1.     This directive was updated to reflect organizational changes that

APD.SOP.2023 Fines for Loss/Damage to City Property

 

1.    This directive establishes the procedures for imposing fines of up to $500.00 for employees with sustained complaints of damage to or loss of City property due to negligence or misconduct.

 

APD.SOP.3068 Vehicle Storage for Invest. Purposes

 

1.    This directive establishes procedures to manage the vehicle cages used by Homicide, FIU, Hit and Run and the ID Unit.  This directive establishes guidelines for holding vehicles for those respective units and the procedures for maintaining the proper chain of custody for the vehicles placed in the cages.

 

APD.SOP.6150 The Atlanta Police Club

 

1.    This directive establishes the procedures for the formalization of the Atlanta Police Club for benevolent purposes.

 

Re-Issued Directives

 

APD.SOP.3088 Signals and Codes

 

1.    Section 4.3 of this directive was added to include procedures for plain talk dispatch.

 

2.    Section 4.3.1 was updated to merge the signals and codes of the Atlanta Fire Department and the Atlanta Police Department for the 9-1-1 Consolidation. Both the Communication Section and the Atlanta Fire Department were integral to the development of this new list.

APD.SOP.2011 General Conduct
 

 1.   Use of any type of tobacco product is prohibited in vehicles or facilities that are owned, leased, or in any manner operated under the control of the Atlanta Police Department.

 

APD.SOP.2050 Timekeeping

 

1.    Section 4.10 specifies that officers who perform the role of FTO may accrue a maximum of one-hour comp time for activities either before or after their tour of duty.

 

2.    Section 4.13 was amended to allow for approved leave for blood donations and health screenings; a signed Health Screening Certification Form must accompany the latter.

 

APD.SOP.2060 Extra Jobs

 

1.    Employees now have to produce their extra job permit to any supervisor or FIS employee upon request (Section 4.1.1).
 

2.    An employee’s off duty radio number is now the same as his/her unique identification number followed by an “X” (x-ray). (Section 5.5).
 

3.    Exceptions to the limitation on extra job hours must now be approved by the employee’s section commander, not the division commander (Section 4.3.1).
 

4.    Employees are required to submit the Extra Job Activity Sheet on the last day of the pay period (Section 4.6.1).
 

5.    Supervisors are required to submit their employee’s Extra Job Activity Sheets to the Field Inspections Section within seven days (Section 4.6.2).
 

6.    Form APD 728 Extra Job Activity Sheet now requires employees to document vacation or compensatory time used if they work more than 50 hours in a pay period, and requires their supervisor’s review and signature upon submission.

 

APD.SOP.3130 Radio Operation/Usage

 

1.    Section 4.12 of this directive was added to include radio number designations and the use of a new off-duty radio number system.

 

2.    Section 4.5.3 was added to define the new plain talk radio operation and where to locate more detail on the use of the system.

 

APD.SOP.3150 Vehicle Management

 

1.    Cellular phone use while operating motor vehicles

 

a.    Employees will not use a cellular phone, with or without a hands free option, while operating vehicles owned, leased or used by the City or Department.
 

b.    Employees that need to use a cellular phone will proceed to a safe location and cease operation of the vehicle.

 

2.    Section 4.13 requires the unit commander of an employee that has been involved in an incident that resulted in damage to a Department vehicle to send the damage to City property report to Fleet Management.

 

APD.SOP.3170 Citation Book Accountability

 

1.    Section 4.4 was amended to allow officers to keep the “Officer’s Copy” of the traffic citation

 

2.    Section 4.5.2 was amended to allow employees to submit all parts of a voided citation except the “Officer’s Copy”

 

3.    Section 4.5.4 was amended to require supervisors to complete a “Citation Log” and a “Voided Citation Memorandum” form if necessary to account for all citations issued.

 

4.    Supervisors are required to forward the log forms to Central Records after all citations in the book are either issued or voided. A copy of the log form will be maintained at the worksite.

 

APD.SOP.5100 Pawn Desk

 

1.    Section 3.2 has been updated to replace reference to Special Enforcement Section with the Major Crimes Section. 

 

2.    Section 3.3 has been updated to replace License Unit with the Commercial Robbery Unit.

APD.SOP.2022 Early Warning System
 

1.    Section 4.1.2 was amended as follows:

 

The Office of Professional Standards will monitor its records and will initiate the review process by making the proper notification when it becomes aware that any employee has a record of one or more of the following conditions:

 

1.    Four citizen complaints, whether sustained or not, filed against the employee within a six month period;

 

2.    Any allegation of domestic violence involving the employee, whether as victim or primary aggressor;

 

3.    Two sustained unauthorized force allegations within a year, four within three years, six within five years;

 

4.    Any discernible pattern of repeated similar complaints, whether sustained or not, against the employee within a year;

 

5.    Three or more firearm discharges within a six month period or four or more within a twelve month period;

 

6.    Any act or threat of violence by an employee toward another employee or employees.

APD.SOP.2200 APD Junior Police Cadet Program
 

 1.   This directive outlines the Department’s Junior Police Cadet program which has a mission to educate youth between the ages of 16 and 21 with basic knowledge in law enforcement and to expose them to police operations, and to provide support to departmental organizational components.

 

APD.SOP.3086 Project Lifesaver Atlanta
 

 1.   This directive outlines the Atlanta Police Department participation in the tracking and rescue capabilities of Project Lifesaver Atlanta for all missing persons who are active and registered participants in the program.

 

APD.SOP.5210 Special Victims Unit

 

1.    This written directive outlines the Departmental employee’s duties, responsibilities and procedures for handling missing, abused and/or neglected juveniles; victims of sexual assaults; child pornography, prostitution and other child exploitation crimes via the Internet.

APD.SOP.1010 Mission and Organization of the Department
 

 1.   Modifications to reflect the organizational change that put the Planning and Research/Accreditation Unit under the Chief of Staff and the Community Services Unit under the Field Operations Division.

 

 2.   APD.SOP.1011 Work Sites was cancelled and incorporated into this directive as a reference, to include site number and component abbreviations.

 

APD.SOP.1030 Written Directive System
 

 1.   Section 4.8.4 was amended as follows: Each Unit commander will keep Printed Matter Control Sheets on file until three years after a directive has been cancelled. 

 

APD.SOP.1050 Records Management and Retention
 

1.    Throughout this directive, language referring to Property Control was changed to reflect the Procurement Unit. 

 

2.    Section 3.5 was revised to give the Records Retention Officer the responsibility of shredding their units records when the perspective records retention has expired.

 

3.    Section 4.3.2 was revised to ensure that records are transferred from the Local Records Holding Center to the Records Management Division within two-years per file retention Schedule Application.

 

4.    Section 4.3.6 was revised, requiring the Records Retention Officer to apply the Atlanta Police Department’s Components/Acronym codes to each Records Transfer, Receipt, and Records Retention schedule forms sent to the Records Holding Center.

 

APD.SOP.2010 Work Rules

 

1.    Section 4.4.02 through 4.4.06 revised “Department vehicle“ to include: employees will not operate a city vehicle or vehicles used for law enforcement purposes (vehicle) unless they are qualified; employees will not utilize a vehicle for any reason other than official business, nor will the vehicle be used to transport any person except in the course of official business; personnel will operate all vehicles in such a manner as to avoid injury to persons or damage to property, also these vehicles will be parked in such a manner as to cause the least interference with traffic flow without compromising safety; vehicles will be used for law enforcement purposes only; Department personnel will exercise due caution when operating all vehicles.

 

2.    Section 4.4.07 requires a checklist be completed on all city vehicles prior to the beginning of a tour of duty.

 

APD.SOP.2011 General Conduct
 

1.    Section 4.1.3 was edited to clarify telephone etiquette. 

 

2.    Section 4.3 was added to clarify the use of cellular phones while on duty.

 

APD.SOP.2110 Duties of Senior Police Officers
 

 1.   Section 4.2.1 was amended to include training police recruits or specific training responsibilities and the investigation of Class D Larceny reports.

 

2.    Section 4.2.2 was added as follows: The assignment of Senior Police Officer is a rank-in-position; therefore, its benefits are not transferable unless the employee is transferred to a qualifying assignment for the specific purpose of filling a Senior Police Officer vacancy.

 

3.    Section 4.2.3 was added as follows: Starting in 2005, newly appointed SPO’s will be assigned proportionately across all zones and watches in FOD at the discretion of the FOD commander, based on personnel allocation needs.

 

4.    Section 4.2.4 was added as follows: Generally, as SPO positions become vacant in other Divisions, they will be reassigned to FOD to be filled in the zones. This does not preclude the assignment of SPO’s to other Divisions at the discretion of the Chief of Police.

 

APD.SOP.2060 Extra Jobs
 

 1.   Section 4.8.1 was amended to require off-duty officers to submit required reports by the end of their tour of duty, in the zone where the incident occurred.

 

APD.SOP.3040 Weapons

 

1.    Section 4.1.1 specifies that the Smith and Wesson .40 caliber semiautomatic pistol Model 4003TSW is the Department’s primary service weapon.

 

2.    Section 4.1.2 specifies that the Department approved ammunition for the .40 caliber firearm is the 165 grain sxt copper jacketed hollow point.

 

3.    Section 4.1.3 was revised to include the words “while on duty” uniformed employees will carry their Department issued firearm in a Department approved holster and non-uniformed employees will carry their issued or approved firearm in a manner that allows the weapon to be secure and easily accessible.

 

4.    Section 4.2.1 was revised to specify “while on duty” uniformed employees may carry their Department approved personally owned or other issued firearms concealed as a secondary weapon.

 

5.    Section 4.2.3 was revised to include any Department approved Smith & Wesson .40 caliber pistol.

 

6.    Section 4.2.4 was revised to include the Department approved 165 grain sxt copper jacketed hollow point for .40 caliber firearms to be carried in any personally owned or other issued firearms.

 

7.    Section 4.2.5 was added to encourage those officers who carry their weapon while off-duty and in plain clothes to keep their weapon in a manner that does not bring attention to themselves.  Appropriate action should be taken to safeguard their firearm when attending a public gathering.

 

8.    Section 4.2.6 was added to addresses the “Law Enforcement Officers Safety Act of 2004” allowing law enforcement officers to take their firearms across state lines.  Officers will be governed by federal law while traveling out of state with their firearm.

 

9.    Section 4.2.7 was added to addresses “Law Enforcement Officers Flying Armed”.  Officers may fly armed only when in conjunction with a specific duty assignment, after the completion of a FAA approved “Law Enforcement Officers Flying Armed” training course and the approval of the pilot whose plane the officer is to board.  Officers will be governed by federal law and FAA regulations while performing this duty.

 

APD.SOP.3060 Reports and Report Writing

 

1.    Section 3 was amended to reflect that the duties of the Communications Section and the Central Records Unit have been expanded in relation to the reporting of stolen motor vehicles.

 

2.    Section 4.1.1, paragraph #7 was update to requires officers to confirm the beat through dispatch.

 

3.    Section 4.1.1, paragraph #9 was update to denote the approved manner for numbering the pages of the incident report (i.e., 1 of 2, 2 of 2, etc.).

 

4.    Section 4.1.2 is a new section explaining special considerations for stolen vehicle reports.

 

5.    Section 4.1.3, paragraph #1 requires officers to submit all incident reports to their supervisors by the end of their tour of duty.

 

6.    Section 4.1.5, paragraph #1 requires supervisors to review, approve and forward all missing persons reports to the Central Records GCIC desk within one hour of the incident.

 

7.    Section 4.4.1, paragraph #7 requires the officer to indicate whether the crime scene was photographed or video taped

 

APD.SOP.3063 Accounting for Field Reports

 

1.    Section 3.5 requires Zone supervisors or their designee to hand deliver all hand written reports to Central Records during each watch seven days a week.

 

APD.SOP.3066 Bias Crime Data Reporting

 

1.    Section 4.1.1 paragraph 3, the phrase “or use of” was added for clarification.

 

APD.SOP.3150 Vehicle Management

 

1.    Section 4.1.3 “Cellular phone use while operating motor vehicles” was cancelled and information about cell phone use on duty was added to APD.SOP.2011 General Conduct.

 

APD.SOP.4040 Special Operations Section

 

1.    Section 4.10 deals with the operation and deployment of the Mobile Command Post.

 

APD.SOP.6030 Property and Evidence Control

 

1.    Section 3.11 was amended to require the ID unit to store and release fingerprints and photographic evidence, to collect and package the same for submission to the state crime lab. It also prohibits property control unit employees from opening sealed evidence packages.

 

2.    Section 4.4 was added to document the Department’s new field drug testing procedures based on a request from the Superior Court to have all suspected narcotics field tested when an individual is arrested for soliciting or selling illegal narcotics.

 

3.    Section 4.6.5 is new and reflects the City of Atlanta’s Ethics Board decision prohibiting APD employees, their family members or their representatives from participating in police auctions.

APD.SOP.2131 Collection of Department Equipment
 

1.    Throughout this directive, language referring to “Reserve commander” was changed to reflect “Field Inspection Section (FIS) commander.”  All references to “Atlanta Reserve Police Program” were revised to reflect “Atlanta Retired Police Reserve.” All references to “Pressing Club” were revised to reflect “Uniform Depot.”

 

2.    Section 3.7, language was added to reflect “the disciplinary authority will collect equipment where applicable.” 

 

3.    Section 4.1.2 was revised to ensure that employees that were issued a .40 caliber weapon return the storage container (blue plastic case), the gunlock, and all three magazines that were issued with the weapon.  “Blauer or leather jacket” was changed to reflect “Duty jacket.” 

 

4.    Section 4.7.1 was amended to include .40 caliber.

 

APD.SOP.3030 Arrest Procedures
 

 1.   Prisoners Transported to Grady Hospital, APD officers will:

 

a.    Notify their immediate supervisor of the prisoner transport to Grady Hospital;

 

b.    Request that the dispatcher notify the Grady Detention Facility to dispatch a corrections officer to meet them upon arrival, and

 

c.    Communicate to the detention officer the nature of the charges against the transported prisoner.

APD.SOP.2081 Training Reimbursement and Collection Procedure

 

1.    The Atlanta Police Department will seek reimbursement for all or part of a sworn employee’s salary, training, and/or miscellaneous expenses from any Georgia state, county or city law enforcement agency when that employee resigns from the Atlanta Police Department prior to the completion of two years (24 months) of sworn service and is subsequently employed as a peace officer by that agency.

APD.SOP.1031 Forms Management

 

1.    Sections 3.3 and 4.9 were revised to reflect the Planning and Research/Accreditation Unit.

 

2.    Section 3.4 was revised to insure that the Planning and Research/Accreditation Unit include forms in their review of records.

 

3.    Section 4.10 was revised to ensure that a monthly notification of revised or new forms be published in the Daily Bulletin.

 

APD.SOP.1100 Request for Legal Opinions
 

1.    The changes included procedures for requesting ethical opinions from the City’s Board of Ethics. 

 

APD.SOP.2031 Performance Payment Program
 

1.    The Atlanta Police Department will reward exceptional performance that moves the Department toward a “Best in Class” customer service organization.

 

2.    This program will encourage supervisors to identify high performing employees, provide supervisors with a proven method for rewarding performance on the job, recognize exceptional performance that exemplifies the values of the Department, and authorize a one-time performance payment for achievements in quality performance, exemplary customer service, or service improvements.

 

APD.SOP.2103 Airport Assignment Rotation
 

1.    The Atlanta Police Department will provide opportunities for employees to experience different aspects of the Department’s policing mission and will select the most appropriate officers for assignment to the Airport Section.
 

APD.SOP.2150 Injury on Duty
 

1.    Section 4.3 was amended to better clarify the three conditions under which and officer is considered injured on duty according to City of Atlanta, Code Section 114-424d.

 

2.    Section 4.5 was amended to add the word “work” as in “21 consecutive work days” for clarification.

 

3.    Section 5.1 was amended to refer employees to the “OFFICIAL NOTICE” of authorized medical treatment facilities and physicians instead of listing the facilities and physicians in the directive due to the list’s potential for change at any time.

 

APD.SOP.2190 Atlanta Retired Police Reserve
 

1.    Section 4.1.2 item #2 was revised to include “that the officer was not on or failed to adhere to a mandated early warning or psychological / physical Fitness for Duty. 

 

2.    Section 4.1.2 item #3 was amended to include “that retired officer must not have been placed on probation, restrictions, or mandates by P.O.S.T., such as the officer being required to complete a specified training course at the officers expense within a specified period.” 

 

3.    Section 4.1.3, item #2 was changed to ”CVSA or polygraph examination”. 

 

4.    Section 4.1.3 item #4 was amended to ensure that officers who have been retired for more then one year or who have been resigned from the ARPR for more than one year submit a letter from their personal doctor, certifying physical / psychological fitness.

 

5.    Section 4.1.7 was amended to ensure that the FIS commander request an OPS complaint history or documentation of any citizen complaints receive after officer retired on a police service pension, prior to an application to ARPR.”

 

6.    Section 4.2.3 item #4 was amended to include “or during special events with active on duty APD officers who are being compensated at an earned rate of one and one half hours for each hour worked.”

 

7.    Section 4.3.4 was amended to specify that in lieu of suspension, the FIS commander may suspend retired officers extra job privilege for one or more days he or she is scheduled to work on any approved extra job on file, or may be required to perform additional voluntary service hours.

 

APD.SOP.3041 Investigating Police Discharge Toward Animals
 

1.    This written directive was amended by changing the term “crime scene” to “incident scene” and defining the firearm as “Department approved” as pertaining to this directive.

 

APD.SOP.3065 Field Interviews
 

1.    Section 4.5, “Completing the Field Interview Form”, was updated to reflect the current information required to complete the form.

 

2.    Section 4.6, “Getting Information from the Field Interview Form”, was updated to reflect the proper steps to retrieve information from CJIS.

 

3.    Section 7.1, “Codes for the Field Interview Form”, was created to provide codes to be used when completing the form. These codes are the same ones used in completing the incident report.

 

APD.SOP.3080 General Procedures
 

1.    Section 4.15 Confidentiality and Nondisclosure Agreements was added to require employees who are in an assignment that provides or allows access to information that is not generally known to the general public and/or to other employees within the Department may be required to enter into a Confidentiality and Nondisclosure Agreement as a condition of that assignment

 

APD.SOP.3161 Delivering Tickets to the Courts
 

1.    Section 3.4 was expanded to require officers to take a copy of the incident report with them to Municipal Court at the time the case is heard.

 

2.    Section 4.1 has been changed from Traffic Court to Municipal Court Traffic Division due to the dissolving of Traffic Court.

 

APD.SOP.3184 Threat Level Advisories and Responses
 

1.    Section 3.9 of this directive has been changed to include the Communications Section as the entity that will be responsible for contacting employees and informing them of a particular response or action that is required of them during a level three “Threat Level.”

 

2.    The Personnel Services Unit is required to maintain and update the Department wide employee database. 

 

3.    Section 5.1 has been changed to re-name the APD Emergency Operations Center to the APD Joint Operations Center.  This was done to avoid confusion with the Atlanta-Fulton County Emergency Operations Center (EOC).

 

APD.SOP.4020 Field Investigation Teams
 

1.    Section 3.1 was amended by adding “for enforcement actions” for better clarification of the FIT Team’s duties and responsibilities. 

 

2.    Section 3.5 was added to define the requirement for additional training for this specialized assignment.

 

3.    Section 4.6 was amended to add the requirement for FIT Team supervisors to communicate with CID, i.e. the Narcotics Unit, by “de-conflicting” any warrants prior to executing them.

 

4.    Section 5 was amended by adding a definition for “de-conflict”.
