To revise and reissue written directives in preparation for accreditation.
The Atlanta Police Department will keep its written directives up to date and promptly notify affected employees.
Bureau, division, and section commanders will implement these changes in their commands, making sure that affected employees are notified.
4.1.1 APD.SOP.3084 Mentally Ill and Disabled Persons
This is a new directive written to comply with CALEA Standard 41.2.8.
4.1.2 APD.SOP.3088 Signals and Codes
1. This is a comprehensive list of the signals and codes to include specific actions to be taken by officers when responding to a variety of situations.
2. The majority of information contained in this directive is a compilation of information taken from other directives including but not limited to the following:
a. APD.SOP.3080 “General Procedures”; b. APD.SOP.3082 “Death and Sick Cases”; c. APD.SOP.3086 “High Risk Situations”; and d. APD.SOP.3130 “Radio Equipment”.
4.1.3 APD.SOP.5200 Executive Protection Unit
This directive incorporated existing command memoranda and expanded on the responsibilities for VIP protection to conform to specific accreditation standards.
These are existing directives that have had significant changes made to them and that affect a large number of employees. While the numbers for these directives have stayed the same the information contained in them is largely new policy.
4.2.1 APD.SOP.2090 Performance Evaluations
This directive implements the new City Wide performance evaluation system.
4.2.3
APD.SOP.2140 Employee Benefits This directive is a complete revision of APD.SOP.2140 “Police Retention Payment Program”. This directive was written to give employees an opportunity to research programs and benefits that are provided either through the City or outside agencies.
4.2.4 APD.SOP.2190 Atlanta Retired Police Reserve
This directive replaces a previous version of the directive that was mistakenly added to the CD issued in July.
4.2.5 APD.SOP.3030 Arrest Procedures
The following revisions were made to this directive.
1. Section 4.1.7 “Documentation”, paragraph 5:
The watch supervisor is responsible for reviewing all completed arrest citations and their supporting documentation for completeness and legibility. The supervisor’s signature will serve as verification that this review has been completed.

4.2.7 APD.SOP.3170 Citation Book Accountability
This directive is a complete revision of APD.SOP.3170 “Ticketbook Accountability”. It contains several new requirements for both supervisors and officers in reference to issuing and accounting for citations and citation books.
4.2.8 APD.SOP.6030 Property and Evidence Control
The following revisions were made to this directive.
1. Section 3.4 “Sworn employees responsibilities…”, added for CALEA 84.1.1f
2. Section 3.6 “Property Control Unit”
a. Subsection 3.6.1 through 3.6.3 were updated.
3. Section 3.7 “Fleet Management Unit commander…” was updated.
4. Section 3.14 “Pressing Club…” was updated.
5. Section 3.15 “Personnel Services Unit…” was updated.
6. Section 3.16 “Financial Investigations Unit…” was updated.
7. Section 4.1 “Property Control Unit Operations”
a. Subsection 4.1.2, paragraph 4 and 5 were updated.

These are existing directives that have had minor content changes made to them and that affect specific divisions and units. While the numbers for these directives have stayed the same the information contained in them has been edited or clarified for use in the field.
4.3.1 APD.SOP.1080 Internal Communications
The following revisions were made to this directive.

4.3.2 APD.SOP.2020 Disciplinary Procedures

a. Subsection 4.7.4 “Employee Response Session Procedure”, paragraph 4 (vacation time in lieu of suspension provision deleted)

4.3.3 APD.SOP.2022 Early Warning System

4.3.4 APD.SOP.2040 Grievance Procedures

4.3.7 APD.SOP.2101 Specialized and Temp. Assignments
1. Section 3.1 “The Division commander will…” was amended to include a written copy of the annual review.

3. Section 4.2.3 “Section and watch commanders will notify…” was edited.
1. Section 4.3.28 “Property Control” was edited to give the unit commander more flexibility to designate appropriate attire for employees in the unit.
2. Section 4.3.30 “Chaplains” was added to define the dress code for the chaplains unit, several edits were made throughout the SOP for the chaplains as the dress code related to the Class A Dress uniform, badges, and headgear.
4.3.9 APD.SOP.3010 Use of Force
1. Section 4.1 “Use of Force Generally”, subsection 4.1.6 “Warning shots…” was amended for clarification.
a. Warning shots, or the discharging of a firearm to caution or deter a specified and undesirable course of action, are prohibited due to their potential for harm.
2. Section 4.5 was changed, in that employees are now required to notify their supervisors immediately and complete a written report prior to their shift ending, as opposed to the previous requirement of doing the same “as soon as practicable”.
3. Section 4.5.4 was changed to more precisely define when an employee should submit a written report following a use of force incident.
4. Section 4.5.5 was added to require off duty employees acting in a law enforcement capacity to follow the same procedures as on duty employees following a use of force incident.
5. Section 4.5.6 was added to allow employees who are injured and unable to complete an incident report regarding use of force to have that incident report completed by his or her supervisor.
6. Section 4.6.5 was added to require supervisors who respond to the scene of any incident involving the use of force involving an off duty employee to notify that employee’s supervisor through the chain of command of the incident.
4.3.10 APD.SOP.3050 Pursuit Policy
1. Section 4.16 “Prohibited Practices”, subsection 4.16.7 was moved from section 4.17 “Inter-Jurisdictional Pursuits”
4.3.11 APD.SOP.3060 Reports and Report Writing
1. Section 4.2 “Preparing the Incident Report”, subsection 4.2.3 “Incident Data”, paragraph 17 was amended to conform with current practices.
2. Section 4.5 “Vehicle Impound Report”, subsection 4.5.5 “Impound Information”, paragraph 36 was amended for the supervisory signature requirement.
a. SUPERVISOR APPROVING IMPOUND: Signature of the supervisor that reviewed the impound report for completeness and legibility.
1. Section 4.1 “Roll Call”, subsection 4.1.6 was amended for CALEA 41.1.3 to include accounting on the Watch Commander’s Roll Call Checklist (form APD-661) of briefing at roll call by other personnel not assigned to the unit.
4.3.13 APD.SOP.3081 Crime Scene Investigation
1. Section 4.11 “Submission of Evidence To The Crime Laboratory”, subsection 4.11.10 “Lab Request for Examination”, paragraph 2 was amended to include the name of the person submitting the request and the person to whom the test results will be returned to.
4.3.14 APD.SOP.3089 Supervisor Notification
1. Several of the references to SOP’s were changed to account for the new revisions made to the written directive system.
4.3.15 APD.SOP.3130 Radio Operation/Usage
1. This directive is a revision of the Radio Equipment SOP. The title was changed because it was thought to be confusing.
2. Section 4.7 “Signals and Codes” was moved with the new directive APD.SOP.3088 “Signals and Codes”
4.3.16 APD.SOP.3150 Vehicle Management
1. A new table was added to section 4.2.1 to show vehicle identification.
2. Graphics were added to section 4.2.4 “Color Scheme” to show the three different decal and color scheme presently in place within the fleet.
3. Section 4.13 “Accident and Incidents of Vehicle Damage”, subsection 4.13.1 was amended to include a reference to APD.SOP.4010 “Traffic”, Section 4.16.4, “Collisions Involving City Vehicles”.
4.3.17 APD.SOP.3160 Court Responsibilities
1. Section 4.4 “Testifying in Court”, subsection 4.4.1, paragraph 10 “…addressing the court…” was edited.
2. Section 4.5 “Witnesses in State, Municipal and Traffic Courts”, subsection 4.5.4 new graphics were added to show what City traffic and municipal court subpoenas look like.
4.3.18 APD.SOP.3180 Unusual Occurrences
1. Sections 4.18 through 4.24 were added from APD.SOP.3086 “High Risk Patrol”
1. Section 4.13 “Vehicle Impounds”, subsection 4.13.1 was edited to clarify and amend the policy as it was presented during mass training.
2. Section 4.13 “Vehicle Impounds”, subsection 4.13.5 “…impounded upon arrest…”, paragraphs 3 and 4 were edited.
3. Section 4.16 “Traffic Collisions”
a. Subsection 4.16.2, paragraph 4 was edited to comply with CALEA 61.2.1.
b. It is no longer required to issue a citation originating from a traffic accident. Subsection 4.16.2, paragraph 6, was edited as follows: “Officers may issue citation(s) if the evidence from the at scene investigation or an independent third party witness corroborates the statements made by one or more of the parties
involved...” 4. Subsection 4.16.4 “Collisions Involving City Vehicles”
a. Subsection 4.16.2, paragraph 2 was edited as follows: “If the officer involved in the accident was on-duty, the officer will only be charged in accordance with state law as outlined in O.C.G.A. § 17-4-40(c).”
b. The text of O.C.G.A. § 17-4-40(c) was added to the Reference section of the SOP. 5. Section 4.17 “Traffic Fatalities”
a. Subsection 4.17.2 and 4.17.3 were edited to outline what responsibilities the on scene supervisor and the responding officer have when determining if it is necessary to call a Hit and Run Investigator.
b. Subsection 4.17.5 “Responsibilities of a Hit and Run/Fatality investigator”, paragraph 3 added the requirement to notify the Medical Examiner of the traffic fatality 4.3.20 APD.SOP.4040 Special Operations Section
1. Sections 4.8.5 “Critical Incident Scene” through 4.8.14 “Multi-Jurisdictional Hostage, Sniper or Barricaded Person, or Other Critical Incidents” were deleted and added to APD.SOP.3180 “Unusual Occurrences”.
2. Section 4.8.16 “SWAT Equipment Requirements”, paragraph 3, “SWAT Issued Weapons” the FN303 Gas Gun was added to the list.
3. Section 4.11 “Mobile Command Post” was deleted and added to APD.SOP.3180 “Unusual Occurrence”.
4. Section 4.13 “Special Events” was added.
4.3.21 APD.SOP.4060 School Crossing Guards
1. Section 4.8.2 was edited to outline requirements for annual analysis.
4.3.22 APD.SOP.5010 Criminal Investigations Division
