personified dedication, professionalism and outstanding service at every rank or position held throughout their career; is recognized and respected for their flawless character; whose devotion to duty, perseverance and accomplishments have decisively strengthened and enhanced APD’s services or operations and whose Lifetime Achievement was serving the City of Atlanta and its citizens beyond all expectations.

 

4.1.2           APD.SOP.3081 Crime Scene Investigation

                                                    

1.    This directive was revised throughout to include the CALEA 5th Edition Standards.

 

2.    This directive as revised throughout at the request of the City of Atlanta Law Department, to replace “will” –with- “shall”.

 

3.    Section 4.1.3 was revised to include that criminal investigators and crime scene technicians, at a supervisor’s request, may be requested to process a crime scene for physical evidence in the following circumstances: robbery; burglary; recovered stolen vehicles; aggravated assaults; and vehicular accidents with serious injuries or fatalities.

 

4.    Section 4.1.4 was revised to include that when a crime or vehicular accident has occurred that requires the collection and preservation of physical evidence by a crime scene technician, then they shall be notified as soon as possible.

 

5.    Section 4.4.1was revised to include that when a crime scene dictates the need for the immediate services of a crime scene technician, the Identification Unit shall be notified immediately through the Communications Section by the supervisor, responding officer, or investigator.

 

6.    Section 4.5.5(3) was revised to include that minor accident scenes or crime scenes may be photographed and processed by the investigating officer. The crime scene technician shall photograph and process all major crime scenes; such as homicides, rapes, traffic fatalities, and when requested to do so by a supervisor.

 

7.    Section 4.9.1 was revised to include that the crime scene technician shall record the chain of custody for any transfer of custody of physical evidence, by documenting it using the ICIS report writing system; or when requested by a supervisor, use the property/ evidence receipt form (Form APD-006).

 

8.    Section 4.10.2 was revised to include that physical evidence shall be marked in accordance to the GBI Division of Forensic Sciences manual, placed in Georgia Crime Lab approved containers, properly sealed, and placed in the Department refrigerator, if perishable.  If non-perishable, put it in a locked storage room. Evidence transported to either the GBI Crime Lab or to the APD Crime Lab shall be put in a locked cabinet at Property Control until it is ready to be transported to either the GBI Crime Lab or to the APD Crime Lab.

 

9.    Section 4.13 was revised to include the new Atlanta Police Department Crime Laboratory Section.

 

10.  Section 6 was revised to include the cancellation of APD.SOP.3081 “Crime Scene Investigation”, issued December 12, 2007.

 

11.  Section 7 was revised to include the “Atlanta Police Department Crime Laboratory Operations/Procedures Manual”.

 

4.1.3           APD.SOP.3161 Delivering Reports and Tickets to Municipal Court

 

1.    This directive was reviewed and required no informational change.

 

4.1.4           APD.SOP.4030 Citizen Advisory Councils

 

1.    This directive required no informational changes during this reviewing cycle.

 

2.    Section 6 was revised to include the Cancellation of APD.SOP.4030 “Citizen Advisory Council” issued on April 1, 2007.

 

4.1.5           APD.SOP.5200 Executive Protection Unit

 

1.    This directive required no informational changes during this reviewing cycle.

 

2.    Section 6 was revised to include the cancellation of APD.SOP.5200 “Executive Protection Force” issued November 1, 2006.

 

4.1.6           APD.SOP.6060 Fiscal Unit

 

1.    This directive was revised throughout to include the CALEA 5th Edition Standards.

 

2     This directive was revised throughout at the request of the City of Atlanta Law Department, to replace “will” –with- “shall”.

 

3.    This directive was revised throughout to revised the former “Petty Cash Voucher” (Form APD 734) to the new “Petty Cash Report” (Form APD 734).

 

4.    Section 4.3.8 was revised to include that all requests for office or general supplies shall be submitted directly to Property Control, by completing a supply request form.  If Property Control is unable to honor the request for a particular item, the requesting unit shall complete a procurement request as specified in Section 4.3.1of this SOP, provided the request is for items that are not normally stocked by Property or that the items are currently out of stock and the need is of an urgent nature.

 

5.    Section 4.6.4(1) was revised to include that an Atlanta Police Department (APD) and Drug Enforcement Agency (DEA) representative shall go to the Property Control Unit and count the actual cash for verification unless it is already deposited in the bank.

 

6.    Section 6 was revised to cancel APD.SOP.6060 Fiscal Management Unit, issued July 1, 2004.

 

7.    Form APD 006 (The Property and Evidence Receipt form) was revised the former Form APD 006 (The Property and Evidence Control Inventory form) to the new Form APD 006 (The Property and Evidence Control Receipt form), in order to include the new address and phone number for the new Public Safety Annex.
