1.                PURPOSE

 

The intent of this directive is to establish a procedure for operating a specialized unit of discretionary sworn personnel to augment the crime enforcement efforts of the patrol officers assigned to Zone Three and supplement the overall crime reduction strategy by impacting quality of life concerns as identified by the community and command staff.

 

2.                POLICY
 

A small contingent of uniformed officers will be assigned to the Quality of Life Unit to address enforcement activities identified by the Zone Three Commander and the community.   The QOL officers will be flexible in their work schedule and days off to address vacant houses, rooming houses, abandoned vehicles and other community concerns as identified at NPU meetings and as directed by the Zone Three Commander or the Zone Three Assistant Commander. 

 

3.                RESPONSIBILITIES

 

3.1              The QOL officers will work to impact Quality of Life issues as determined by the Zone Three Commander and meet with their assigned NPU’s to address concerns of the community.

 

4.                ACTION

 

4.1.1           The QOL officers will not respond to calls for service unless the situation in the Zone as determined by the Zone Commander or the Watch Commander on duty directs.

 

4.1.2           The QOL officers assigned to the unit will aggressively patrol their areas of responsibility to enforce City Ordinances and to identify suspicious persons or activity on the streets of Zone Three.

 

4.1.3           The QOL officers will support the Crime Prevention Inspectors as necessary to organize and support neighborhood activities or other requirements as determined by the Zone Three Commander.

 

4.1.4           The QOL officers will wear the duty uniform and equipment as designated by the Zone Three Commander.

 

4.1.5           The QOL officers will work independently to address the concerns of their area of responsibility and assist each other when necessary or as directed by the Zone Three Commander.

 

4.1.6           Each QOL officer will be assigned to two NPU’s unless manpower issues require them to have assigned three NPU’s and the associated beats.

 

5.                DEFINITIONS

 

5.1              Quality of Life Officers: Quality of Life officers address city ordinances and other issues as directed by Zone Three Commander on Day and Evening Watch.
